BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5th,) affirmative vote, the City Manager's findings of an emergency(s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. Emergency Roof Repair West End Park -� REFERENCES: Purchase O er No. 219235 3 1 ENCLiDSURS-3. On May 21, 2001, you authorized the Department of Parks and Recreation to proceed on an emergency basis with informal bidding to award a contract to the lowest responsible bidder to repaidreplace the tile roof at West End Park. At that time, 54,000.00 was identified as a contingency in the event additional funds were needed to replace damaged wood that could not be seen until the original roof was removed. The contract was subsequently awarded to FZ Roofing Contractors of Miami with its bid of $52,900.00, and Purchase Order No. 219235 was established on May 30, 2001. Funding was identified from Community Development Block Grant funds. It should be noted the 54,000.00 contingency funds were not included in Purchase Order No. 219235. Between May 30 and June 14, 2001, FZ Roofing Contractors of Miami began work on the project. They discovered extensive termite -infested and water -damaged wood in need of replacement. The total cost of replacing the 4" x 8" tongue -in -groove plywood and insulation exceeded the original $4,000.00 contingency fund by $12,110. 10, totaling S 16,110.10. Therefore, we are requesting authorization to increase Purchase Order No. 219235 by 516,110.10 for a total expenditure of 569,010.10. It would be our intention to have this ratified at the earliest possible City Commission Meeting. Should this meet with your approval, please indicate by signing below. Directs - - Parks and Recreation Department This memorandum serves to request your authorization to proceed on an emergency basis with informal bidding to award to the lowest responsible bidder, a contract to repair/replace the We Toot at West End Park (250 SW 606 Street). We believe that these repairs are of an emergency nature because the park is heavily utilized and the roof has severe roof leaks, which are impacting our recreation program. Additionally, our Summer Programs is scheduled to com nence on Am 18. 2001 and we want to do everything possible to replace the roof so that it will not interfere with our Summer activities. The Department of Parks and Recreation has contacted three (3) companies and have obtained two quotations(one of the three companies did not bid). Gimenez DATE May 19. 2000 City Manager I sua,ECT Emergency Repairs/ l Hadley Olympic Pool `ROM Alberto Ruder REFERENCES .� Department of Parks and Recreation ENCLOSURES A ►�„�; The Department of Parks and Recreation respectfully requests your approval, on an emergency basis, .to sandblast and recoat the pool shell of the Hadley Park Olympic pool in an amount not to exceed 560,000. Funds are allocated for this purpose, in Capital Improvement Project No. 3 1394 1, Hadley Pool—Hurricane Irene. These repairs as well as others that are currently in process at this facility are a result of damage incurred during Hurricane Irene. We contacted four companies and obtained informal quotations, and Malibu Pools has quoted the lowest price as indicated below. These repairs include at minimum, the sandblasting and recoating of the pool shell. Additional expenses may be incurred due to unforeseen conditions that may only be identified when the work is in progress. That is why, we are requesting authorization for $60,000 even though the lowest bid received is for S52,500. The work at the Hadley Park pool must be done if the City wants to open the pool on time for the commencement of our summer season swimming programs. The existing condition of the shell is unsafe and prevents us from operating the pool. Resolution No. 99-812 authorizes the City Manager to award emergency contracts related to damage caused by Hurricane Irene. However, said Resolution Iimits the contract award to 550,000. Consequently. we will be presenting legislation at'the next available Commission meeting, after completion of the work, to ratify this emergency action.
