A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE OCCUPATIONAL LICENSE EQUITY STUDY
COMMISSION FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby

The Occupational License Equity Study Commission was created to recommend changes to the
Occupational License Tax Rates.
This is a new board reestablished by Resolution 03-39, which passed at the January 9, 2003
Commission meeting. This board had been created in November 15, 2001, but appointments were
not made by the City Commission. The Treasury section of the Finance Department is requesting
that this board be established as soon as possible (see copy of e-mail attached).
Members must be representative of the business community in the City of Miami. Three
original appointments are needed:
• Commissioner Teele has one nomination for current vacancy.
• Commissioner Regalado has one nomination for current vacancy.
• Chairman Winton has one nomination for current vacancy.
For your convenience, we are including a copy of the current membership list. By copy of this
memorandum, we are requesting the Agenda Office to place this issue on the April 10, 2003
Commission agenda.

Per your request, below is an overview/ reason for the necessity of the equity study commission:
Florida Statutes, Sec 205, provides that an equity study commission be established and members appointed before the
adoption of a reclassification and rate structure revision. The equity study commission shall then recommend a
classification system and rate structure for local occupational licenses. Subject to certain conditions, the rate structure
recommended may not be enacted by less than a majority plus one vote of the governing body and may increase the rates
of the occupational license taxes by up to 5 percent. This process may occur every other year. The last increase occurred
in 1999.
In light of the above, the need for the equity study commission to be established at this time is due to three factors 1) the
recommendations of the equity study commission may result in an additional $315,000 of revenues to the City for the
upcoming fiscal year 2) the City begins preparing for its occupational license renewal season (i.e. the renewal of
occupational licenses held by businesses and the related billing etc. of these licenses) towards the end of May;
consequently, an approved rate structure needs to be in place prior to commencing the renewal season and 3) the
reclassification and rate restructure revision of occupational license taxes will eliminate certain inequities in the
assessment of these taxes as well as inefficiencies in its administration.
