A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 THS)
AFFIRMATIVE VOTE, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S FINDINGS OF AN
EMERGENCY(S), WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDDING PROCEDURES AS
DESCRIBED ON THE EXHIBITS) ATTACHED AND
INCORPORATED; ALLOCATING FUNDS FROM THE
BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. By a four-fifths (4/5th,) affirmative vote,
the City Manager's findings of an emergency(s), waiving the
requirements for competitive sealed bidding procedures as
described on the exhibit(s) attached are ratified, approved and
confirmed, with funds allocated from the budgets of various user
department accounts.

If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

The Department of Parks and Recreation respectfully requests your approval, on an
emergency basis, to proceed with the purchase and installation of new steel picket
fencing at Antonio Maceo Park ($50,515), Roberto Clemente Park ($100,000), and
Morningside Park ($120,000). It is essential to complete the installation of the proposed
steel picket fences to replace existing chain link fencing at these three (3) parks as this
improvement has been identified by area residents as a top priority to better secure our
park facilities and make park users feel safer. The existing chain link fences at these
parks are old and, in many cases, rusty and in disrepair.
The Department of Parks and Recreation has received quotes from three (3) vendors for
this work. The lowest responsible and responsive bidder is Professional Welding, Inc., a
locally based vendor. The Department of Management and Budget has yerified that Safe
Neighborhood Park funds are available for these projects in the Capital Improvement
Account for the amounts listed below:

Emergency Repairs

The Department of Parks and Recreation respectfully request your approval to initiate
emergency purchases for the restoraton of the athletic football fields at Gibson and
Curtis Parks. We have experienced frequent breakdowns of the irrigation systems at
both of these facilities and a recent inspection revealed the need to resod them as
soon as possible. Due to the scheduling of activities at these fields we have been
unable to perform this work at an earlier time. finless we initiate this emergency action,
the work will not be done by the upcoming football season. Gibson Park is used as the
home field for the Overtown Optimist Club and Curtis Park is the home field for both
Miami Senior High School and Booker T. Washington Senior High School. We have
contacted five (5) companies, of which only three (3) responded. The following table
summarizes the information for each park facility:
