A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 THS )
AFFIRMATIVE VOTE, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S FINDINGS OF AN
EMERGENCY(S), WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDDING PROCEDURES AS
DESCRIBED ON THE EXHIBITS) ATTACHED AND
INCORPORATED; ALLOCATING FUNDS FROM THE
BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. By a four-fifths (4/5th') affirmative vote,
the City Manager's findings of an emergency(s), waiving the
requirements for competitive sealed bidding procedures as
described on the exhibit(s) attached are ratified, approved and
confirmed, with funds allocated from the budgets of various user
department accounts.

effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

This memorandum is to request yogi authorization for emergency repairs and replacement of the
existing roofs and the replacemed of the air conditioning system at the CORAL WAY NET
OFFICE, located at 1300 SW 116 Avenue.
Public Works Department Staff Inspected the roof of the Coral Way Net Office Building on July
2001 and found significant leaks destroying the inside of the building and inhibiting the staff
from working. At that time it was estimated that the cost would not exceed S 34,000.00 and an
authorization was requested and obtained from you to fund this project. The bid response
obtained was minimal and certainly exceeded the available budget. Therefore, we are requesting
an increase to $ 40,000.00 which is the new estimate given by Public Works.
In addition, on November 5'h, 2001 the air conditioning broke and the `GSA A/C technician
indicated that the system couldn't be repair at a reasonable cost. They estimated that the cost of
replacing the air conditioning unit to a bigger capacity, the installation of new conduits and to
move the A/C unit from the roof were presently is installed to a ground housing would cost
approximately S 20,000.
Funding of these projects will be made through CIP account # 311061.259401.6.830
Improvements Other Than Buildings.
Subject to your approval Public Works and GSA will manage these projects to completion.
This finding of EMERGENCY will be placed on the next available Commission agenda for
ratification and approval by the City Commission.

Lot Clearing Services in the Model
City Homeownership Zone

It is requested that you authorize the Department of Community Development to contract with
Weed Away, Inc. and C & W Lawn Care; Inc., to provide lot clearing services to vacant parcels
of land in the Model City Homeownership Zone. The first phase of the Model City
Homeownership Pilot Project includes an aggressive pursuit of land assembly for future
development, beginning with the purchase of vacant properties in the impacted neighborhood
As the City moves forward with this project, it is critical that the properties being acquired are
properly maintained to minimize any negative impact on the neighborhood prior to and during
the development process. This will include the maintenance of in excess of 200 parcels. With
the recent rains, neighborhood residents have expressed their displeasure over the overgrown lots
in the area for which the City is responsible. These overgrown lots create a nitural environment
that contributes the infestation of rodents and an increase of snakes in the area.
In an effort to minimize this negative impact, it is requested that you authorize an increase to the
contract of two existing vendors, Weed Away, Inc., by $30,000, and C & W Lawn Care Inc. by
$30,000, to provide lot clearing services specifically in the Model City Homeownership Zone.
These minority vendors have performed well through their existing contracts and have been
identified as vendors that are sensitive to the issues facing the residents of the Model City
neighborhood, including the recruitment of area residents to provide the contracted services.
Grant Funds have been previously approved by the City Commission specifically to support the
Model City Homeownership Pilot Project and are available for this purpose.

aforementioned vendors for the provision of lot clearing services on an interim basis on these
lots while formal bids were solicited to meet this need on a lonL" term basis.
Unfortunately, it has been determined that the bids submitted thruu�h the solicitation process
",crc non-responsive and eventually rejected. thereby_ necessitating the opening of a new bid
.elicitation. It is anticipated that this process will he completed prior to the rainy season, when
there is a more frequent need for lot clearing services.
As the City moves forward with this project, then: is still a critical need to ensure that the
properties being acquired are properly maintained to minimize any negative impact on the
neighborhood prior to and during the development process. The original $60,000 authorization
for lot clearing services has been depleted.
In an effort to minimize ' e impact on the neighborhood. it is requested that you
authorize an increase $100,000�o extend the purchase order for lot clearing services
specifically in the Model r omeownership Zone to the existing vendors, Weed Away, Inc.
and C & W Lawn Maintenance. These minority vendors have performed well through existing
contracts and have been sensitive to the issues facing the residents of the Model City
neighborhood, including the recruitment of area residents to provide the contracted services.
Grant Furft have been previously approved by the City Commission specifically to support the
