BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5th,) affirmative vote, the City Manager's findings of an emergency(s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. Jacks , Director Public Works Department 00-01-215 DATE March 6, 2001 FILE: SUSJECT EMERGENCY FINDING GSA Building Roof Replacement (Second Bidding) B-6364 REFERENCE= E%CLCSURES The GSA Heavy Equipment and Office Building has been in need of a new roof for several years. This facility is essential for the City's operations particularly in emergency situations. The Department of Public Works prepared roof replacement plans and received bids in October 2000. The bids were substantially over the budget. Public Works then revised and improved the roof specifications and formally rebid the project at a time when roof work was more competitive. As a result of the 'Second Bidding" on February 13, 3001 a low bid in the amount of $232,200 was received. This proposal from the Morton Roofing Company is approximately 20% under the budget. Public Works has drafted the award of contract legislation for the: next available Commission meeting in April. However, both GSA and Public Works recommend that the roof replacement work begin immediately because there are only a couple of months remaining before the rainy season begins. The GSA Building has an existing roof structure that is extremely vulnerable to roof leaks during the period between the removal of the old roof membrane and the installation of the new roof. There could be serious damage to the offices and to the equipment in the building because the roof structure will be exposed for a 2 -day period between removal and "dry -in". It is essential that the roof replacement work be done during the 'dry season' Upon your approval, the Public Works Department will have the low bidder roofing contractor, Morton Roofing Co., start as soon as possible so that the work can be substantially complete before the start of the rainy season. Jac on Dredor Public Works Department INTER -OFFICE tAEMORANOUm 00-01-2 November 14, 2001 Emergency Finding, Increase in Contract Overtown Shopping Center Roof Replacement Project B-6371 On March 15, 2001, the City of Miami entered into a contract with Aventura Engineering and -Construction Corporation for the replacement of the goof at the Overtown Shopping Center, for the sum S354,000.00. The contractor has completed 90% of the work, however, it has been determined that the roof drain system of the building is in dire need of repair, and is presently compromising the integrity of the roof. A proposal for the repair of the roof drain system was requested from the contractor and has been reviewed by the City for the sum of $6,090.00. The present condition of the roof drains can result in damage to the new replaced root and to the interior of the building and its content if the drains are not repaired. This request is for your approval, on an EMERGENCY basis, to increase the convact with Aventura Engineering and Construction Corporation in the amount of S 6,090.00 to complete the project. Funds for the increase are available from-CIP Project No. 322059. The City of Miami is responsible for the repair and mpkaoamaot of major components at the OSC which include the roof and air coaditioniag systema. It appatts first the enmeat roof and air conditioning system are the originals installed during mon of the OSC in 1983. At this time, both are in desperate need of replant. The roof has several leaks and cannot be reasonably repaired. This a casing additional da nee to the interior of the premises. We have also received notice that one of our licensee's iasaranoe companies is electing not to renew the policy unless the City takes care of these repairs immediately. The estimated cost to replace the roof is $300,000. Additionally, the a/c units are constantly breaking and often times leaking canning damage to the �.. premises. They will additionally have to be raised off the roof surface in accordance with current 3 code. In order to market the property more favorably as soon as possible and generate additional revenue to the City, it is z m m mended that this also be declared an emergency.'
