A RESOLUTION OF THE MIAMI CITY COMMISSION, BY
A FOUR-FIFTHS (4/5T11) AFFIRMATIVE VOTE, AFTER
AN ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING
PROCEDURES AND APPROVING THE PROCUREMENT OF
NT RESCUE AIR BAGS WITH ACCESSORIES AND RAPID
STAIR CRIBBING SETS, FOR THE DEPARTMENT OF
FIRE -RESCUE, FROM SUNSHINE FIRE EQUIPMENT,
SOLE SOURCE DISTRIBUTOR FOR RES Q TEK, INC.,
IN FLORIDA AND GEORGIA, FOR A TOTAL CONTRACT

WHEREAS, the Department of Fire -Rescue ("Fire -Rescue") has a
need for four (4) NT rescue air bags with accessories, and two
(2) rapid stair cribbing sets to enhance the capabilities for
Fire -Rescue's Technical Rescue Team to respond to local and
national disasters; and
WHEREAS, the proposed equipment is necessary to provide the
Technical Rescue Team the capability to lift heavier objects for
much greater distances and significantly enhance their operations
in such areas as excavation accidents, building collapses,
railcar rollovers, extrication of large vehicles, and aircraft
accidents; and

WHEREAS, it is critical that the NT rescue air bag devices
are compatible with the existing equipment used by Fire -Rescue's
Technical Rescue Team and other disaster teams throughout
Miami -Dade County; and
WHEREAS, on May 20, 2003, the Department of Homeland
Security ("DHS") administration boosted the nation's terrorism
alert back to "orange", or "high," concerned that terrorist
attacks can not only occur overseas, but also in the United
States; and
WHEREAS, it is imperative that emergency personnel and all
other government agencies are prepared and ready to respond at a
moments notice to any terrorist attack, natural disaster or other
large-scale emergency and assist in recovery efforts; and
WHEREAS, it is critical that Fire -Rescue is fully equipped
with the most effective tools when engaged in emergency
operations to ensure the safety and well being of our
firefighters and citizens and visitors of the City of Miami; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Sunshine Fire Equipment, is the sole source distributor of
Res Q Tek, Inc., in this service area to provide the requested
equipment; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and
WHEREAS, the City Manager and the Chief of Fire -Rescue
recommend that the requirements for formal competitive sealed

bidding procedures be waived and the procurement of the above
service as specified be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5th,) affirmative vote,
after an advertised public hearing, the City Manager's finding of
sole source is ratified, approved and confirmed, the requirements
for competitive sealed bidding procedures are waived and the
acquisition of four (4) NT rescue air bags with accessories and
rapid stair cribbing sets for the Department of Fire -Rescue, from
Sunshine Fire Equipment, the sole source distributor of Res Q
Tek, Inc., in Florida and Georgia, is approved, for a total
contract amount not to exceed $41,082, with funds allocated from
Fire -Rescue Homeland Defense Preparedness Project No. 313305,
Account Code No. 289307.6.840.

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's finding of sole source, waiving the requirements
for competitive sealed bids and authorizing the procurement of rescue air bags with accessories,
and rapid stair cribbing sets from, -.Sunshine Fire Equipment, a Non-Minority/Non-Local vendor,
located at 58 Point Pleasant Drive, Palm Coast, Florida 32164, the sole source distributor for
Res Q Tek, Inc., in Florida and Georgia, for a total cost not to exceed $41,082, for the
Department of Fire -Rescue. Funding will be from the Fire -Rescue Homeland Defense

Due to an evaluation recently conducted by the Department of Fire -Rescue Technical Rescue
Team, the Department of Fire -Rescue requires the acquisition of four (4) NT rescue air bags with
accessories, and two (2) rapid stair cribbing sets to enhance the department's capabilities for the
Technical Rescue Team to respond to local and national disasters. The desired equipment will
provide the Technical Rescue Team the capability to lift heavier objects much greater distances
and significantly enhance our operations in such areas as excavation accidents, building collapse,
railcar roll over, extrication of large vehicles, and aircraft accident. The NT rescue airs bags with
accessories, and rapid stair cribbing sets are compatible with the existing equipment used by the
department's Technical Rescue Team and other disaster teams throughout Miami -Dade County.

On May 21, 2003, one day after DHS administration raised the nation's terror -alert status to
"orange", the second highest state of danger the City of Miami Department of Fire -Rescue
participated in an emergency response exercise at Pro Player Stadium in North Miami -Dade
County to prepare for possible terrorist attacks and other disasters. More than 100 emergency
response agencies from Broward, Miami -Dade, Monroe and Palm Beach counties took part in the
largest weapons of mass destruction drill in local history.
It is critical that our Technical Rescue Team is fully equipped with the most effective tools when
engaged in emergency operations to ensure the safety and well being of our firefighters and
citizens and visitors of the City of Miami. Most importantly, should a weapons of mass
destruction event occur, the Technical Rescue Team must be ready at a moments notice to render
assistance at an emergency level to our community.
As the Chief Procurement Officer has deemed the acquisition of four (4) NT rescue air bags with
accessories, and two (2) rapid stair cribbing sets by Sunshine Fire Equipment, as a sole source
distributor of Res Q Tek, Inc.; it is therefore recommended at this time that the City Commission
ratify the Chief Administrator's finding of sole source and authorize the acquisition for said
proposed rescue equipment.

I conducted an investigation to determine whether Sunshine Fire Equipment, a Non-Minority/Non-Local vendor,
located at 58 Point Pleasant Drive, Palm Coast, Florida 32164, is the sole source distributor for Res Q Tek, Inc.,
in Florida and Georgia, for a total cost not to exceed $41,082.00, for the Department of Fire -Rescue.
Due to an evaluation recently conducted by the Department of Fire -Rescue's Technical Rescue Team, the
department requires the acquisition of four (4) NT rescue air bags with accessories, and two (2) rapid stair
cribbing sets to enhance the department's capabilities for the Technical Rescue Team to respond to local and

any other providers.
Accordingly, I am recommending that the requirements for formal competitive sealed bidding be waived, and

New Technology ResQ Bags
The New Technology ResQ Bags provide the answer to the
limitations and drawbacks of conventional high pressure and low
pressure lifting bags. Designed in close co-operation with the
Faculty for Aerospace Engineering of the Delft University of
Technology in the Netherlands and utilizing the latest in Computer
Aided Design and Engineering, the NT-ResQ Bags provide a
radically different approach to pneumatic lifting.

Handling of the NT ResQ Bags
The low weight, in combination with the modular concept and the user-friendly handles, facilities swift
and easy placement at the desired position. The modular feature allows at the scene assembly to
tailor the NT-ResQ Bag to the size and severity of the situation. No excessive weight or oversized
bags need to be carried to the scene. Result- a life saving, faster deployment!

The NT-ResQ Bag combines light weight with versatility (adjustable maximum
height, hard points for safe attachment to other structures), high performance,
very high factor of safety, and longer life span. Extensively tested in both
laboratory and field, the new NT-ResQ Bag already exceeds the high
requirements established for the forthcoming European CEN standards and have
received the TUV certification. Conventional bags have a limited lifting height
which can only be overcome by using larger bags or stacking. This creates a
very dangerous situation with the instability of inflated stacked bags which are
not connected. Because of these limitations, the user is forced to use extensive
blocking, which is time consuming.
Necessary to install blocking on top and bottom, both to provide a lifting platform
and a lifting surface, as point loading is not possible. These problems have been
overcome with the NT-ResQ Bags. Because the bags can be safely connected,
almost any desired lifting height can be accomplished. The bags are fabricated
with integrated hard points, allowing for attachment to each other, to structures,
or to a point load plate. The use of the point load plate allows point loading while
still retaining lifting capacity. Blocking is not neccesary, Cribbing for safety is all
that is needed.

The lifting height of the NT-ResQ Bag range is unsurpassed. With its integrated hard points, a safe
and quick connection of several bags is possible, forming a safe and stable lifting stack. The only
practical limitation to the height of this system is the number of bags available. The bags can be
connected using either open or closed connectors. With an open connector, the stack is inflated via
one bag only,while with a closed connector each bag can be inflated to the desired working pressure

Point loading of conventional bags has led to frequent failure or drastic loss of performance. In
contrast, the integrated hard points in the NT-ResQ Bag allow safe application of point loads. Up to
10 tons can be handled on the integrated hard points, and up to the specified capacity can be

Aircraft lifting with the NT ResQ Bags
For lifting aircraft you can use a single collumn of NT bags with a closed
adaptor. The bottom bags will do the lifting, while the top bag will be
inflated to 7 psi, allowing the bag to mold itself to the skin of the
aircraft.A single column of NT bags along with our platform and ResQ
low pressure bagcan also be used for heavier Ioads.This allows the x
bags to evenly spread the lifting load over the skin of the aircraft. It may

Standard accessories
The NT-ResQ Bag range of standard accessories enables the use of the bags full potential in
different situations.
Operation
The NT-ResQ Bag range utilizes an extra safe quick release connector which can not be
disconnected accidentally. You have to press the release button twice to disconnect a hose. The
first press will release the pressure, and the second press will allow disconnection to the hose. The
hoses are fed by an ergonomically -designed dual controller which is equipped with a dead -man
return safety valve. The controller allows monitoring of the working pressure and controls the
inflation or deflation rate of the connected bag(s). The dual controller can be fed by one or two
bottles which allows continuous operation when one supply is empty and being changed. When
multiple bags are used in a stack, the filling of the bags can take place individually or by inflating all
the bags.Just select the connector modules to suit your needs. Shut off hoses with safety valves
are handy for feeding multiple bags individually.

The Department of Fire -Rescue is seeking to procure,
from Sunshine Fire Equipment, the acquisition of
four (4) NT rescue air bags with accessories, and two
(2) rapid stair cribbing sets manufactured by Res Q
Tek, Inc., to enhance the department's capabilities
for the Technical Rescue Team to respond to local
and national disasters. The desired equipment will
provide the Technical Rescue Team the capability to
i lift heavier objects much greater distances and
significantly enhance our operations in such areas as
excavation accidents, building collapse, railcar roll
over, extrication of large vehicles, and aircraft
accident. The NT rescue airs bags with accessories,
and rapid stair cribbing sets are compatible with the
existing equipment used by the department's
Technical Rescue Team and other disaster teams
throughout Miami -Dade County, and can only be
acquired from this distributor in the state of Florida.
It is recommended that the Department of Fire -
Rescue be authorized to acquire NT Rescue Air Bags
