It has been opined by Maria Chiaro, Assistant City Attorney, that the motion 02-223, passed by the Miami City Commission on March 7, 2002, and motion 02-158, passed by the Miami City Commission on February 14, 2002, do not carry the force and effect of law nor do these motions substitute the requirements of the Procurement Code. Therefore it has been determined to be necessary to request the City Manager to issue -'a finding of an emergency for the procurement of these services.
