Funding of Crime Stoppers of Miami -Dade County, Inc., in an amount not to exceed $10,000, is authorized, with funds allocated from the Law Enforcement Trust Fund, Project No. 690001, such expenditure having been approved by the Chief of Police as complying with the provisions of Florida State Statute, Chapter 932.7055, as amended. Section 2. Pursuant to the provisions of Section 932.7055, Florida Statutes (2002), the recipient, Crime Stoppers of Miami -Dade County, Inc. shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain proper accounting records for the expenditure of such monies, and (3) provide any reports, SEP 2 5 ?003 Resolution No. �3-1026 .k including, but not limited to, audit reports, as may be required by the City of Miami or applicable law. BACKGROUND Crime Stoppers of Miami -Dade County, Inc., is a not-for-profit community program. It is a volunteer -based organization that works with the public, the media, and local/state/federal law enforcement agencies in fighting crime. Crime Stoppers through its tip line; audio and visual media; and through the print media offers rewards and anonymity to persons who furnish information leading to the arrest and/or the filing of charges against criminal offenders. The funds utilized will also be used for the continuation of the Community Focus Project to provide information on Crime Stoppers tip lines and community education campaigns in the two languages other than English that are most commonly used in the Miami (Spanish and Creole). (a) Objective and Methodology The ultimate objective of the proposed project, the Crime Stoppers Community Focus Project, is to provide information on the Crime Stoppers tip lines using a linguistically and culturally appropriate approach so that all resident of the City of Miami may be reached regardless of language. This will maximize the effectiveness of the two tip lines operated by Crime Stoppers of Miami -Dade County. Specific objectives and methodologies are detailed in the table below. Therefore, there are approximately 1.4 million community residents who would receive greater benefit from Crime Stoppers programming and information if it was presented in their native language rather than solely in English. A secondary target population is tourists visiting the community. It is estimated that of the 11 million tourists visiting the community each year, 50% are from foreign countries and only 7% of those tourists are from a country where English is the primary language. The tourists most frequently (66%) come from countries where Spanish is the primary language. Crime Stoppers seeks to provide information on our tip lines in languages that are relevant to foreign -language tourists so that they will use the tip lines if needed during their time in Miami. (c) Rationale: The Crime Stoppers Community Focus Project addresses the City of Miami's (and Miami -Dade County's) broad multi-ethnic and multi-lingual population, and the need of the community to receive linguistically and culturally sensitive anti-crime programming. The Crime Stoppers tip program can only reach maximum effectiveness if it is reaching equally into all communities in such as way that is linguistically and culturally meaningful for each individual neighborhood. The proposed project would service and impact thousands of local individuals in daily life. In order to accomplish the important task of educating all residents in the various neighborhoods of the City of Miami about the tip lines (305 -471 -TIPS and 866 -471 -TIPS), the Community Focus Program will continue to produce Crime Stoppers programming information in linguistically and culturally appropriate formats with the goal of fostering confidence in the anonymity of the crime tip program. 4 A -1026 2. Statement of Need: Provide (a) the need for the project (b) a demographic profsle of the target population and (c) present level of services to this population. The Community Focus Project brings needed crime protection information to the residents and guests of Miami in a format that is easy to understand and use. This information gives each individual the confidence to share information that is greatly needed by law enforcement and helps solve serious crimes with a savings of tax dollars. (a) Need for Project: According to statistics provided by Miami -Dade County Public Schools, there are at least 112 languages other than English spoken in Miami, with residents coming from 138 countries. Furthermore, approximately 5.5 million tourists visit Miami each year from variety of destinations where English is not commonly used. Each of these individuals would benefit from Crime Stoppers information, especially information on the tip lines, being provided in their native language. (b) Demographic Profile: The demographic profiles is the estimated 1.4 million Miami residents who do not use English as their primary language, and the 5.5 million tourists who visit Miami each year from countries where English is not the primary language. According to statistics from the Miami -Dade County Public Schools Language Enhanced Population program, approximately 85% of these non-English speaking residents speak Spanish as their primary language, and approximately 10% speak Creole. In July 2002, the US Census Bureau rated Miami as the poorest large city in the United States, giving probability to the fact that the majority of the target residential population is low-income. According to tourism statistics from Miami Beach, approximately 66% of foreign tourists come from countries where Spanish is the primary language. Based on these statistics, the demographic profile is low- income residents who speak Spanish or Creole as their primary language, and tourists who speak Spanish as their primary language. (c) Present Level of Services: The present level of services to these populations is. primary Crime Stoppers materials and information provided in Spanish and Creole, including our local tip line number (305) 471 -TIPS. However, additional production of materials in Spanish and Creole is required to effectively implement two campaigns: the new toll-free Crime Stoppers which can be accessed from throughout the country (866) 471 -TIPS, and the upcoming "Hard Time for Gun Crime" community education initiative. The toll-free number was established so that an individual who might have information on a crime taking place in Miami will be able to anonymously provide their tip from anywhere they may be at the time. The new "Hard Time for Gun Crime" initiative is funded in part by the Bureau of Justice Administration through Project Safe Neighborhoods; however funding is for a nine - county area and therefore does not provide for the multi-lingual needs specific to Miami. 5 ;J3 -x.026 3. Agency Capacity: r -/ease provide (a) mission (b) prior e,.,jerience (c) partnerships, (a) Mission: The primary goal of Crime Stoppers is to provide a means by which individuals can safely provide vital information that is needed to solve crimes throughout the community. (b) Prior Experience: Since our establishment in September 1981, the total number of cases cleared is 20,758, which includes 483 homicides solved and 5,788 total arrests. Crime Stoppers of Miami -Dade has paid out more than $750,000 in rewards and helped in the recovery of more than $87 million in property and narcotics removed from the street since inception. A success story from August 2002 involves two tips which led the identification, location and arrest of a suspect in the shooting of a 16 year-old girl in drug-related gunfire, killed on the eve of her 17th birthday, within three weeks of the crime being perpetrated. Crime Stoppers uses a guarantee of anonymity to the public and dissemination of information to law enforcement investigators in the appropriate jurisdiction. Many crimes are solved at a lower cost per case than the average law enforcement agency. The table below provides additional details on our prior experience. The major initiative of Crime Stoppers is the tip line. Additional projects in the past include the local Gun Buyback program and other campaigns and initiatives to prevent crime before it happens. We have recently been designated by the Bureau of Justice Administration to conduct a new community outreach and engagement campaign, "Hard Time For Gun Crime." However, additional local funding is needed to support a multi-lingual presentation of this campaign in Miami as the award is designated to cover a nine -county area where overall English is the primary language. Current partners in our existing media outreach and community engagement activities include all local television stations (English and Spanish) and all local radio stations. Virtually all news broadcasts that report on unsolved crime provide the anonymous tip line phone number. In addition, virtually every local newspapers article on unsolved crimes includes the tip line phone number. Every time a media outlet runs a story and provides the 471 -TIPS number, that outlet becomes a partner. Members of the Board of Directors frequently bring business entities and other organizations into working relationships with Crime Stoppers, usually yielding positive results for Miami, even without formal Memorandums of Understanding (MOU) between the contributing entities. 6 13-1026 4. Goals and Objtcdves: Please provide overall god1s and specific measurable objectives The overall goal is to provide information on and foster confidence in the tip line provided by Crime Stoppers in the three languages most used by residents of Miami: Spanish, English and Creole. S. Project/Program Design: Please describe (a) activities to achieve project objectives (b) target population (c) strategies for reaching target population and (d) timeframe. (a) Activities: In order to achieve the stated objectives, the appropriate Board of Directors sub -committees will be assigned tasks with agreed -to deadlines. These tasks will vary in nature and will include items such as identifying neighborhoods, securing participation from local colleges and their language departments, contacting media outlets for their input, and securing copy writers and translators for updating and creating new presentation materials. The entire project will be attended to with the same effort that a professional ad campaign requires. Crime Stoppers is committed to producing an attractive and attention -getting campaign. (b) Target Population: The primary target population is Miami residents who are not functionally literate in the English language. (c) Strategies for Reaching Target Population: The strategies for reaching the local target population will be meeting with civic leaders within the neighborhoods where Spanish and Creole are most frequently used; presenting the Crime Stoppers message to faith -based 8 93--1026 .organizations, business gv,,,,ps, homeowners groups, schools-aw.a fraternal groups; working with local media to produce stories and public service announcements in languages other than English; training multi-lingual presenters and making sure that local police and government services (i.e. NET, Community Policing Units) are supplied with multi-lingual materials to offer in their neighborhoods. (d) Timeline: As Crime Stoppers has an active Executive, Board and full-time Executive Director with administrative support, the timeline for implementing the project will be expedited. Within a month of the grant award, the Board of Directors will be well into their list of action steps. The greatest amount of time will be devoted to the actual development and production of the new and updated multi -language materials, because Crime Stoppers will be working with other professionals who have their own calendars and production schedules. A reasonable estimate from award to a major presentation with presenters properly trained and equipped in the two new campaigns (toll-free tip line and "Hard Time for Gun Crime's is approximately three months. 6. Evaluation Methodology: Please describe the methodology and indicators of progress toward project objectives The'Crime Stoppers program will use statistics to measure the impact of the project in many different ways, including: 1. Tracking the number of anonymous calls to the tip line following each media event. 2. Tracking the number of calls that come in each of the three languages most frequently used in Miami (Spanish, English and Creole). 3. Surveying anonymous callers regarding where/how they learned of the tip line number (i.e.: broadcast media, billboard, printed materials). 4. Surveying anonymous callers for zip code information. 5. Tabulation of total number of successful arrests. 6. Tabulation of total dollar value of property/narcotics recovered. 7. Tabulation of total number of community presentations requested. 8. Tracking of zip codes in which community presentations are provided. 9. Tabulation of total number of requests for information/materials for distribution. 9 ' iJ3-1026 7. Budget Summary. TOTAL $10,000 Narrative: This project budget does not truly reflect the abundant amount of In Kind services that Crime Stoppers can leverage. The media support for Crime Stoppers is always fruitful and as the two new community education campaigns (toll-free tip line and "Hard Time for Gun Crime's are launched, the amount of In Kind contributions will increase. It is virtually impossible to measure the number of individuals in the target audience that will be reached or the cost per participant. Crime Stoppers will be able to determine the number of household reached by any media outlet, but that is not quantitative enough data to determine the cost per participant or success in reaching the target audience. 10 13-1026 This project will be easy �„ maintain once the start-up costs o. the two new campaigns are covered. Once the expense of copy writing, translation and graphic design are paid, Crime Stoppers will be able to work any needed updates or reprinting of materials into future operational budgets, in-kind requests, or other grant proposals once Miami Police Department funding is completed. Crime Stoppers has established a relationship with a freelance professional grant writer and recently began a campaign to introduce our program to Florida -based foundations in order to secure private foundation donations to our efforts. Law Enforcement Purpose Fulfilled: Crime Stoppers fulfills the law enforcement purposes of solving crimes, preventing crime, and informing residents of laws to encourage responsible citizenship. 9. How Law Enforcement Purposes are Fulfilled: Crime Stoppers fulfills our law enforcement purposes by providing local and toll-free national tip numbers; providing community presentations on anonymously reporting and preventing crime, and providing community presentations promoting crime prevention. 11 A - 10 26 Recurring Costs and Revenues Crime Stoppers draws operational dollars from state fees imposed through the criminal courts, grants, donations and gifts. To date, the organization is independent of tax payer dollars. All income varies due to the broad spectrum of the income sources. The recurring expense will always be rent, utilities, payroll, training, memberships, office supplies and things such as equipment maintenance. The funds utilized will also be used for the continuation of the Community Focus Project which provide information on Crime Stoppers tip lines and community education campaigns in the two languages other than English that are most commonly used in the Miami area (Spanish and Creole). HOW IS THIS ITEM GOING TO ENHANCE THE QUALITY OF SERVICE TO THE CUSTOMER / CITIZENS? The Crime Stoppers curriculum will be sensitive to the needs of the community it serves. Professionally designed program material that will be available and accessible in all neighborhoods that will increase the success of the 471- TIPS program.
