HomeMy WebLinkAboutR-03-0452J-03-443 05/07/03 RESOLUTION NO. 03- 452 A RESOLUTION OF THE MIAMI CITY COMMISSION RELATED TO THE AMERICAN CANCER SOCIETY/RELAY FOR LIFE TO BE HELD AT PEACOCK PARK, IN COCONUT GROVE, MIAMI, FLORIDA, ON MAY 16 AND 17, 2003; AUTHORIZING THE WAIVER OF ALL FEES AND PERMITS PERMISSIBLE BY LAW, INCLUDING THOSE REQUIRED FOR THE USE OF THE PUBLIC RIGHT- OF-WAY, AND THE PROVISION OF IN-KIND SERVICES BY THE DEPARTMENTS OF POLICE, FIRE -RESCUE, MUNICIPAL SERVICES, SOLID WASTE, AND PARKS AND RECREATION, IN AN AMOUNT NOT TO EXCEED $4,000; ALLOCATING FUNDS FROM SPECIAL EVENTS FESTIVAL ACCOUNT NO. 001000921054.6.289; CONDITIONING SAID AUTHORIZATIONS UPON THE ORGANIZERS: (1) OBTAINING ALL PERMITS REQUIRED BY LAW; (2) PAYING FOR ALL OTHER NECESSARY COSTS OF CITY SERVICES AND APPLICABLE FEES ASSOCIATED WITH SAID EVENT; (3) OBTAINING INSURANCE TO PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER; AND (4) COMPLYING WITH ALL CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY MANAGER. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The waiver of all fees and permits permissible by the Code of the City of Miami, Florida, as CITY COMIMSI0N MEETING OF MAY Q S 2003 Resolution No. 03- 45 amended, for the use of the public right-of-way and for the provision of in-kind services by the Departments of Police, Fire -Rescue, Municipal Services, Solid Waste, and Parks and Recreation, in an amount not to exceed $4,000, is authorized for the American Cancer Society/Relay for Life to be held at Peacock Park, in Coconut Grove, Miami, Florida, on May 16 and 17, 2003, with funds allocated from Special Events Festival Account No. 001000921054.6.289. Section 2. The herein authorizations are conditioned upon the organizers: (1) obtaining all permits required by law; (2) paying for all other necessary costs of City services and applicable fees associated with said event; (3) obtaining insurance to protect the City in the amount as prescribed by the City Manager; and (4) complying with all conditions and limitations as may be prescribed by the City Manager. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'/ 1� If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. The signature fund raising event for the American Cancer Society, Relay for Life is a unique overnight team event that is more a ceiebration than a fundraiser. The event brings together neighbors, friends, coworkers and families to recognize those who have survived cancer and to remember those who have not. One in three Americans will get cancer in their lifetime. One in eight women w10 be diagnosed with breast cancer. Everyone is personally affected by cancer sooner or tate. Relay for Life gives the entire community an opportunity to make a difference. We have been heartened by the enthusiastic response of our neighbors. Local schools, businesses, families, civic groups, churches and friends are joining together in teams of 10 to 15 people to fight cancer and celebrate trope. Our Relay Committee is confident that the Coconut Grove Relay for Life will be a wonderful success because of the number of teams; our neighbors who will come out to support us; and the contributions of local businesses. This year the American Cancer Society will do 3300 Relays throughout the United States and raise more than $220 million through this event. What makes this event truly special is that it celebrates survivorship. The official opening ceremony consists of c Mcer survivors walking the W Victory Lap' wearing purple sashes. While the Relay is going on, terra members camping out, enjoying live entertainment, food and games create a community party atmosphere. Relay For Life concludes on until Saturday at noon. By this means we are. asking to be schedule for a personal appearance before the C ft of NUarni CormmisWon in their next meeting. At that time we would formally petition for the City to waive any related fees {police, fire department and park tees) for the event. All other Miami Dade County Relays we not reciulred to pay' any two. This is a icey element to the success of this fundraising event by helping In keeping our overhead cost under 9%. BACKGROUND Ms. Elena Carpenter, Chairperson of the Relay for Life event request a personal appearance before the City Commission on May 8, 2003 to seek waivers of funds in the amount not to exceed $4,000.00 for the event to be held at Peacock Park on May 16 & 17, 2003. The administration recommends $4,000.00 be allocated from the Special Events fund for the Relay for Life event. This event will bring together neighbors, friends, co-workers and families to recognize those who have survived cancer and to remember those who have not.
