WHEREAS, the Department of Municipal Services wishes to use the Scavenger 2000 Depollution Vessel for surface cleaning of the City's waterfront, including the Miami River, navigable canals, and Biscayne Bay; and RESCINDED REVEALED n fali??;TD'ED BY: (J ;C319f CONMOOON MEEnNG OF, MAY 2 2 M93 Resolution No. 03- 593 WHEREAS, the Scavenger 2000 Depollution Vessel has the capability of treating the water, in addition to debris removal and oil sheen recuperation, as it uses a decontamination and oxygenating process that consists of deep injection of pure oxygen into the waterways; and WHEREAS, the Scavenger 2000 Depollution Boat can only be acquired from Water Management Technologies, the sole source provider, as the vessel has proprietary technology with a patent pending due to its uniqueness; and WHEREAS, the Chief Procurement Officer has adopted a finding that Water Management Technologies is the only provider of the Scavenger 2000 Depollution Vessel to provide this unique and valuable service; and WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the Acting Municipal Services Director recommend that the requirements for competitive formal sealed bids be waived and the procurement of the above service as specified be approved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Page 2 of 4 s)3— 593 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (4/5ths) affirmative vote, after a duly advertised public hearing, the City Manager's finding of sole source is ratified, approved and confirmed, the requirements for competitive sealed bidding procedures are waived, and the use of the Scavenger 2000 Depollution Vessel is approved for the Department of Municipal Services for surface cleaning of the City's waterfront utilizing a unique proprietary process from Water Management Technologies, the sole source provider, for a total amount not to exceed $200,000, with funds allocated in amounts not to exceed (1) $50,000 from the Public Works Operations Budget Account No. 001000.311002.6.670, (2) $50,000 from General Fund - Non Departmental Account No. 001000.921002.6.930, (3) $75,000 as in-kind contributions from the Florida Export Finance Corporation, and (4) $25,000 from the Miami River Commission. Section 3. This vessel is a surface trash collector and uses a decontamination and oxygenation process that is proven to be beneficial to all navigable waterways encountered by deep injection of pure oxygen. This vessel will be used to clean and decontaminate the Miami River, Biscayne Bay, and all navigable tributaries and canals, and has the capability of treating the water, in addition to debris removal and oil sheen recuperation. The purpose of treating the water that enters through the bow of the vessel (approximately 36,487 liters per minute that can be injected into the water to a depth of 30') is to reduce or eliminate bacteria & viruses and to improve the clarity of the water. In addition it will oxidize inorganics, iron, etc. while removing odors such as sulfur, nitrogen, and organic odors. It is also effective in algae control, it directly kills algae and algae food source. Generally, the activities of humans add significant amounts of nutrients in the form of nitrogen, phosphorus and hydrocar- bons to the public waterways, channels, ports and marinas. Numerous forms of life teem OXYGENATION The Scavenger 2000 aeration system is very effective. This promotes the reoxy- genation after treatment and revitalization of the water in which the boat is operating. The system can reach depths of up to 30 ft. this function is accomplished by using the rear deflector and the thrust of the turbine. there including harmful fungi, viruses and insects. This situation can be remedied by proper water exchange. The most advanced and efficient oxidation of the nutrients in the water is accomplished with the Scavenger 2000 and it's Oxy -Plus system. We have available on request, water analysis reports of efficiency testing of this sys- tem done in Ft. Lauderdale Fl. under the supervision of Spectrum Laboratories. A microscopic analysis by Dr. Andrew Rogerson of Nova Southeastern University Oceanographic Center was performed. The results indicated the treatment system on board our vessel is quite effective for treatment of contaminated surface waters. Maximum hourly injection reaches up to 150 cubic meters of air, enriching the water mass with 30,000 liters of oxygen.
