BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5th') affirmative vote, the City Manager's findings of an emergency(s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. ENCLOSURES: .�l�t/i � The purpose of this memorandum is to request authorization to proceed on an emergency basis to obtain informal bids for the following needed renovations at Simpson Park: roof repairs (including the installation of Mated interior lighting fixtures) and handicapped accessibility entry improvements to the park building. The finding of an emergency for the roof is based on a recent inspection by Public Works Department Structural Engineer Juan Ordonez that revealed that approximately thirty- three (33) joists of the roof frame were in such rotting condition that they presented a safety hazard to those who utilize the park. Since the roof work will also entail replacing the existing ceiling, it would be cost efficient to replace the interior lighting at the same time. This will also ensure that the building has the appropriate indoor li&ing. It is also essential to proceed on an emergency basis to complete handicapped accessibility entry improvements into the park building. This has been a source of complaints and will provide access to the building to our disabled citizens. Funding in the amount not to exceed $191,815 is available from CIP Project No. 331346 for these improvements. In accordance with the recently enacted procurement ordinance, items requiring City Commission ratification will be placed on the next available agenda as soon as possible after the work is completed. Gimenez City Manager =qa+ : AL Ruder, Director Department of Parks and Recreation DAM: J4; 11)t2dh Ali 6* 01 FILE: sus,Ecr : Kirk Munroe Tennis Building Emergency Increase in Contract REFERENCES: The Kirk Munroe Tennis Center is an approximate $263,515 project of the Safe NeigI I arbood Parks Bond consisting of the replacement of two (2) single rmwins and office and the construction of a new tennis center building with offices and ADA compliant restrooms. The project was bid by the Public Works Depart<ncnt and a contract for $263,515 was awarded to August Cons=ction, Inc. Unfortunately, after the contract was awarded and approved, the Miami -Dade Water and Sewer Department (WASD) ruled that the project would require a water main extension even though the City's Fire Department approved the required water flow tests. The water main extension, not originally contemplated, will cost $40,000 and must be installed as part of the project. Accordingly, we are requesting your authorization to increase the existing contract with August Construction, Inc. in the amount of $40,000. Funds are available from Coconut Grove Parks Impact Fees No. 331372 to complete the installation of the water main extension. Both the Parks and Recreation and the Public Works Departments are requesting your approval to authorize the contractor to proceed with the additional work on an "EMERGENCY" basis.
