A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE ALLOCATION OF EMERGENCY
SHELTER GRANT FUNDS FOR FISCAL YEAR
2003-2004, IN THE AMOUNT OF $426,800, TO THE
CITY OF MIAMI HOMELESS PROGRAM AND $13,200
TO THE DEPARTMENT OF COMMUNITY DEVELOPMENT
FOR THE ADMINISTRATION OF GRANT -RELATED
ACTIVITIES, IN A TOTAL AMOUNT NOT TO EXCEED
$440,000; DIRECTING THE CITY MANAGER TO
SUBMIT A MULTI-YEAR WAIVER REQUEST TO THE
UNITED STATES DEPARTMENT OF HOUSING AND
URBAN DEVELOPMENT TO INCREASE THE PERCENTAGE
OF EMERGENCY SHELTER GRANT FUNDS TO BE USED
FOR DIRECT SERVICES.
WHEREAS, the City of Miami ("City") has received
notification from the United States Department of Housing and
Urban Development ("HUD") that the Emergency Shelter Grant
("ESG") entitlement will be approximately $440,000 for Program
Year October 1, 2003 through September 30, 2004; and
WHEREAS, historically, the City Commission has allocated
its ESG funds to support the operation of the City's Homeless
Program, which provides outreach and referral services to the
homeless; and

WHEREAS, the guidelines of the ESG Program limit the amount
of funds that can be dedicated for direct services to 30% of the
entitlement grant allocation; and
WHEREAS, the local sales tax dedicated to
homeless programs meets the needs for shelter care but support
services to complement shelter care is needed to provide the
continuum of care strategy in South Florida; and
WHEREAS, in the Program Year beginning October 1, 2001, HUD
granted the City an increase in the 30% direct services cap; and
WHEREAS, the City face a similar situation in the next
Program Year beginning October 1, 2003, and will again need to
request a waiver from HUD to enable the City's Homeless Program
to operate as an outreach and referral program; and
WHEREAS, federal regulations authorize three percent (3%)
of the grant to be utilized for administrative costs to manage
grant related activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The allocation of Emergency Shelter Grant
funds for Program Year 2003-2004, in a total amount not to
exceed $440,000, is authorized as follows:

was passed and adopted. If the Mayor vetoes this Resolution, it

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
allocating $440,000 of Fiscal Year 2003-2004 Emergency Shelter Grant (ESG) funds by
specifically allocating $426,800 to the City of Miami Homeless Program and $13,200 to the
Department of Community Development for the administration of grant related activities; and
further directing the City Manager to submit a waiver request to the U.S. Department of Housing
and Urban Development to increase the percentage of Emergency Shelter Grant funds that can be
used for direct services.
BACKGROUND:
The City of Miami has received notification from the U.S. Department of Housing and Urban
Development (U.S. HUD) that the Emergency Shelter Grant (ESG) entitlement for the Program
Year beginning October 1, 2003 and ending September 30, 2004 will be $440,000.
Historically, the City Commission has allocated its non -administrative ESG funds to support the
operation of the City of Miami Homeless Program, which provides outreach and referral services
to the chronic homeless. It is recommended that the $426,800 of ESG funds available for
distribution be allocated to eligible grant activities provided by the City of Miami Homeless
Program.
In addition, federal regulations authorize 3% of the grant to be utilized for administrative costs to
manage grant related activities. The Administration's recommendation includes the allocation of
$13,200 to the Department of Community Development for this purpose.
The program guidelines of the Emergency Shelter Grant Program limit the amount of funds that
can be directed for direct services to 30% of the entitlement grant allocation. However, as a
result of the local sales tax dedicated to homeless programs, the need for shelter care is met
through this source and the need in South Florida is to provide support services to complement
services needed through the continuum of care strategy.
The City of Miami will face a similar situation in the next Program Year beginning October 1,
2003 and there will be a need again to request the U.S. HUD waiver to enable the City of Miami
Homeless Program to operate as an outreach and referral program to the chronic homeless.

Therefore, in recognition that there wil be an on-going need to target available homeless funds to
provide direct services, it is further recommended that the City Manager be directed to submit a
multi-year waiver letter to U.S. HUD to increase the 30% direct services cap.
