J-03-383 04/10/03 RESOLUTION NO. 03- 351 A RESOLUTION OF THE MIAMI CITY COMMISSION STRONGLY URGING THE LATIN ACADEMY OF RECORDING ARTS AND SCIENCES TO REFUSE TO RECOGNIZE OR INVITE ANY CUBAN ARTISTS TO ATTEND THE PRESENTATION OF THE LATIN GRAMMY AWARDS TO BE HELD IN THE CITY OF MIAMI ON SEPTEMBER 3, 2003, WHO REPRESENT, OR ARE AFFILIATED WITH, THE GOVERNMENT OF CUBA THAT IMPRISONED AT LEAST 60 CRITICS OF FIDEL CASTRO'S GOVERNMENT AND SENTENCED THEM TO AS MUCH AS 27 YEARS IN PRISON FOR ALLEGEDLY COLLABORATING WITH UNITED STATES DIPLOMATS TO UNDERMINE THE SOCIALIST SYSTEM, IN CULMINATION OF AN ABRIDGED ARREST, TRIAL, CONVICTION AND PUNISHMENT PROCESS THAT BEGAN AND ENDED IN LESS THAN THREE WEEKS; DIRECTING THE CITY CLERK TO IMMEDIATELY TRANSMIT A CERTIFIED COPY OF THIS RESOLUTION TO THE LATIN ACADEMY OF RECORDING ARTS AND SCIENCES. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The Latin Academy of Recording Arts and Sciences is strongly urged to refuse to recognize or invite any ( ,.. OF E ... APR 1 0 2003 0; _._351 Cuban artists to attend the presentation of the Latin Grammy Awards to be held in the City of Miami on September 3, 2003, who represent, or are affiliated with, the government of Cuba which imprisoned no less than 60 critics of Fidel Castro's government and sentenced them to as much as 27 years in prison for allegedly collaborating with the United States diplomats to undermine the Socialist system, in culmination of an abridged arrest, trial, conviction and punishment process that began and ended in less than three weeks. Section 2. The City Clerk is directed to immediately transmit a certified copy of this Resolution to the Latin Academy of Recording Arts and Sciences. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.11 1� If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. Bringing the 4th Annual Latin GRAMMY Awards to Miami was much more than a professional accomplishment; it was an act that brought me great personal satisfaction. • The Latin Recording Academy is a not for profit organization, founded in 1997 by the 18,000 members of the National Recording Academy of Recording Arts and Sciences to honor the excellence of the Latin music throughout the world. • The Latin Recording Academy is a membership -based association composed of 4,500 musicians, producers, engineers and other creative and technical recording professionals. • Having recently moved its headquarters to Miami, the Latin Recording Academy members include music professionals in Spanish- and Portuguese -speaking communities from around the world. 1 03- 351 • The Latin GRAMMYs are the only peer -presented awards to honor artistic achievement, technical proficiency and overall excellence in the Latin recording industry, without regard to album sales or chart position. • The Recording Academy is also a co-founder of the National Coalition for Music Education, an advocacy group of music educators and professionals who promote the value of music education, as well as the influence of music and the other arts on child development on a national, state and local level, and the Academy is a champion for the powerful healing influence of music therapy and its importance as a medical treatment. The Latin Recording Academy is implementing programs that seek to accomplish different educational goals. South Florida has been selected as an area where such programs are going to be launched for the benefit of the community. The Recording Academy and Latin Recording Academy's nonprofit charitable organizations, the MusiCares Foundation and the GRAMMY Foundation, help protect and support music people in crisis, and provide young people with music and arts -based education, as well as real world exposure to music and the music industry. A first educational project has been agreed with the Miami -Dade Community College and the Instituto Tecnologico de Monterrey, targeting up to 5,000 students at no cost for them and positioning Miami as a hub for a Virtual High School for the Arts. The Latin GRAMMY Awards are chosen through a four -stage process: entering, screening, nominating and final voting. o ENTERING: members and record companies enter recordings released during the eligibility year (April 2002 through March, 2003). o SCREENING: Reviewing sessions by experts are held to ensure that entered recordings meet specific qualifications and are placed in appropriate fields. (April, 2003). o NOMINATING: Nominating occurs after the more than 4,500 Academy's voting members receive the first-round ballots and entry lists. Members' votes result in five nominations in each category, and these Latin GRAMMY nominees are announced at a press conference. (End of July 2003) o VOTING: A second -round ballot determines the Latin GRAMMY winners. Ballots in both rounds are tabulated by an independent accounting firm and the final results are not known until the Latin GRAMMY Awards telecast presentation ceremony, where the accounting firm delivers the winners in sealed envelopes. This internationally televised event where Latin GRAMMY winners are revealed for the first time, will feature performances by many nominees, as well as appearances by other top recording artists. (September 3, 2003). Each one of the more than 4,500 voting members of the Academy exercises their right to vote with total freedom. The Latin Recording Academy coordinates and supervises the process but has no way of knowing results in advance. This carefully 2 03- 351 driven and closely observed process has given the GRAMMYs its high prestige since 1957. • The Board of Trustees of the Latin Recording Academy, elected Miami (South Florida) as the ideal place to celebrate the 4th Annual Latin GRAMMY Awards, and the ideal City to which to move its headquarters. Both measures position the Greater Miami area as a true capital of the Latin Entertainment world. By choosing Miami as the host city for such.an important international showcase, the Latin Recording Academy's sole purpose is to bring music, joy, jobs and business to this community. We are not a commercial entity. Our Academy does not seek profit or political positions. Many of the Trustees of our Board reside in Miami and we all share the love for our music, for this Country, this State, and the place many of us call home. Meanwhile, the date and host city for the 4th annual Latin Grammys are still to be determined. Miami, New York, Los Angeles, and San Juan, Puerto Rico, are in the running as hosts. The music awards show's venue has been Los Angeles since it began. The Latin Academy's new president is Gabriel Abaroa, formerly the volunteer vice chairman of the Latin academy's board of trustees. He also was chief executive of Wireless Latin Entertainment and formerly served as chief of the International Recording Industry Association of Latin America. Abaroa's team includes Luis Dousdebes, director of administration and finance; Ignacio Meyer, director of business development; and Marya Meyer, no relation, vice president of corporate and external affairs. The Latin academy has 4,000 members, including singers, musicians and record producers. It has outreach programs in Mexico, Brazil, Colombia, Argentina and Spain. The 2001 show was awarded to Miami but was moved back to Los Angeles after Cuban exile groups threatened to protest the event because performers from communist Cuba would have been allowed to perform. Organizers moved the show because of safety concerns. In 2000, Miami lost its chance because of a county ordinance preventing any organization that did business with Cuba from using county facilities. The law was later invalidated by a U.S. Supreme Court ruling.
