A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 THS )
AFFIRMATIVE VOTE, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S FINDINGS OF AN
EMERGENCY(S), WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDDING PROCEDURES AS
DESCRIBED ON THE EXHIBITS) ATTACHED AND
INCORPORATED; ALLOCATING FUNDS FROM THE
BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. By a four-fifths (4/5ths) affirmative vote,
the City Manager's findings of an emergency(s), waiving the
requirements for competitive sealed bidding procedures as
described on the exhibit(s) attached are ratified, approved and
confirmed, with funds allocated from the budgets of various user
department accounts.

Emergency Finding for
Renovation of Historic
Structures at Lummus Park
This memorandum serves to request your authorization to proceed with informal bidding to
award to the lowest responsible bidder a contract to repair and renovate two historic structures,
the Wagner Homestead -House and the Fort Dallas Barracks, located in Lummus Park. The
construction cost is estimated to be approximately 5250,000. Funding for this emergency is
appropriated in two accounts. There is S 150,000 available from a Florida Historical Resource
Grant, in Special Revenue Account No. 110103 and another $1,00,000 is available from Safe
Neighborhood Park Bond Funds in Capital Project No. 322066 for the Lummus Park Historical
Village.
The finding of emergency is based on the need to implement the reroofing and structural repairs
as soon as possible in c;d:r to p::.. z.-.* a :urdiur dcterioration and decay of the two buildings as
well as to assure that this work will be completed prior to hurricane season. Additionally, the
City is under pressure from the State of Florida, Division of Historic Resources to encumber these
grant funds prior to June 30, 2002. We need your authorization to proceed with immediate
repairs through an informal bidding process. This item will be placed on the next available
commission agenda for ratification as soon as possible after the work is completed.

The Department of Parks and Recreation respectfully requests your approval, on an
emergency basis, to proceed with the purchase and installation of new steel picket
fencing at Antonio Maceo Park ($50,515), Roberto Clemente Park ($100,000), and
Morningside Park ($120,000). It is essential to complete the installation of the proposed
steel picket fences to replace existing chain Iink fencing at these three (3) parks as this
improvement has been identified by area residents as a top priority to better secure our
park facilities and make park users feel safer. The existing chain link fences at these
parks are old and, in many cases, rusty and in disrepair.
The Department of Parks and Recreation has received quotes from three (3) vendors for
this work. The lowest responsible and responsive bidder is Professional Welding, Inc., a
locally based vendor. The Department of Management and Budget has verified that Safe
Neighborhood Park funds are available for these projects in the Capital Improvement
Account for the amounts Iisted below:
