A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), BY A FOUR-FIFTHS ( 4 / 5Txs )
AFFIRMATIVE VOTE, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S FINDINGS OF AN
EMERGENCY(S), WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDDING PROCEDURES AS
DESCRIBED ON THE EXHIBITS) ATTACHED AND
INCORPORATED; ALLOCATING FUNDS FROM THE
BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. By a four-fifths (4/5ths) affirmative vote,
the City Manager's findings of an emergency(s), waiving the
requirements for competitive sealed bidding procedures as
described on the exhibit(s) attached are ratified, approved and
confirmed, with funds allocated from the budgets of various user
department accounts.

immediately upon its adoption and signature of the Mayor.!'

effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

Orange Bowl Elevators
Rehabilitation Project, B3268

This memorandum serves to request your authorization to proceed with informal
bidding and award to the lowest responsible bidder of the Orange Bowl Elevators
Rehabilitation Project, B-3268. The existing Orange Bowl elevators have been in
service over thirty (30) years and experience frequent service breakdown
problems. An outside architect -engineering consultant has developed
rehabilitation plans and specifications to completely replace *two ('n elevators and
the associated hardware. The estimated cost is S300,000. Due to the age of the
elevators, there will be ADA and Code upgrade requirements for the cabin,
mechanical and electrical systems.
The City of Miami has promised to have the elevators replaced "and rehabilitation
to fulfill its commitment to the University of Miami and the Fall football program.
There are several events scheduled at the Orange Bowl, which affect the time
frame when the elevator rehabilitation work can be done. The work must be
completed by July 2000. Public Works Department has the elevators rehabilitation
specifications and plans ready for bid. The Public Facilities Department has advised
that there are funds available in the Orange Bowl Stadium Operating Budget
Account No. 404000, index Code No. 350503-670 (S170,000) and In the C.I.P. project
entitled Ramp Replacement and Structural Repairs (B-3269) (5130,000), to cover the
cost of this work
We seek your authorization In declaring that an emergency exists due to time
constraint to accomplish the Orange Bowl rehabilitation work by July 2000. Parts
for the elevators require 90 to 120 days to deliver after receipt of the order. This
request Is for approval to informally bid this project, award to the low bidder, and
execute a contract and proceed with the work The award of the contract will be
placed on the next available Commission agenda for ratification and approval by
the city Commission.

This memorandum serves to request your authorization to proceed with the
ittf "=1 bidding and award to the lowest responsible bidder of the Buena Vista
Restrooms Building Project, B-6333. This Is a Safe Neighborhood Panics Bond
project, which consists of the construction of a new 1200 square foot building to
house a park office, restrooms and a limited storage area at Buena Vista Baric in the
Uttle Halt! area The Parks and Recreation Departrnen>w, with the cooperation of
the communities United neighborhood organization, has determined that a crucial
need exists to have the restroom building completed for use for the summer
kmCh program by June 2000..
in order to meet the above schedule, construction must be under way by March
2000. The Public Works Department has the plans ready for bid, with an estimated
cost of S100,000. Funds are available from the Safe Neighborhood Parks Bond
Program.. This request is for your approval in establishing that emergency `
circumstances exist, necessitating taking Informal bids, awarding and executing a
contract with the low bidder, and proceeding with the building construction so as
to finish by June 2000. The award of the contract will be placed on the next
available commission agenda for ratification and approval by the City commission.
