A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER
AN ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING
PROCEDURES AND AUTHORIZING THE PROCUREMENT OF
PARATECH RESCUE ACME THREAD STRUTS AND
ACCESSORIES, FROM TEAM EQUIPMENT, INC., THE
SOLE SOURCE PROVIDER, FOR THE DEPARTMENT OF
FIRE -RESCUE, FOR A TOTAL CONTRACT AMOUNT NOT
TO EXCEED $36,014.50; ALLOCATING FUNDS FROM
THE DEPARTMENT OF FIRE -RESCUE HOMELAND
DEFENSE PREPAREDNESS BOND PROGRAM PROJECT

WHEREAS, the Department of Fire -Rescue ("Fire -Rescue")
requires the purchase of Paratech Rescue Acme Thread Struts and
accessories which are compatible with the existing equipment used
by Fire -Rescue's Urban Search and Rescue Team; and
WHEREAS, this equipment is used in excavation collapses
(trenches, structural, elevator support, tripod systems),
stabilizing crashed vehicles and enforcing structures weakened by
fire and disaster occurrences; and

WHEREAS, Fire -Rescue must be ready at a moments notice to
respond to terrorist attacks and major disasters and to assist in
recovery efforts; and
WHEREAS, in cases of emergency deployment, it is critical
that all new equipment purchased be compatible with equipment
used by Fire -Rescue's Technical Rescue Team and other federal,
state and local agencies; and
WHEREAS, it is imperative that the Technical Rescue Team is
fully equipped, and personnel have the proper gear to
successfully participate safely in a deployment; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Team Equipment, Inc., is the sole source provider of
required rescue equipment; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and
WHEREAS, the City Manager and the Chief of Fire -Rescue
recommend that the requirements for competitive formal sealed
bidding procedures be waived and the procurement of the above
service as specified be approved;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths) affirmative vote,
after an advertised public hearing, the City Manager's finding of
sole source is ratified, approved and confirmed, the requirements
for competitive sealed bidding procedures are waived and the
purchase of Paratech Rescue Acme Thread Struts and accessories
from Team Equipment, Inc., the sole source provider, for the
Department of Fire -Rescue is approved, for a total contract
amount not to exceed $36,014.50, with funds allocated from the
Department of Fire -Rescue Homeland Defense Preparedness Bond
Program Project No. 313305, Account Code No. 289307.6.840.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'
�i If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's finding of sole source, waiving the requirements
for competitive sealed bids and authorizing the procurement of Paratech Rescue Acme Thread
Struts and accessories from Team Equipment, Inc., a Non-Minority/Non-Local vendor, located at
6620 Orchid Lake Road, New Port Richey, FL 34653, the sole source provider, at a total cost
not to exceed $36,014.50, for the Department of Fire -Rescue. Funding will be from the Fire -
Rescue Homeland Defense Preparedness Bond Program Project No. 313305, Account Code No.
289307.6.840.
BACKGROUND
The Department of Fire -Rescue has a need for Paratech Rescue Acme Thread and Struts and
accessories. This equipment is compatible with the existing equipment used by the department's
Urban Search and Rescue Team.
Since the September 11, 2001 terrorist attack against the World Trade Center and the Pentagon,
the United States Federal Government created the Department of Homeland Security (DHS) as a
way to oversee and coordinate security functions previously performed by dozens of different
federal agencies, state and local governments, first responders, and law enforcement entities to
ensure the security of the United States. In event of a terrorist attack, natural disaster or other
large-scale emergency, it is imperative that the emergency response personnel and all other
government agencies are RXgggMLfbr any situation and are Lea& at a moments notice to respond
to any large-scale crisis and for assisting in recovery efforts.
Currently, the Department of Fire -Rescue has a Technical Rescue Team that consists of forty-
five (45) members that requires proper gear necessary for trench rescue operations. Presently, the
Technical Rescue Team has sufficient equipment for confined space and rope rescue; however,
we are lacking the required equipment crucial for trench rescue operations. Therefore, it is vital
that the Technical Rescue Team is fully equipped, and personnel have the proper equipment to
successfully participate safely in a deployment. Should a situation requiring a trench rescue
occur, the lack of equipment could place our firefighters and citizens in a dangerous situation.

Since both the Department of Fire -Rescue's Urban Search and Rescue Team and Miami -Dade
County's Urban Search and Rescue Team are currently utilizing Paratech products and
specifically Paratech Rescue Acme Thread Struts and accessories, it is therefore, practicable and
advantageous for the City of Miami at this time, to continue to purchase Paratech products. In
addition, the Federal Government has conducted extension testing that has proven that Paratech
products are superior and reliable.
As the Chief Procurement Officer has deemed the acquisition of Paratech Rescue Acme Thread
Struts and accessories by Team Equipment, Inc., as sole source; it is therefore recommended at
this time that the City Commission ratify the Chief Administrator's finding of sole source and
authorize the acquisition for said proposed rescue equipment.

Local vendor, located at 6620 Orchid Lake Road, New Port Richey, Fla. 34653 is the sole source provider of
Paratech Rescue Acme Thread Struts and accessories, for the Department of Fire -Rescue.
The Department of Fire -Rescue has a need for additional Paratech Rescue Acme Thread Struts and
accessories. The Urban Search and Rescue Team is currently utilizing Paratech equipment, and more of the

Accordingly, I am recommending that the requirements for formal competitive sealed bidding be waived,
and these findings be approved: Team Equipment, Inc., a Non-Minority/Non-Local vendor, located at 6620
Orchid Lake Road, New Port Richey, Fl. 34653 is the sole source provider of Paratech Rescue Acme Thread

This memorandum serves to request that you approve a finding that Team Equipment, Inc.,
located at 6620 Orchid Lake Road, New Port Richey, FL 34653, is the sole source provider of
Paratech Acme Thread Struts and accessories which is entirely compatible with current Paratech
equipment currently used by the Department of Fire -Rescue and other governmental agencies
throughout Miami -Dade County.
In response to the September 2001 terrorist attack against the World Trade Center and the
Pentagon, the United States Federal Government created the Department of Homeland Security
(DHS) as a way to oversee and coordinate security functions previously performed by dozens of
different government agencies.
Responding to new threats of international terrorism, on November 13, 2001, the citizens of the
City of Miami approved the issuance of $255 million in Homeland Defense/Neighborhood
Improvement Bonds. As a result, on October 22, 2002, the Homeland Defense
Neighborhood/Improvement Bond Oversight Board approved Capital Improvement Project No.
313305, entitled "Fire -Rescue Homeland Defense Preparedness Initiatives", for a total amount of
$1,500,000.
Since the start of the war in Iraq, President George W. Bush alerted the United States that the
Homeland Security Advisory System has been raised to level orange "High Risk of Terrorist
Attacks." Many major government agencies are part of the DHS, which primary function is to
protect the country's ports and waterways. In addition, the agencies must be ready at a moments
notice to respond to terrorist attacks and major disasters and for assisting in recovery efforts.
Currently, the Fire -Rescue Department Technical Rescue Team has sufficient equipment for
confined space and rope rescue; however, we are lacking the required equipment essential for
trench rescue operations.
It is imperative that the Technical Rescue Team is fully equipped, and personnel have the proper
gear to successfully participate safely in a deployment. Should a situation requiring a trench
rescue occur, the lack of equipment could place our firefighters and citizens in a dangerous
situation.

TYPE OF PURCHASE: Single Purchase
REASON: The Department of Fire -Rescue is seeking to procure,
from Team Equipment, Inc., Paratech Rescue
Acme Thread Struts and Accessories. According to
the Department, its Technical Rescue Team has
sufficient equipment for confined space and rope
rescue; however, they are lacking the required
equipment crucial for trench rescue operations. The
sole source distributor for the Paratech- product line
in Florida is Team Equipment, Inc. According to
Paratech, the Paratech products cannot be acquired
from any other provider but Team Equipment, Inc.
as they are the only authorized trade-in and warranty
evaluation center in Florida and several other states.
RECOMMENDATION: It is recommended that the Department of Fire -
Rescue be authorized to acquire Paratech Rescue
Acme Thread Struts and Accessories from Team
Equipment, Inc., as a sole source provider, in an
amount not to exceed $36,014.50, with funding
