HomeMy WebLinkAboutR-03-0570J-03-303 03/19/03 RESOLUTION NO. 03— 570 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A FOUR-FIFTHS ( 4 / 5Txs ) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDINGS OF AN EMERGENCY(S), WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AS DESCRIBED ON THE EXHIBIT(S) ATTACHED AND INCORPORATED; ALLOCATING FUNDS FROM THE BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/Sths) affirmative vote, the City Manager's findings of an emergency(s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Alberto Ruder REFERENCES ,r Department of Parks and Recreation ENCLOSURES 6 The Department of Parks and Recreation respectfully requests your approval, on an emergency basis, .to sandblast and recoat the pool shell of the Hadley Park Olympic pool s in an amount not to exceed $60,000. Funds are allocated for this purpose, in Capital Improvement Project No. 3 1384 1, Hadley Pool—Hurricane Irene. These repairs as well as others that are currently in process at this facility are a result of damage incurred during Hurricane Irene. We contacted four companies and obtained informal quotations, and Malibu Pools has quoted the lowest price as indicated below. These repairs include at C minimum, the sandblasting and recoating of the pool shell. Additional expenses may be incurred due to unforeseen conditions that may only be identifi6d when the work is in progress. That is why, we are requesting authorization for $60,000 even though the lowest bid received is for $52,500. Edwin M. The existing condition of the shell is unsafe and prevents us from operating the pool. Resolution No. 99-812 authorizes the City Manager to award emergency contracts related to damage caused by Hurricane Irene. However, said Resolution limits the contract award to $50,000. Consequently, we will be presenting legislation at the next available Commission meeting, after completion of the work, to ratify this emergency action. Emergency Purchase Order Increase And Contract Extension REFERENCES EKLOSURES The Department of Fire -Rescue respectfully requests your approval for an Emergency Purchase Order increase to Purchase Order No. 230937, issued to RO Architects & Planners, Inc., in an amount not to exceed 573,475, to complete the renovations to Fire Station 1, located at 144 NE 5 Street Funds for this increase are available from account code number 313302-289301.6.270, Fire Assessment Also, we request your approval to extend the existing contract for two (2) additional years to assure that all the renovations are completed at Station 1. The Department of Fire -Rescue entered into a contract with RO Architect to completely remodel and renovate Fire Station 1. They were one of the five (5) Architecture firms approved by the City Commission via Resolution No. 99-708 to provide architectural services for city projects. They began working on Station 1 on January 2000 and have continued throuXbout the past two (2) years with the planning stages and properly identified the need for asbestos removal. However, within that past year period, the City of Miami has been in negotiations with Miami - Dade Community College to sell the property to them. However, last month the deal fell through and the Department of F ro-Rescue has decided to continue the process of remodeling Station 1. It would not be feasible or cost efficient to start the process with another architectural fine. RO Architects & Planners,. Inc, has already performed 100% of the contract documents and is familiar with the needs of the department. However, they require a additional fees to reinstate the Project, add a fire apparatus room and perforin Building Code upgrades.
