RESOLUTION NO. 03— 443
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE CHILDREN'S RIDE FOR HOPE
EVENT TO BE HELD AT ROBERT KING HIGH PARK,
ON JUNE 1, 2003; AUTHORIZING THE WAIVER OF
ALL FEES AND PERMITS PERMISSIBLE BY LAW,
AND THE PROVISION OF IN-KIND SERVICES BY
THE DEPARTMENTS OF POLICE, FIRE -RESCUE,
MUNICIPAL SERVICES, SOLID WASTE, AND PARKS
AND RECREATION; ALLOCATING FUNDS, FROM
SPECIAL EVENTS FESTIVAL ACCOUNT
NO. 001000921054.6.289, IN AN AMOUNT NOT TO
EXCEED $2,100; CONDITIONING SAID
AUTHORIZATIONS UPON THE ORGANIZERS:
(1) OBTAINING ALL PERMITS REQUIRED BY LAW;
(2) PAYING FOR ALL OTHER NECESSARY COSTS OF
CITY SERVICES AND APPLICABLE FEES
ASSOCIATED WITH SAID EVENT; (3) OBTAINING
INSURANCE TO PROTECT THE CITY IN THE AMOUNT
AS PRESCRIBED BY THE CITY MANAGER; AND (4)
COMPLYING WITH ALL CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE
CITY MANAGER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The waiver of all fees and permits
permissible by the Code of the City of Miami, Florida, as
amended, by the Departments of Police, Fire -Rescue, Municipal

Services, Solid Waste, and Parks and Recreation, in an amount
not to exceed $2,100, is authorized for the Children's Ride for
Hope event to be held at Robert King High Park, on June 1, 2003,
with funds allocated from Special Events Festival Account
No. 001000921054.6.289.
Section 2. The herein authorizations are conditioned
upon the organizers: (1) obtaining all permits required by law;
(2) paying for all other necessary costs of City services and
applicable fees associated with said event; (3) obtaining
insurance to protect the City in the amount as prescribed by the
City Manager; and (4) complying with all conditions and
limitations as may be prescribed by the City Manager.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor Y
1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

Dear Mr. Arriola:
On behalf of Children's Brain Trust (CS77, a volunteer organization. of Miami (7hildren's
Hospital Foundation, I would like to please request an opportunity to make a personal appearance
before the upcoming City Commission meeting on April 24, 2003. The purpose is to n -quest in-
kind assistance and fee waivers for the I' Annual Children's Ririe For Hope. This a vent i s
scheduled to occur on Sunday, June I", at the City of Miami's Robert Icing High Park.
The I" A nnual Children's Ride For Hope seeks to involve the Miami community in CRT's
mission to facilitate the creation of Florida's first comprehensive pediatric Brain Tumor Center of
Excellence, within the Brain Institute, at Wsawi Children's Hospital (MCH). Brain cancer is
the Lcaci Z cause of childhood cancer death in America today; and, its incidence is on the rise.
CBT, in conjunction with several other organizations, is targeting residents of the Miami area that
are motorcycle enthusiasts and who have already participated in children -related fundraising
events. This group of people has clearly demonstrated over the years their concert, for children's
causes. Recently, in Fort Lauderdale, over $400,000 was raised for the Cancer Treatment Center
at .Toe I)iMaggio's Children's Hospitai, at an event produced by and for motorcycle enthusiasts.
CBT has successfully helped raise nearly $1.000.000 towards its initial fundraising project at
MCH. I.t is delighted to have recently formed a new alliance with the Latin American Motorcycle
Association to bring this community event to the City of Miami. Our goal is to ultimately make
this a n nual a vent a m aj or fund raiser f or the n ewly c reated B rain Institute at M C11. W ith the
support of this community, this institute will be the first comprehensive pediatric brain institute
for all neurological disorders and diseases in the country. It merits this community's attention.
1'' have discussed the details of our request with Lina Blanco, Special Events Coordinator for the
City of Miami's Department of Conferences, Conventions and Public Facilities. On behalf of our
Event Committee we thank you for your kind consideration.

RECOMMENDATION
It is respectfully recommended the City Commission approve the Children's Ride
for Hope request to appropriate funds in the amount not to exceed $2,100.00 from
the Special Events fund for city services.
BACKGROUND
Mr. Paul Hale, a founder of The Children's Brain Trust, Inc. requests a personal
appearance before the City Commission on May 8h. 2003 to seek waivers of funds
in the amount not to exceed $2,100.00 for their event to be held at Robert King
High Park on June 1, 2003. The administration recommends $2,100.00 be
allocated from the Special Events fund to The Children's Ride for Hope. The
Children's Brain Trust is a volunteer organization that raises funds to help children
battling brain cancer.
