HomeMy WebLinkAboutR-03-0937J-03-505 09/10/03 RESOLUTION NO. 03— 937 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO REIMBURSE THE MIAMI PARKING AUTHORITY UP TO $75,000 FOR REPAIRS TO THE BOAT TRAILER PARKING STALLS IN KENNETH MEYERS PARK AT THE SEMINOLE BOAT RAMP AREA (MPA LOT #71); ALLOCATING FUNDS, IN AN AMOUNT NOT TO EXCEED $55,000 FROM CAPITAL IMPROVEMENTS PROJECT NO. 311010, ENTITLED "CITY WIDE FACILITY. ASSESSMENTS AND IMPROVEMENTS" AND FUNDS, IN THE AMOUNT OF $20,000, FROM MIAMI PARKING AUTHORITY SEMINOLE BOAT RAMP REPAIR AND REPLACEMENT ACCOUNT NO. 1.3217, TO FUND REPAIRS AND EXPENSES. WHEREAS, the City of Miami has a Management Agreement with the Miami Parking Authority to operate a boat trailer parking lot (MPA Lot #71) at the Seminole Boat Ramp in Meyers Park; and WHEREAS, the boat trailer parking stalls are in need of repair due to the deterioration of the grasspave geofabric and the existing grasses which could become hazardous; and WHEREAS, it has been determined that the best repair would be the replacement of the grasspave geofabric and grass with earth tone color interlocking concrete pavers that are park -like in appearance and require little maintenance; and cm COMMSSION BOOMING OF SEP 1 1 M3 awwmdm H& WHEREAS, the Miami Parking Authority received formal competitive bids to do the work using interlocking concrete pavers and obtained a responsive bid in the amount of $72,130; and WHEREAS, the Miami Parking Authority and City staff recommend awarding the bid and making immediate repairs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorizedll to reimburse the Miami Parking Authority up to $75,000 for repairs and expenses to repair the boat trailer parking stalls (MPA Lot #71) in Kenneth Meyers Park at the Seminole Boat Ramp area, with funds, in an amount not to exceed $55,000, allocated from Capital Improvements Project No. 311010, entitled "Citywide Facility Assessments and Improvements," and, in the amount of $20,000 from the Miami Parking Authority Seminole Boat Ramp 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable provisions of the City Charter and Code. BACKGROUND The City of Miami has a Management Agreement with the Miami Parking Authority (MPA) for operation of the boat trailer parking lot at the Seminole Boat Ramp in Kenneth Meyers Park. To minimize the amount of asphalt paving in the park, the boat trailer parking stalls were constructed with a grasspave geofabric and grass sod. Both the grasspave and the grass sod have deteriorated due to the weight of the heavy trucks used to haul the boat trailers, the negative effect of salt water on the grass and the lack of irrigation water. The deterioration of the grasspave is becoming a safety hazard and the appearance of the parking stalls detracts from the park. The MPA and City staffs have determined that the best repair would be to remove the grass and grasspave and install interlocking concrete pavers similar to those used at both Bayfront and Peacock Parks. The pavers will be earth tone in color which is park -like in appearance and will require minimum maintenance. The MPA has received formal competitive bids from three paver contractors. The lowest responsive and responsible bid was in the amount of $72,130. Funding in the amount of $20,000 is available from the Miami Parking Authority "Seminole Boat Ramp Repair and Replacement' Account No. 1.3217 which needs City approval. City funding in the amount of $55,000 is available from Capital Project No. 311010 entitled "Citywide Facility Assessments & Improvements." Immediate repairs are highly recommenged.
