RESOLUTION NO. 03— 353
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO TATE ARGENTINEAN FESTIVAL, TO BE
HELD ON APRIL 27, 2003, AT BAYFRONT PARK;
AUTHORIZING THE WAIVER OF ALL WAIVABLE FEES
PERMISSIBLE BY LAW AND A GRANT, IN THE
AMOUNT OF $20,000, TO BE TRANSFERRED FROM
SPECIAL EVENTS ACCOUNT CODE
NO. 001000921054.289 TO THE BUDGET OF THE
BAYFRONT PARK MANAGEMENT TRUST FOR POLICE
AND FIRE -RESCUE SERVICES, IN AN AMOUNT NOT
TO EXCEED $10,000, AND TO COVER COSTS OF A
FIREWORKS DISPLAY IN AN AMOUNT NOT TO EXCEED
$10,000; SAID AUTHORIZATIONS CONDITIONED
UPON THE ORGANIZERS: (1) OBTAINING ALL
PERMITS REQUIRED BY LAW; (2) PAYING FOR ALL
OTHER NECESSARY COSTS OF CITY SERVICES AND
APPLICABLE FEES ASSOCIATED WITH SAID
FESTIVAL; (3) OBTAINING INSURANCE TO PROTECT
THE CITY IN THE AMOUNT PRESCRIBED BY THE
CITY MANAGER; AND (4) COMPLYING WITH ALL
CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY MANAGER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. All waivable fees permissible by law and a
grant, in the amount of $20,000 are authorized to be transferred

from Special Events Account Code No. 001000921054.289 to the
Budget of the Bayfront Park Management Trust, for Police and
Fire -Rescue Services, in an amount not to exceed $10,000, and to
cover the costs of a fireworks display, in a amount not to
exceed $10,000, for the Argentinean Festival to be held on
April 27, 2003, at Bayshore Park, Miami, Florida.
Section 2. The herein authorizations are conditioned
upon the organizers: (1) obtaining all permits required by law;
(2) paying for all other necessary costs of City services and
applicable fees associated with the Festival; (3) obtaining
insurance to protect the City in the amount prescribed by the
City Manager; and (4) complying with all conditions and
limitations as may be prescribed by the City Manager.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
�i If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

My name is Enrique A. Kogan and I am the original producer of the First Argentinean
Festival in Miami, Borida dated back to 1494.
I have been living in the United States for 22 years and I am so elated to be able to bring
our community together every year and share some of my Argentinean culture with the people of
The C"eater Miami.
Records will show that for the past four years the Festival has allmacW maAy PPopje not
only from Argentina, but also other Latin countries. Many Hotels in the area and South beach are
full during the event, with many Argentinean represents media, business, and others organizations.
This year am working on my five Festival which will be held on April 27, 2003 at
Ba
yfront ParrA statement was made by the last Argentinean Ambassador by the name of Diego
ellsr arrd I quote, " The largest Argentinean Festival in the World", and is the best
Latin Festivals presented at Bayfront Park", and declare by the New Time, "Best festival in
Mia=ni".
The Festival has been a great success in the past four years because of the many sponsors
who were willing to lend a hand and be part of our festivities. However, this year I have not
received as many sponsors, and I would like to request some kind of assistance from your
Department.
I would like to request an appointment as soon as possible to present myself in front of the
City of Miami Commission, for a review on reducing or eliminating the the following costs:
1- Bayfront Park
2- Police
3- Fire
4- other assistance
Is very important this matter, to be continued a sucesfull festival.

RECOMMENDATION
It is respectfully recommended the City Commission approve the Argentfneen
Festival's request to appropriate funds in the amount .not to exceed $10,000.00
from the Special Events fund for city services of police and fire personnel.
BACKGROUND
Mr. Enrique Kogan, President of The Argentinean Festival requests a, personal
appearance before the City Commission on April 1 &- 2003 to seek waivers of
funds in the amount not to exceed $10,000.00 for the event to be held at Bayfront
Park on April 27, 2003. The administration recommends $10,000.00 be allocated
from the Special Events fund to The Argentinean Festival. The Argentinean
Festival has been held each year at Bayfront Park since 1998. The event offers a
variety of entertainment, including music, food, exhibitions and children's activities.
