A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING THE LATIN ACADEMY OF RECORDING
ARTS AND SCIENCES PRESENTATION OF THE LATIN
GRAMMY AWARDS TO BE HELD IN THE CITY OF MIAMI
ON SEPTEMBER 3, 2003, PROVIDING THAT THE CITY
DOES NOT EXPEND ANY FUNDS TO ATTRACT,
ENDORSE, SUPPORT OR PROVIDE INCENTIVES IN
SUPPORT OF THE LATIN GRAMMY AWARDS, WITH THE
EXCEPTION OF SERVICES PROVIDED BY THE
DEPARTMENTS OF POLICE AND FIRE -RESCUE AS
REQUIRED BY APPLICABLE LAW; DIRECTING THE
CITY CLERK TO IMMEDIATELY TRANSMIT A
CERTIFIED COPY OF THIS RESOLUTION TO THE
LATIN ACADEMY OF RECORDING ARTS AND SCIENCES
AND COPIES TO MIAMI-DADE COUNTY MAYOR ALEX
PENELAS AND CHAIRPERSON OF THE MIAMI-DADE
BOARD OF COUNTY COMMISSIONERS COMMISSIONER
DR. BARBARA CAREY-SHULER.
WHEREAS, on April 10, 2003 by Resolution No. 03-351, the
City Commission of the City of Miami, by unanimous approval,
strongly urged the Latin Academy of Recording Arts and Sciences
to refuse to recognize or invite any Cuban artists to attend the
Latin Grammy Awards in Miami on September 3, 2003, who
represent, or are affiliated with, the government of Cuba
because that government imprisoned no less than 74 critics of

Fidel Castro's government and sentenced them to a total of 1,450
years in prison for allegedly collaborating with the United
States diplomats to undermine the Socialist system, in
culmination of an abridged arrest, trial, conviction and
punishment process that began and ended in less than three
weeks; and
WHEREAS, the City of Miami recognizes that the Latin Grammy
Awards celebrate excellence in Latin music; and
WHEREAS, funds shall not be provided for the purpose of
attracting, endorsing, supporting or providing incentives in
support of the presentation of the Latin Grammy Awards in Miami
on September 3, 2003; and
WHEREAS, police, fire and support services will be provided
for the Latin Grammy Awards as required by applicable law;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.

Section 2. The Miami City Commission supports the Latin
Academy of Recording Arts and Sciences for the presentation of
the Latin Grammy awards to be held in the City of Miami on
September 3, 2003.
Section 3. General funds shall not be provided to
attract, endorse, support or provide incentives in support of
the Latin Grammy Awards in Miami on September 3, 2003, with the
exception of services provided by the Departments of Police and
Fire -Rescue which will be provided for the Latin Grammy Awards
presentation as required by applicable law.
Section 4. The City Clerk is directed to immediately
transmit a certified copy of this Resolution to the Latin
Academy of Recording Arts and Sciences, and a copy to Miami -Dade
County Mayor Alex Penelas and Miami -Dade Board of County
Commissioners Chairperson Commissioner Dr. Barbara Carey -Shuler.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.
