HomeMy WebLinkAboutR-03-0530J-03-263 03/19/03 RESOLUTION NO. 03— 530 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 THS ) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDINGS OF AN EMERGENCY(S), WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AS DESCRIBED ON THE EXHIBIT(S) ATTACHED AND INCORPORATED; ALLOCATING FUNDS FROM THE BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5ths) affirmative vote, the City Manager's findings of an emergency(s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. f CITY COMMISSION MEETING OF MAY ? 2 M1 Resolution No. 03- 530 Section 2. The projects are funded from Community Development Block Grant (CDBG) funds and Safe Neighborhood Parks Bond (SNPB) funds. The funding sources have completion time constraints on the expenditure of the funds. We need to bid, award and finish the construction within the time allotted. Elevators Rehabilitation Project, B-3268 REFERENM : This memorandum serves to request your authorization to proceed with informal bidding and award to the lowest responsible bidder of the Orange Bowl Elevators Rehabilitation Project, B-3268. The exlsdng Orange Bowl elevators have been M service over thirty = Years and experience frequent service breakdown problems. An outside architect -engineering consultant has developed rehabilitation plans and specifications to completely replace two to elevators and the associated hardware. The estimated cost is S300,000. Due to the age of the elevators, there will be ADA and Code upgrade requirements for the cabin, mechanical and electrical systems. The City of Miami has promised to have the elevators mplaced W' d rehabiiitation to fulfill its commitment to the University of Miami and the Fail football program. There are several events scheduled at the Orange Bowl, Which affect the time frame when the elevator rehabilitation work can be done. The work must be completed by July 2000. Public Works Department has the elevators rehabilitation specifications and plans ready for bid. The Public Facilities Department has advised that there are funds available In the orange Bowl Stadium Operadng Budget Account No. 404000, index Code No. 390503.670 t,S170,00M and in the UP. project entitled Ramp Replacement and Structural Repairs (B-3219) tS130,0001, to cover the cost of this work. We seek your authorization in declaring that an emergency exists due to time constraint to accomplish the orange Bowl rehabilitation work by July 2000. Parts for the elevators require 90 to 120 days to deliver after receipt of the order. This request is for approval to k0ormally bid this project, award to the low bidder, and execute a contract and proceed with the work The award of the Contract Will be placed on the next available Commission agenda for ratification and approval by the City commission. if this request meets with yourapproval.
