HomeMy WebLinkAboutR-03-0520J-03-253 03/19/03 RESOLUTION NO. 03- 520 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), BY A FOUR-FIFTHS (4/5 THS ) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDINGS OF AN EMERGENCY(S), WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES AS DESCRIBED ON THE EXHIBIT(S) ATTACHED AND INCORPORATED; ALLOCATING FUNDS FROM THE BUDGETS OF VARIOUS USER DEPARTMENT ACCOUNTS. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5ths) affirmative vote, the City Manager's findings of an emergency(s), waiving the requirements for competitive sealed bidding procedures as described on the exhibit(s) attached are ratified, approved and confirmed, with funds allocated from the budgets of various user department accounts. Air Handlers Replacement Christina P. Abrams, Director Conferences, Conventions & REFERENCES: Public Facilities ENCLOSURES: This memorandum serves to request your authorization to proceed on an emergency basis to replace the A/C air handlers at -the Coconut Grove Convention Center. Further, to direct the Department of Public Works to obtain five informal bids, and to direct the Department of Management and Budget to identify the necessary funds to complete this project. As you are aware, the air conditioning condenser units were recently replaced at the Coconut Grove Convention Center, using CIP funds allocated for the center. Since the amount of CIP funding allocated was half of our original request, our intention was to replace the rooftop condenser units with the funds available, and seek additional CIP funding to replace the air handlers at a later date. However, we ,have now been made aware by Aero. Cooling, the contractor awarded the bid to install the condenser units, that the technology has changed so much between the new equipment and the outdated air handlers that these systems are now incompatible. The major manufacturers contacted about the air handlers have advised that they do not manufacture this equipment anymore. The new condenser units have been modified to accommodate the air handlers, which are operating at low efficiency. We have been warned by both the manufacturer and the contractor that we will eventually lose compressors in the new equipment, resulting in expensive repairs to the system if the air handlers are not replaced. We have consulted with the City's Mechanical Inspectors, who confirmed these findings. Additionally, I am enclosing reports from Public Works and the City's Chief Air Conditioning Mechanic who are all in agreement that the air handlers must be replaced. Upon doing so, the system will operate more efficiently, and will result in savings on electrical usage. Today, we were advised by Aero Cooling that since the new equipment has been installed on May 12th, we have already lost one compressor, and risk additional system failure. Warshaw Page Two Due to this new development, and the importance of a functioning air condition system to the convention center operations, we now seek your authorization to replace the air handlers on an emergency basis. The estimated cost for this project is approximately $275,000.00. Additionally, we seek your authorization for the Budget Department to encumber these funds from the appropriate source. This request is needed because at final inspection, City inspectors requested a number of changes and additions that were not part of the original job specifications, but are needed to bring the new system up to code. Among the changes and additions are: 1. A full smoke test I Smoke detectors on supply and return on all units 3. Auxiliary drain pans on all horizontal units 4. Vibration Pads under small units S. Turning veins in supplies on the SO ton units 6. And any additional repairs, services and equipment needed to meet industry code The funding is available from the convention center's CIP account. Abrams, Director Conferences, Conventions & Public Facilities DAM: July 12,1999 RLE; SLOAcr : Emergency Repairs at Orange Bowl Stadium — Press Box Overhang REFEMMM: Pursuant to our memo dated June 22 (copy attached), we are m receipt of three informal bids to proceed with emergency repairs to the ovediang of the Press Box at tie Orange Bowl Stadium. The Department of Public Works had estimated the cost of these repairs as 550,000. However, the lowest bid submitted is idthe amount of S68,000. Public Works is in agreement with this amount and the bid received from Venecon, Inc., a minority owned business located in the City of Miami. The funds am available from CEP Project #324002319301.830. It is necessary that these repairs be completed prior to the Miami Dolphins scrimmage scheduled for August 7, 1999. This initial amount was approved as per a memo dated hilt' 12, 1999 (copy attached). After the demolition was completed. it was found that the metal structure inside the overhang was beyond repair, which was not stipulated in the initial set of plant. It is eve that a change order be awarded to Venecon, Inc. in order to remove, dispose and install a new metal structum The additional work will cost $6,350.00.
