RESOLUTION NO. 93— 968
A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), AUTHORIZING AND
DIRECTING THE TRANSFER OF FUNDS, IN THE
AMOUNT OF $300,000, FROM THE MAYOR'S POVERTY
INITIATIVES PROGRAM TO THE CITY OF MIAMI
("CITY") DEPARTMENT OF COMMUNITY DEVELOPMENT
FOR REIMBURSEMENT OF THE COSTS OF PROVIDING
MEALS TO ELDERLY RESIDENTS; DIRECTING THE
ALLOCATION OF SAID FUNDS TO THE AGENCIES IN
THE AMOUNTS SPECIFIED ON THE ATTACHED LIST
FOR THE FISCAL YEAR BEGINNING OCTOBER 1,
2003 AND ENDING SEPTEMBER 30, 2004; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE
AMENDMENTS TO INDIVIDUAL EXISTING AGREEMENTS
WITH EACH AGENCY, IN SUBSTANTIALLY THE
ATTACHED FORM, FOR SAID PURPOSE.
WHEREAS, on June 24, 2003, the Mayor of the City of Miami
recommended that the City Commission authorize the allocation of
funds, in the amount not to exceed $300,000, from the Mayor's
Poverty Initiatives Program, for reimbursement of cost in
providing meals to elderly residents plus a reasonable overhead,
in response to the immediate funding crisis;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The transfer of funds, in the amount of
$300,000, from the Mayor's Poverty Initiatives Program to the
City of Miami's ("City") Department of Community Development for
reimbursement of costs of providing meals to elderly residents,
is authorized and directed.
Section 3. The allocation of said funds to the agencies
and in the amounts specified on the attached list for Fiscal
Year beginning October 1, 2003 and ending September 30, 2004, is
directed.
Section 4. The City Manager is authorizedv to execute
amendments to individual existing Agreements with each agency,
in substantially in the attached form, for said purpose.
1� The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.

Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.2/

It is respectfully recommended that the City Commission adopt the attached Resolution, with
Attachment(s), authorizing and directing the transfer of funds in the amount of $300,000 from
the Mayor's Poverty Initiatives Program to the City of Miami Department of Community
Development; and directing the allocation of said funds to the agencies and in the amounts
specified in the Attachment for the provision of meals to elderly residents in the Fiscal Year
beginning October 1, 2003 and ending September 30, 2004; and further authorizing the City
Manager to amend existing individual agreements with each agency, for said purpose,
substantially in the attached form, subject to applicable City Code provisions.
BACKGROUND:
On June 24, 2003, the Mayor of the City of Miami recommended that the City Commission
authorize the transfer of funds from the Mayor's Poverty Initiatives Program in the amount of
$300,000 to the City of Miami Department of Community Development for the reimbursement
of the cost of meals provided to elderly residents plus a reasonable overhead, in response to the
immediate funding crisis resulting from the shortfall of Community Development Block Grant
(CDBG) funds. The Mayor further recommended that the Poverty Initiatives Program be
replenished to the extent possible with available funds from any balances left in the
Commissioner's Budgets at the end of the year.
The Department of Community Development reviewed proposals previously submitted for the
provision of meals to elderly residents and identified agencies to fill in where CDBG funding
was not available for the 29th Program Year.
It is recommended that the City Commission adopt the attached Resolution, with Attachment(s),
authorizing and directing the transfer of funds in the amount of $300,000 from the Mayor's
Poverty Initiatives Program to the City of Miami Department of Community Development; and
directing the allocation of said funds to the agencies and in the amounts specified in the
Attachment for the provision of meals to elderly residents in the Fiscal Year beginning October
1, 2003 and ending September 30, 2004; and further authorizing the City Manager to execute
individual agreements with each agency, for said purpose, substantially in the attached form,
subject to applicable City Code provisions.
The jprqposed Resolution does not have a budgetary impact on the General Fund.
