A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE PARKS ADVISORY BOARD FOR TERMS AS
DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed as members of the Parks Advisory Board, each to serve a
term expiring April 13, 2004, or until the nominating Mayor or
Commissioner leaves office, whichever occurs first:

Section 2. The residency requirements contained in
Section 2-884 of the Code of the City of Miami, as amended, are
hereby waived with regard to the following members of the Park
Advisory Board, who are designated by the members of the board:
Steven E. Lefton, landscape architect category
Alfred Sanchez, representative of non-profit organization
category.
PASSED AND ADOPTED this 10th day of April, 2003.
This Administrative Act shall
become effective immediately.

The Parks Advisory Board was created to (1) To serve in an advisory capacity to the City
Commission; (2) To provide periodic review of budget, programming, beautification, security and physical
improvements as needed for all City park and recreational facilities and other public spaces managed or
owned by the City; (3) To hold an annual public review meeting and present an annual written report to the
Mayor, Commissioners, and the City Manager at a City Commission meeting; (4) To schedule regular site
visits to parks and consult with schools and neighborhood groups to obtain input and recommendations in
order to enhance the parks to benefit all residents; (5) To seek outside funding from foundations and other
sources for park beautification, purchase or redesign of additional park land, and equipment with assistance
of City staff; (6) To oversee the creation and function of a Miami Park Trust, if so created by the City
Commission, for the purpose of receiving donations to be used for enhancement of specific park projects;
(7) To hold periodic meetings and public programs at which public participation will be encouraged; (8) To
assure that the design of parks appeal to people of both genders and all ages, with particular attention to the
needs of people of diverse class and cultural background; (9) To assure that adequate park space is
provided to the public pursuant to the City's Master Plan which may be revised to reflect greater equity to
individual residential neighborhoods rather than citywide.
This board was restructured by Ordinance 12313, which passed on January 23, 2003. Eleven
appointments are needed at this time for members whose terms will expire on April 13, 2003:
• Vice Chairman Teele has two nominations for seats currently held by Sonny Armbrister
(appointed) and Sam Johnson (elected).
• Commissioner Regalado has two nominations for seats currently held by Carlos
Arboleya, Sr. (appointed) and Placido Debesa (elected).
• Chairman Winton has two nominations for seats currently held by Robert Flanders
(appointed) and Rick Walsh (elected).
• Commissioner Sanchez has two nominations for seats currently held by Sallye Jude
(appointed) and Joe Wilkins (elected).
• Commissioner Gonzalez has two nominations for seats currently held by Milagros Loyal
(appointed) and Mariano Cruz (elected).
• The Commission At -Large is requested to waive, by a four-fifths vote, the residency
requirement for the following ex officio, non-voting members, who are designated by the
members of the board:
1. Steven E. Lefton, serving as member of landscape architect category
2. Alfred Sanchez, serving as representative of non-profit organization category

• Mayor Diaz has one appointment to make for seat currently held by Alberto Lorenzo.
There are additionally a minimum of six members appointed by the board (there can be more than
two representatives of non-profit organizations):
1. One vacant seat for professional, City resident or a student (to be appointed by the
members of the board as a voting member)
2. One vacant seat for a citizen with professional knowledge of local history (to be
appointed by the members of the board as a voting member)
3. Albert Ruder serving ex officio as director of parks and recreation. non-voting member
4. Miguel A. Germain, serving as ex officio non-voting member designated by the board
for educator category
5. John Turner, serving as ex officio non-voting member designated by the board for
representative of non-profit organization
6. One vacant seat for specialist in recreation to serve as ex officio non-voting member
designated by the board
For your convenience, we are including a copy of the membership of the board prior to its being
restructured. Note that there are no longer elected members. By copy of this memorandum, we are
requesting that the Agenda Office place this issue on the April 10, 2003 Commission agenda.
