A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE REALLOCATION OF HOUSING
OPPORTUNITIES FOR PERSONS WITH AIDS (HOPWA)
PROGRAM FUNDS, IN THE AMOUNT OF $425,000,
FROM THE CITY OF MIAMI/SUGAR HILL PURCHASE
TO MOVERS, INC. FOR THE PURCHASE OF
PROPERTIES ADJACENT TO THE SUGAR HILL
FACILITY AND THE DEVELOPMENT AND
REHABILITATION OF SEVENTEEN (17) ADDITIONAL
RENTAL UNITS TO HOUSE LOW-INCOME PERSONS
LIVING WITH HIV/AIDS; FURTHER AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
SAID AGENCY FOR SAID PURPOSE.
WHEREAS, Resolution No. 02-779, adopted July 8, 2002,
authorized the allocation of Housing Opportunities for Persons
with AIDS (HOPWA) Program funds in the amount of $425,000 for
the purchase of properties located at 7104, 7126 and 7106
Northwest 14th Place, also known as the Sugar Hill Project, from
the Economic Opportunity Family Health Center, Inc.; and
WHEREAS, the United States Department of Housing and Urban
Development (HUD) declined to approve the use of HOPWA funds for
the purchase of the previously -developed Sugar Hill Project
properties; and

WHEREAS, MOVERS, Inc. purchased the twenty-three (23) unit
Sugar Hill facility and proposes the purchase of the adjacent
property for the development and rehabilitation of an additional
seventeen (17) units to be used for rental housing for
low-income persons living with HIV/AIDS;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The reallocation of Housing Opportunities
for Persons with AIDS (HOPWA) Program funds, in the amount of
$425,000, from the City of Miami/Sugar Hill purchase to MOVERS,
Inc. for the purchase of properties adjacent to the Sugar Hill
facility, and the development and rehabilitation of seventeen
(17) additional rental units to house low-income persons living
with HIV/AIDS, is authorized.

Section 3. The City Manager is authorized'I to execute
an Agreement, in a form acceptable to the City Attorney, with
said agency for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.2/

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached resolution
reallocating $425,000 of Housing Opportunities for Persons with AIDS (HOPWA) Program
funds from the City of Miami / Sugar Hill purchase to MOVERS, Inc. for the purchase of
properties adjacent to the Sugar Hill facility and the development and rehabilitation of seventeen
(17) additional rental units to house low-income persons living with HIV/AIDS; and further
authorizing the City Manager to enter into an agreement with said agency for said purpose, in a
form acceptable to the City Attorney, subject to applicable City Code provisions.
BACKGROUND:
In 1998, the City of Miami allocated $1.5 million of HOPWA Program funds to the Economic
Opportunity Family Health Center, Inc. (EOFHC) to complete the construction of the Sugar Hill
Project, a permanent housing facility for Persons with AIDS. Previous to the City of Miami
award, Miami -Dade County, which was the original local government administering the
HOPWA Program throughout the County, had allocated $1.3 million of HOPWA funds to
acquire the property and commence construction. The construction of the Sugar Hill Project was
completed; however by July 2002, the facility had still not been opened or occupied. EOFHC
continued to hold title to the property, but was not in a financial position to operate the project
and the facility remained vacant.
Resolution No. 02-779, adopted and passed by the City Commission on July 8, 2002, allocated
Housing Opportunities for Persons With AIDS (HOPWA) Program funds in the amount of

However, U.S. Department of Housing and Urban Development (U.S. HUD) declined to approve
the use of HOPWA funds for the purchase of the previously -developed Sugar Hill properties.
MOVERS, Inc. subsequently purchased the twenty-three (23) unit Sugar Hill facility and
proposes the purchase of the adjacent property for the development and rehabilitation of an
additional seventeen (17) units to be used for rental housing for low-income persons living with
HIV/AIDS.

It is recommended that the City Commission adopt the attached Resolution reallocating HOPWA
