BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Thompson City Clerk DATE: March 14, 2003 FILE: SUBJECT: Occupational License Equity Study Commission REFERENCES: April 10, 2003 Agenda ENCLOSURES: Resolution The Occupational License Equity Study Commission was created to recommend changes to the Occupational License Tax Rates. This is a new board reestablished by Resolution 03-39, which passed at the January 9, 2003 Commission meeting. This board had been created in November 15, 2001, but appointments were not made by the City Commission. The Treasury section of the Finance Department is requesting that this board be established as soon as possible (see copy of e-mail attached). Members must be representative of the business community in the City of Miami. Three original appointments are needed: • Commissioner Teele has one nomination for current vacancy. • Commissioner Regalado has one nomination for current vacancy. • Chairman Winton has one nomination for current vacancy. For your convenience, we are including a copy of the current membership list. The equity study commission shall then recommend a classification system and rate structure for local occupational licenses. Subject to certain conditions, the rate structure recommended may not be enacted by less than a majority plus one vote of the governing body and may increase the rates of the occupational license taxes by up to 5 percent. This process may occur every other year. The last increase occurred in 1999.
