A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 THS) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDINGS OF AN EMERGENCY(S), WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AS DESCRIBED ON THE EXHIBITS) ATTACHED AND INCORPORATED; ALLOCATING FUNDS FROM THE BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Com' � G 02-03-086 The West End Storm Sewer, Phase 4 Outfall Reconstruction Project consists of cleaning, inspection, and construction of storm 4rains, located on the existing storm sewer outfall system serving the West End of the City.=This project' was. awarded to Metro Express Inc,, in the amount- of $199,500. During the construction, major storm events revealed serious flooding problems at several other locations within the City. In order to immediately address urgent requests from citizens and avoid property damage and health concerns due to critical flooding problems, the following locations must be added to this project: • 1821 S.W. 11 Street • 2104 S.W. 11 Street • 4049 Enseffada Avenue • 3390 N.W. 19 Sant • 3730 S.W. 27 Lane • 1809 N.W. 33 Street The total extra work results in a S 150,000 increase to the contract. This memo is to request an increase to the current construction contract. Funding for the $150,000.00 increase' is available in CIP account number 352216. Informal bids were received on July 5, 2002. ACE PUMP & SUPPLY, Inc., is the lowest responsive and responsible bidder in the amount of $415,318. All costs of this project will be funded from Storm grater tJtility Trust Funds allocated in the CIP No. 352253 ($203,680), 352.215 ($142,889.63), and FEMA Declaration No. 1345-894-0 — CIP No. 313855 ($104,227.38). J , Direptor Public Works Department ENCLOSURES. Based on a field investigation by .our maintenance cont actor Condo Ekctric. Inc. at the four Stormwater pump stations of the City of Miami, I have found that an EMERGENCY exists concerning the condition of the electrical and mechanical equipment at the four pump stations which justifies the sekctkn of a contractor by informal bids. Due to the severity of the failure of the pumps. motors. and ekctricil system, the existing equipment at the four pump stations WE not be able to handle an excessive amount of .rainwater during the nerd rainy season. The existing equipment is in serious need of repair. AN pumps must be operational in order to protect the general public from stormwater flooding in those neighbomfmoods served by the City's four stormwater pump stations. Formal competitive .sealed bid procedures shall be waived for the procurement of contracting services required for said EMERGENCY pursuant to sections 1843 and 18- 84 of the City Code. Informal bids shall be obtained and a contract shall be awarded to the lowest responsive and qualified bidder. Ag costs of this project will be funded from Stormwater Lftty Trust Funds allocated in the CIP No. 352253 and FEMA Declaration No. 1345.8940. Estimated total cost for the pr*d is $168,050. This action shag be ratified at the next available City Commission meeting.
