A RESOLUTION OF THE MIAMI CITY COMMISSION
DIRECTING THE CITY MANAGER TO TAKE ALL STEPS
NECESSARY TO SECURE A WAIVER OF APPLICABLE
COMMUNITY DEVELOPMENT BLOCK GRANT
REGULATIONS TO CHANGE THE MAXIMUM PERCENTAGE
FOR FUNDS ALLOTTED TO THE CITY OF MIAMI FOR
PUBLIC AND SOCIAL SERVICES PROGRAMS, FROM
15% TO 25%; FURTHER, URGING ALL OF THE
CITY'S FEDERAL REPRESENTATIVES, BOTH ELECTED
AND ADMINISTRATIVE, TO ASSIST THE CITY IN
OBTAINING SAID WAIVER AND ENCOURAGE THE
PROGRAM ADMINISTRATORS TO GRANT SUCH WAIVER
FOR THOSE CITIES THAT REACH A CERTAIN
POVERTY LEVEL UNTIL THE NEXT CENSUS
DEMOGRAPHICS ARE DETERMINED, AND A REALISTIC
FUNDING LEVEL IS ESTABLISHED AS A RESULT OF
THE NEXT OFFICIAL CENSUS CALCULATIONS;
DIRECTING THE TRANSMITTAL OF THIS RESOLUTION
TO THE HEREIN DESIGNATED OFFICIALS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is directed to take all
steps necessary to secure a waiver of applicable Community
Development Block Grant regulations to change the maximum
percentage for funds allotted to the City of Miami for public

and social services programs from fifteen to twenty-five percent
(15% to 25%).
Section 2. All of the City's federal representatives,
both elected and administrative, are urged to assist the City in
obtaining said waiver and encourage the Program Administrators
to grant such waiver for those cities that reach a certain
poverty level, until the next census demographics are
determined, and a realistic funding level is established for the
City of Miami as a result of the next official census
calculations.
Section 3. The City Manager is directed to instruct the
Director of Community Development to transmit a copy of this
Resolution to President George W. Bush, Vice -President
Richard B. Cheney, Speaker the House J. Dennis Hastert, Senators
Bill Nelson and Bob Graham, all the members of the United States
House of Representatives for Miami -Dade County, and the
Department of Housing and Urban Development.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1

1� If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.
