A RESOLUTION OF THE MIAMI CITY COMMISSION
WITH ATTACHMENT(S), AUTHORIZING THE TRANSFER
OF FUNDS FROM THE CLOSEOUT OF 27TH YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT CONTRACT
FUNDS, AS LISTED ON THE CLOSEOUT LISTS,
ATTACHED AND INCORPORATED, TO THE COMMERCIAL
FACADE TREATMENT PROGRAM FOR THE
REHABILITATION OF PARTICIPATING BUSINESSES,
IN A TOTAL AMOUNT NOT TO EXCEED $339,934.44;
ALLOCATING FUNDS, IN AN AMOUNT NOT TO EXCEED
$13,854.43, FROM THE ECONOMIC DEVELOPMENT
CATEGORY, $19,523.87 FROM THE HOUSING
DEVELOPMENT CATEGORY, $164,301.79 FROM THE
PUBLIC SERVICES CATEGORY AND $142,254.35
FROM MUNICIPAL SERVICES; FURTHER AUTHORIZING
THE ROLLOVER OF ANY FUNDS UNSPENT BY
SEPTEMBER 30, 2003, FROM THE COMMERCIAL
FACADE TREATMENT PROGRAM IN THE 28TH PROGRAM
YEAR TO THE 29TH PROGRAM YEAR.
WHEREAS, a Commercial Facade Treatment Program ("Program")
was approved in the 14th Year of the Community Development Block
Grant ("CDBG") Program; and
WHEREAS, the Program is designed to promote economic
revitalization in the neighborhoods of the City of Miami
("City"), and is an important part of the City's economic
development strategy; and

WHEREAS, the community-based organizations administering
the Program have been successful in expending most of the
available funds to assist local businesses and an additional
$339,934.44 is needed to continue rehabilitation services
through September 30, 2004; and
WHEREAS, funds have been identified for this purpose from
the closeout of 27th Year CDBG contracts, as identified in the
list, attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The transfer of funds from the closeout of
27th Year Community Development Block Grant contract funds, as
listed on the Closeout lists, attached and incorporated, to the
Commercial Fagade Treatment Program for the rehabilitation of
participating businesses, in a total amount not to exceed
$339,934.44 is authorized, with funds allocated in an amount not
to exceed $13,854.43, from the Economic Development Category,
$19,523.87 from the Housing Development Category, $164,301.79
from the Public Services Category and $142,254.35 from Municipal

Services.
Section 3. The rollover of funds unspent by
September 30, 2003, from the Commercial Fagade Treatment Program
28th Program Year to the 29th Program Year, is further authorized.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.le

It is respectfully recommended that the City Commission adopt the attached Resolution, with
attachments, authorizing the transfer of $63,854.43 from the Economic Development category,
$19,823.87 from the Housing Development category, $164,301.79 from the Public Services
category and $142,254.35 from Municipal Services for a total of $389,934.44 of Community
Development Block Grant (CDBG) funds from the closeout of 27th Year CDBG contracts to the
Commercial Fagade Treatment Program for the rehabilitation of participating businesses and
further authorizing the rollover of any Commercial Fagade Treatment Program funds not spent in
the 28h Program Year to the 29`" Program Year.
BACKGROUND:
The Commercial Fagade Treatment Program, which is administered by community-based
organizations funded by the City of Miami, was implemented to encourage economic
revitalization within blighted neighborhoods in the City of Miami. Since that time, many
businesses have been improved by painting, improved signage, installation of awnings and other
exterior improvements.
Each business participating in the Commercial Fagade program is eligible to receive a maximum
of $1,400, which represents a 70% contribution by the City of Miami for improvements up to
$2,000. The business of property owner must contribute the remaining 30% match or up to $600
for improvements up to $2,000 and 100% of improvement costs exceeding the $2,000 threshold.
The community-based organizations administering the program have been successful in draining
the available pool of funds to assist local businesses and additional funds are needed to continue
work on renovation projects in the pipeline and rehabilitation activities through September 30,
2004. The Administration has identified $389,934.44 for the proposed increase in the set aside
for the construction costs of businesses participating in the Commercial Facade Program as a
result of the closeout of 27th Year CDBG contracts (see attachments to the proposed legislation).
It is recommended that the City Commission adopt the attached resolution, with attachments,
authorizing the transfer of $63,854.43 from the Economic Development category, $19,523.87
from the Housing Development category, $164,301.79 from the Public Services category and
$142,254.34 from Municipal Services for a total of $389,934.44 of Community Development
