HomeMy WebLinkAboutR-03-0563J-03-296 03/19/03 RESOLUTION NO. 03— 563 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 THS ) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDINGS OF AN EMERGENCY(S), WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AS DESCRIBED ON THE EXHIBIT(S) ATTACHED AND INCORPORATED; ALLOCATING FUNDS FROM THE BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5ths) affirmative vote, the City Manager's findings of an emergency(s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. 1A77",_ F CITY COMMISSION MEETYN+G OF MAY 2 2 2003 Resolution No. 03-- 563 Section 2. Bryso , Director Department of Fire -Rescue FM-072.doc The Department of Fire -Rescue respectfully requests your approval for an Emergency Purchase in an amount not to exceed $128,217.40 for the purchase of four (4) water pumps including hoses and accessories. Funding is available as follows, $100,000 from C.I.P. account number 352263 and $28,217.40 from C.I.P. account number 352259. Based on your approval granted on the attached memorandum for the purchase of water pumps for stormwater flooding emergencies, the Departments of Fire -Rescue and Public Works prepared specifications and submitted them to seven (7) companies for bids. The bids were evaluated and the most responsive bidder, Global Pump, Co., was asked 'to provide a sample pump and provide a demonstration to Public Works employees. To avoid a possible disastrous situation in our high flood zones, particularly in the Flagami area, it is imperative that we have these (4) pumps available and ready to use when Hurricane season begins on June 1, 2001. V)')) Emergency Contract ExtensIO11 Jackson Memorial Hospital The Department of Fire -Rescue respectfully requests an emergency extension of the one year contract with Jackson Memorial Hospital (JMH), which authorized JMH to provide the services of a Medical Director to coordinate emergency medical services provided by the Emergency Response Division of the Fire -Rescue Department in the annual arnount of S96,000. This contract was authorized pursuant :. to Resolution No. 98-387, adopted April 14, 1998. Additionally, Florida State Stauuste 401265 mandates that any emergency medical service system which employs or utilizes paramedics to perform advanced life support procedures shall employ or contract with a medical director to coordinate the above services. Upon termination of the above contract, a Request for Proposals was prepared and issued, as instructed by the City Commission, seeking qualified proposers to provide the required emergency medical services. Until such time as the RFP process was completed, it was necessary to extend the above contract for a four-month period. At this time, a new contra with JMH, the sole respondent to the RFP, is being finalized and it is necessary to request an emergency extension of the existing contract until September 30, 1999. in a total amount not to exceed $70,000. Funds for this service are available from Account No. 001000280601.6370.
