A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 T11)
AFFIRMATIVE VOTE, RATIFYING, APPROVING AND
CONFIRMING THE CITY MANAGER'S FINDINGS OF AN
EMERGENCY(S), WAIVING THE REQUIREMENTS FOR
COMPETITIVE SEALED BIDDING PROCEDURES AS
DESCRIBED ON THE EXHIBIT(S) ATTACHED AND
INCORPORATED; ALLOCATING FUNDS FROM THE
BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. By a four-fifths (4J5tns) affirmative vote,
the City Manager's findings of an emergency(s), waiving the
requirements for competitive sealed bidding procedures as
described on the exhibit(s) attached are ratified, approved and
confirmed, with funds allocated from the budgets of various user
department accounts.

Section 2. This Resolution shall become effective

This memo serves to request your authorization to increase the funding allocated for the
renovations to the Coconut Grove Convention Center on an emergency basis to 5601,400.00.
As you are aware, you had previously approved the expedited renovation plan in the amount of
$340,000. However, due to several factors including higher than expected prices from paint
contractors, ADA r+eq-- ____its, the inclusion of roof work, and the Law Department's request to
bring the catwalk up to code following recent litigation against the City of Miami, we are now
forced to make this request. I have enclosed photographs of the f icHity's exterior to emphasize
the urgency of these repairs.
The majority of these renovations were already planned for the Convention Center, to be
completed as CIP funds became available. However, due to continued damage due to water
intrusion, wind and use, and with the booking of such high profile events such as the Latin
Grammy, we seek to expedite the renovations within a much tighter time line.
Construction of the restrooms, and repairs to the parking lot has already begun. Your
authorization is urgently needed to complete the remaining phases of the renovation project
before the deadline of September 1, 2001. The additional fimding is available through the
Department's CIP account No. 311010 and CIP 311016.

Emergency Renovations of
the Restrooms at Coconut
Grove Convention Center
This memo serves to request your authorization for a modification to the Emergency Finding
memo dated June 14, 2001, in which you approved renovations of the existing restrooms at the
Coconut Grove Convention Center on an emergency basis.
It is absolutely essential that these restroom' be fully renovated before the Latin Grammys event
scheduled for September 10, 2001. Time is of the essence and we have been informed that the
show's producer will begin the set-up and preparations approximately one week before the event.
After reviewing the project schedule, it was determined that there are time constraints and a
critical need to have a general contractor on -board immediately to begin worsting on the
demolition and the ordering of long lead-time materials, otherwise, the project cannot be
completed before the event. It is recommended that the general contractor who is finishing the
City Hall Restrooms Renovations have their existing contract increased to immediately start work
on the Convention Center restrooms.
The contractor, Professional Contractors, Inc., was selected by a competitive bidding process and
is already mobilized in dose proximity to the Convention Center. They are fully experienced and
have the supervision and ready resources to do restroom renovations. They have performed well
and have fully cooperated with City staff on the City Hall project and are prepared to do the same
on the Convention Center restroom renovations. The estimated cost and the funding approved in
the June 14" Emergency Finding Memo is sufficient for the project.
The Public Works Department has already started work on the construction plans and will be
done by Monday June 2r. Public Works has met with the Building Department on the
requirements and the expediting of permits. There is only two months to do the renovation of ten
(10) restrooms and we propose to begin demolition while the plans and permits are being
finalized. The contractor needs to immediately order the time critical materials in order to meet
the schedule. The contractor wit have to work overtime when necessary and we are confident
that these renovations can be completed under the foregoing plan.
