Re: My potential nomination for membership to the Historic and Environmental Preservation Board
Dear Mr. Teele:
I called Sara Eaton in the above matter as I know her from various historic preservation issues. Enclosed please
find a copy of the submitted Official Nomination Form, a professional profile and testimonials.
I have been a continuous resident of the City of Miami for over eleven (11) years. Many of your efforts to re-
invigorate the City are beginning to come to fruition including increasing our tax base by increasing incentives
to rehabilitate older downtown buildings. I would like to be part of the process. The potential creation of a
National Historic District in Miami, if done right and promoted properly, would be a aw endous benefit to the
City and its citizens. As a member of the Board, I would seek to be a positive force in its creation and
promotion as well as being a supporter of historic preservation in general.
I have a tremendous interest in historic preservation from both an economic point of view and societal point of
view. In addition to representing primarily Miami Beach property owners in obtaining Federal tax credits for
historic restoration, I am a volunteer tour guide for the Miami Design Preservation League and have always
loved history (my college major) and architecture. My firm has also provided literally hundreds of hours at no
cost to the City of Miami Beach on historic preservation issues. Our representation of private property owners
applying for Federal tax credits and our representation of the City of Miami Beach in various matters has never
been a conflict, as we never appear before the City on behalf of anyone.
For example, we have extensive experience working with the State Historic Preservation Office and the National
Park Service in adding properties to the list of eligible buildings for Federal Tax Credits. When the Miami
Beach National Historic District was created in 1978, only structures completed in 1945 or prior were eligible to
be deemed contributory. Because of the 1945 demarcation, many buildings were arbitrarily denied the ability to
obtain approval for the 20% Federal Tax Credit for restoring historic structures. My company, without
compensation, undertook the drafting of the Amendment to the Nomination creating the National District to
extend the period of significance to 1950. These entailed discussions, meetings and negotiations with the State
and the National Park Service, inspecting/researching 143 buildings in the District built from 1945-1950,
drafting the Amendment and insuring its approval. We worked closely with the City's Historic Preservation
Staff and the City's Manager's Office in this endeavor. The result is 130 buildings are now eligible for valuable
Federal Tax Credits and the period of significance has been extended to 1950.
I am available at anytime to further discuss my nomination at this pivotal point in the City's future.
Sincerely,
BATES-APPEL, INC.

RECREATIONALISPORTS PROJECT EXPERIENCE
Homestead Motorsports Complex Grand Prix Experience - This racing facility which featured the
Busch Grand National Finale in November of 1995, and the Grand Prix of Miami in March of 1996,
was a unique design opportunity. The project includes a 1.5 mile quadoval and a 2.2 mile road
course which have been designed to serve a venue of different events. Each corse will provide the
necessary toms, straight-aways and other features deemed necessary to obtain a world-class racing
facility that is both interesting and challenging. The central component of each course is the pit and
paddock area, housing garages, hospitatit)r suites, ancillary buildings, entertainment and concession
areas. As part of Phase I there are 55,000 permanent bleacher seats, a Race Control bower with 20
corporate suites, administrative offices and a press area. Future phases will include industry
garages, corporate condominiums, a main street and racing village entertainment areas. The
construction cost of the first phase of the project was over $58 million. It is also estimated that once
all phases of the project are completed, the Motorsports Complex will represent a $70 million
investment.

REPRESENTATIVE PARK PLANNING AND DESIGN
PROJECTS
Haubver Par* Master Plan, Miami -Dade County, FL
WRT was retained by Miami -Dade County to prepare a Master
Plan for Haulover Park, one of the County's most important
regional parks. Haulover has served for decades as a prime
beach attraction for residents and visitors, as well as offering a
variety of recreation including golf, tennis, boating and fishing.
In recent years the park has suffered from deterioration of some
facilities and a dedine in popularity.
in developing the Master Plan, WRT examined a number of
options for the goff program (including both traditional course
and teaching facilities), beach revitalization and other park
elements. WRT worked closely with County staff, municipal
representatives and other stakeholders, as well as special
consultants the National Golf Foundation, in developing and
evaluating concepts. The Master Plan concept includes a re-
located and expanded, special waterfront par 3 golf course; an
enhanced and diversified beach experience; improved parking
and circulation; an extensive waterfront promenade; an
expanded marina and concession area; a conservation education
facility. and a"great lawn' civic space for community events.

Fairchild Tropical Gardien, Miami, FI_
Partner In Charge- WRT prepared a Master Plan for Fairchild
Tropical Garden, the Miami region's 63 -acre public botanical
garden and a worlo-renowneo collection of palms. cycads, and
other tropical plan, famines. The Master Plan. completed in
1995. was the Garden's first comprehensive evaluation of its
physical plan and facility growth needs in over 30 years. The
Master Pian identified key strategies for meeting the growing
demands of the Garden s programs and operations through
cooperative projects with adjacent Dade County park facilities, as
well as strategic upgrades and expansions of existing Garden
facilities. The blaster pian also carefully preserved and restored
significant features and concepts of the original 1938 Garden
plans, prepared by the pioneering Florida landscape architect and
Olmsted associate William Lyman Phillips.
In conjunction with the Master Plan. WRT also designed specific
"early action` improvements to help re -invigorate the Garden in
the aftermath of hurricane Andrew. These included a renovation
of the Garden's front parking area and entrance, a restoration of
the "Phillips Gate" and original entrance Allee, and a restoration
plan for the Flowering Tree Section.
Volunteer Park 6 Equestrian Center, Plantation, A
Principal in Charge. WRT has been retained by the City of
Plantation to prepare design and construction documents for the
46 million development and expansion of Volunteer Park. This
unique project will combine a multi -use, open -space community
park - adjacent to an existing Community Center -- with

renovated and expanded as part of the project, providing a
venue for Class 'A" Norse Shows as well as a wide variety of
special equestrian uses.
Greynolds Park Swimming Nolo, Dade County, Florida.
Partner in Charge: WRT provided conceptual design and
feasibility studies for the reintroduction of a "Swimming Hole' in
Dade's historic Greynolds Park. Due to the deterioration of water
ouality and related issues, swimming was no longer allowed in
the original lagoon. WRT evaluated a number of options for
treated water containment and aftemative technologies and
evaluated the permitting and environmental implications of each.
VVPT s two recommended options for the reintroduction of
swimming in GreMoids Park, included: the preferred option of
utilizing ozone water treatment to remae treat and return
water to the north end of the lagoon creating a bubble of dean
water without harming the existing aquatic flora and fauna; and
a second option proposing a sand vottomed upland "Swimming

Re: Historic and Environmental Preservation Board
Dear Commissioner Gonzalez:
Enclosed is myomination form and resume for your consideration in the
appointment of a board member for the City of Miami's Historic and
Environmental Preservation Board. I am currently a member of the
"HEP" board I would like to continue serving as member under your
appointment.
The City of Miami's Preservation board consists of strong candidates with
backgrounds in architecture, history, law, and preservation. I was the first
candidate to be appointed to the board with a background in archaeology.
This background experience has helped the board strengthen its position
when dealing with matters concerning archaeological and prehistoric sites
in the City. I believe it will also help in dealing with important issues the
City will face with pending developments in Downtown Miami located
near known archaeological sites.
Thank you for your consideration. Please call if you have any questions I
did not address.
Sincerely,,
Jorge Zamanillo
