A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING AN INDIVIDUAL AS A MEMBER OF THE
CITY OF MIAMI CHARTER REVIEW AND REFORM
COMMITTEE FOR A TERM AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individual is hereby appointed as
a non-voting technical advisor member of the City of Miami
Charter Review and Reform Committee, to serve a term expiring May
22, 2004, at which time said committee's term may be extended by
the City Commission, if necessary:

The Charter Review and Reform Committee was created to: (1) review the Charter of the City
of Miami, and any Charter proposals forwarded by the Mayor and each member of the City
Commission and previous Charter Review Committees; (2) serve in an advisory capacity to the
Commission and recommend in writing any amendments necessary to reform and update said
Charter, providing, however, that any member of the Charter Review Committee will be permitted
to provide an alternative recommendation regarding any specific Charter change proposal; (3) hold
public hearings to receive public input no less than two times during its existence; and (4) issue a
final report.
This is a new committee established by Resolution 03-516 on May 22, 2003. Each member shall
have an interest in, or experience relating to, the City Charter, City Code, governmental procedures
and process. Fifty percent (50%) of regular members shall be residents and electors of the
City of Miami. The Chairman of the Commission, Johnny Winton, is. designated as Chairperson
of the Committee. The following appointment is needed for a regular member:
Commissioner Gonzalez has one nomination for a regular member (current vacancy).
The following appointment is needed for a technical advisor, who shall not vote, but shall be
required to attend meetings, and shall be either attorneys or individuals with legal or other
relevant academic training:
o The City Administrator appoints one technical advisor.
For your convenience, we have included a copy of the current membership of the committee. By
copy of this memorandum, we are requesting that the Agenda Office place this issue on the July
17, 2003 agenda.
