BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The bid of WIS'S Engineering for the project
entitled "LITTLE HAVANA STREET & SIDEWALK IMPROVEMENT PROJECT,
B-4657" is accepted, in the proposed amount of $33,794 for
contract costs plus $7,706 for expenses incurred by the City,
for a total estimated project cost of $41,500 as set forth in
the Tabulation of Bids and the Department of Capital
Improvements Fact Sheet, attached and incorporated, with funds
allocated from Capital Improvement Project No. 341324.

It is respectfully recommended that the City Commission adopt the attached Resolution accepting the bid of WIS'S
ENGINEERING, a Black -minority, local corporation, whose president is WISCONSIN McLACHLAN; located at 178 N.W. 54
Street, Miami, Florida 33127, for the project entitled "LITTLE HAVANA STREET & SIDEWALK IMPROVEMENT
PROJECT, B-4657 (Second Bidding)", received on January 7, 2003 in the revised amount of $ 33, 794, Total Bid;
authorizing the City Manager to enter into a contract on behalf of the City.
JUSTIFICATION: Asphalt pavement reconstruction of various streets; curb & gutter replacement; sidewalk replacement and
new sidewalk construction.
BACKGROUND: On January 7, 2003 the Department of Capital Improvements received and publicly opened and read
sealed bids for the above referenced project. In accordance with the "Instructions to Bidders" contained in the bid
specifications, Metro Express, Inc. submitted the lowest responsible and responsive bid for the price of $33, 794 for the Total
Bid. However section 18-52(h) of the City Code, as amended, states that the City Commission may offer to a responsible and
responsive local bidder whose primary office is located in the City of Miami, the opportunity of accepting a contract at the low
bid amountif the original bid amount submitted by the local vendor does not exceed 110 percent of the lowest other
responsible and responsive bidder. Wis's Engineering, a Black -minority local corporation has accepted and offers to reduce
their bid to the low bid amount.

Discussion: The Department of Capital Improvements has evaluated the bids received on January 7, 2003, and
determined that the lowest responsible and responsive bid, in the revised amount of $ 33, 794 is from WIS'S
ENGINEERING, a Black - minority local controlled corporation. Funds are available to cover the contract cost, and for
such incidental items as postage, blueprinting, advertising, reproduction costs, testing, etc.

awarded for the Total Bid. In accordance with the "Instructions to Bidders" contained in the bid specifications,
Metro Express, Inc., submitted the lowest responsible and responsive bid for the bid price of S 33, 794 for the
Total Bid. However, Section 18-52(h) of the City Code, as amended states that the City Commission may offer
to a responsible and responsive local bidder, whose primary office is located in the City of Miami, the

Wis's Engineering, submitted the second lowest responsible and responsive bid and as a local vendor meets the
above requirements, and have accepted the bid at the low bidder's total bid price of S 33, 794, subject to the
City Commission approval.

It is respectfully recommended that the City Commission adopt the attached Resolution accepting the
bid of Prestige Elevator, Ina, a Hispanic/Non-Local vendor, with offices located at 610 NW 206
Ave., Pembroke Pines, Florida 33029, for the purchase of elevator maintenance services - citywide, on
an as needed contract basis for two (2) years, with the option to renew for two (2) additional one (1)
year periods at an estimated annual amount of $33,720.00, subject to increases due to the addition of
new facilities as needed, and as allowed by conditions of the bid, to be utilized citywide on an as
needed contract basis. Allocating funds therefore from the General Operating Budgets of the various
departments and agencies, authorizing said purchases, as needed, subject to availability of funds
BACKGROUND
The Department of Purchasing has analyzed the bids received on March 3, 2003. Pursuant to Bid No.
02-03-085, twenty-one (2 1) Invitation for Bids were mailed and four (4) responses were received.
Prestige Elevator, Inc, submitted the lowest responsive and responsible bid and is, therefore,
recommended for the award.
