A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING A GRANT, IN THE AMOUNT OF
$30,000 FOR PURPOSES OF MARKETING THE MISS
BLACK USA PAGEANT, ORGANIZED BY THE MISS
BLACK USA ORGANIZATION, INC., TO BE HELD ON
AUGUST 23, 2003, AT THE RENAISSANCE MIAMI
BISCAYNE BAY HOTEL, MIAMI, FLORIDA;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE
NECESSARY DOCUMENT(S), IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY, REQUIRED FOR THE
GRANT; AND ALLOCATING FUNDS FROM ACCOUNT
CODE NO. 001000921054.289, ENTITLED "SPECIAL
EVENTS" FOR SAID PURPOSE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. A grant, in an amount of $30,000 is
authorized for purposes of marketing the Miss Black USA Pageant,
organized by the Miss Black USA Organization Inc., to be held on
August 23, 2003, at the Renaissance Miami Biscayne Bay Hotel,
Miami, Florida, with funds allocated from Account Code
No. 001000921054.289, entitled "Special Events" for said
purpose.

Section 2. The City Manager is authorizedll to execute
the necessary document(s), in a form acceptable to the City
Attorney, required for the grant.
Section 3. This Resolution shall become effective

number of tourists estimated to attend, special constituencies served, achievement of objectives and
other applicable performance indicators.
Evaluation and survey tools will consist of collaborations with the Miami
Convention and Visitor's Bureau's, establishment of alliances with the Hotel
and Motel Association,
relationships within the media, political, community and grassroots
organizational sectors.

(38) What is the estimated number of people you hope to reach through electronic media (eg.
broadcast of event over radio or television). How was this information determined?
50 million viewers will be reached through television syndication. Current syndication committments
include MBC Network and PAX. An additional 20 million radio listeners will be reached via live remote
radio broadcast by Radioscope. This information was determined through the distribution data provided
by PAX, MBC, and RadioScope.
(39) How many hotel room nigbft do you anticipate using during this project? How did you arrive at
this figure? How does this figure compare to the actual number of hotel room nights used by this event
last year? (Please attach copies of letters of agreement from hoteWmotels to this application. This
attachment will not count towards the 3 allowable documents).
1100 room nights have been blocked at the Biscayne Bay Miami Hotel. There was no event in 2002 and this
is the first year for the event under new administration.

This public relations /marketing plan was developed to align Miss Black
USA 2003 within key public relations strategies and vehicles. The plan will be
used to develop a turnkey, ongoing marketing and public relations campaign
for the Miss Black USA competition as a premiere African American educational
and talent event in the community. Below is an outline of the strategy which

Mr. Rutherford boasts 20+ years in the industry. He has produced awards
shows such as The Soul Train Awards, Lady of Soul Awards. Other

Music Director: Kurt (KC) Clayton

History - The Miss Black USA Scholarship and Development
Foundation has been the preeminent pageant for women of
color since 1986. Since that time, ten titleholders, hundreds
of state titleholders, and thousands of local contenders have
made The Miss Black USA Pageant a national tradition.
• Direct Communications, a marketing company, purchased
the licensing and naming rights in 2001.
• Ingrid Owens was named Executive Director in November
2001
Corporate Detail - The Miss Black USA Foundation, a Maryland
Corporation, was incorporated May 16, 1986. The Miss Black
USA Foundation is a non-profit charity based organization
recognized under Section 501(c)3 of the Internal Revenue
Code.
