BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5th,) affirmative vote, the City Manager's findings of an emergency (s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. Amendment to Emergency Finding of March 18, 2002 This Memo is to amend the previous Emergency Finding of March 18, 2002, waiving formal bids for Citywide Storm Water Pump Stations Emergency Repairs, B-5682. Informal bids were received on July 5, 2002. ACE PUMP & SUPPLY, Inc., is the lowest responsive and responsible bidder in the amount of $415,318. All costs of this project will be funded from Stormwater Utility Trust Funds allocated in the CIP No. 352253 ($203,680), 352215 ($142,889.63), and FEMA Declaration No. 1345-894-0 - CIP No. 313855 ($104,227.38). This action shall be ratified at the next available City Commission meeting. Emergency Finding Waiver of Formal Bids for Citywide Storm hl / Water Pump Stations Emergency l Repairs, B-5682 FROM: FIEFERENCES John H. Ja on, Director Public Works Department ENCLOSURES. Based on a field investigation by -our maintenance contractor Condo Electric, Inc. at the four Stormwater pump stations of the City of Miami, I have found that an EMERGENCY exists concerning the condition of the electrical and mechanical equipment at the four pump stations which justifies the selection of a contractor by informal bids. Due to the severity of the failure of the pumps, motors, and electrical system, the existing equipment at the four pump stations will not be able to handle an excessive amount of .rainwater during the next rainy season. The existing equipment is in serious need of repair. All pumps must be operational in order to protect the general public from stormwater flooding in those neighborhoods served by the City's four stormwater pump stations. Formal competitive sealed bid procedures shall be waived for the procurement of contracting services required for said EMERGENCY pursuant to sections 18-83 and 18- 84 of the City Code. Informal bids shall be obtained and a contract shall be awarded to the lowest responsive and qualified bidder. Alt costs of this project will be funded from Stormwater Utility Trust Funds allocated in the CIP No. 352253 and FEMA Declaration No. 1345-894-0. Estimated total cost for the project is $168,050. The project consists of the refurbishing of five existing elevators. The project was originally bid and awarded in the amount of $635,000.00 to E.D.F.M. Corporation. The existing fire alarm system at the Police Headquarters Building is obsolete, a new fire alarm panel and smoke detectors shall be installed to meet current code requirements In order to complete the project on a timely basis, the Department of Public Works is requesting your approval to increase the contract of E.D.F.M. Corporation in the amount not to exceed of 36,000.00 from $635,000.00 to 5671,000.00. Funding in the amount of 536,000.00 is available from CIP No. 312025. We are requesting your approval to authorize the contractor to proceed with the additional work on an "emergency" basis.
