A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE APPROVAL OF THE PROCUREMENT AND PROVISION OF AIR TIME ACCESS AND PORT CHARGES FOR A VEHICLE LOCATION SYSTEM FROM ITURAN FLORIDA CORP./LIFETRAK FOR THE DEPARTMENT OF SOLID WASTE, UTILIZING AN EXISTING STATE OF FLORIDA NEGOTIATED AGREEMENT PRICE SCHEDULE NO. 7302387-2, EFFECTIVE THROUGH JULY 2, 2003, SUBJECT TO ANY EXTENSIONS OR REPLACEMENT CONTRACTS BY THE STATE OF FLORIDA, ON A CONTRACT BASIS FOR A ONE-YEAR PERIOD, WITH THE OPTION TO RENEW FOR TWO ADDITIONAL ONE-YEAR PERIODS, IN AN ANNUAL AMOUNT NOT TO EXCEED $40,000; ALLOCATING FUNDS FROM ACCOUNT CODE NO. 422001.320302.6.340. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The procurement and provision of air time access and port charges for a vehicle location system from Ituran Florida Corp./LifeTrak for the Department of Solid Waste is approved, utilizing existing State of Florida Negotiated Agreement Price Schedule No. 7302387-2, effective through July 2, 2003, subject to any extensions or replacement contracts by the State of Florida, on a contract basis for a one-year period, with the option to renew for two additional one-year periods, in an CITY COMMSMON MEETING OF APR 1 0- M1 Resolution No. 03- 344 annual amount not to exceed $40,000, with funds allocated from Account Code No. 422001.320302.6.340. Section 2. ENCLOSURES: FILE : It is respectfully recommended that the City Commission adopt the attached Resolution approving the procurement and provision of airtime access and port charges for a vehicle location system from Ituran Florida Corp./LifeTrak, utilizing an existing State of Florida Negotiated Agreement Price Schedule (SNAPS) No. 7302387-2, effective July 1, 2002 thru July 2, 2003, subject to any extensions or replacement contracts by the State of Florida, for one (1) year with the option to renew for two (2) additional one year periods, in an annual amount not to exceed $40,000.00, for the Department of Solid Waste. Funds are available from Account Code No. 422001.320302.6.340. BACKGROUND: The Department of Solid Waste purchased hardware and software from Teletrac, Inc. for a vehicle location system for their Operations Division to track existing equipment within their fleet in September and November 1999 respectively. This system would provide a more efficient and cost effective tracking mechanism to deploy and monitor equipment throughout the daily collection process. The authority to procure the air time access for this system fell under the SNAPS Agreement No. 9911506 which had a contract period from May 9, 1999 thru May 7, 2000 which was replaced by SNAPS Agreement No. 9912086-1 which had a contract period from July 7, 2000 thru July 6, 2001. Subsequently this Agreement was replaced by SNAPS Agreement 9912086-2 which had a contract period from July 7, 2001 thru July 2, 2002. The Department is seeking to utilize this SNAPS agreement, or any replacement thereof, for one (1) year with the option to extend for two (2) additional one-year periods. Effective July 1, 2002, due to renewal issues between Teletrac, Inc. and LifeTrak Frequency Network, all contractual relationships and obligations between Teletrac, Inc. and its Radio Frequency (RF) customers were assigned to Ituran Florida Corp./LifeTrak. At this juncture, LifeTrak has an existing SNAPS Agreement with the same terms and conditions. Dear Customer: For over a decade, Teletrac, Inc. ("Teletrac") has provided quality vehicle location and fleet management services utilizing Radio Frequency ("RF") technology to its customers in the State of Florida. As you may be aware, in May of 2000, Teletrac's RF networks in Florida were sold to Ituran Florida Corp.-LifeTrak ("LifeTrak"). For the past two years LifeTrak has been operating and maintaining the RF network that your Teletrac vehicle location units ("VLUs") have been utilizing. Recently thio terms for Tel etrac's use of the LifeTrak RF network carne up for renewal. Unfortunately, the terms proposed were such that it was no longer economically feasible for Teletrac to carry on providing RF services in the State of Florida. Effective July= 1, 2002, all contractual relationships and obligations between Teletrac and its RF customc3s have been assigned to LifeTrak thus making LifeTrak the sole source of RF based vehicle location sen -ices in the State of Florida. This was the only way that Teletrac could maintain the value of your investment by insuring that your VLUs would continue to operate via the same network that they have been utilizing for many years. Florida is a unique situation to Teletrac as Florida is the only market in which Teletrac operates that it does not have exclusive control of the RF networks. Teletrac will continue to provide RF services throughout the country in markets where Teletrac maintains exclusive control of its RF networks. Teletrac will continue to provide vehicle location and fleet management solutions utilizing GPS and other technologies in the State of Florida. Most customers will begin receiving their monthly invoices from LifeTrak beginning September 1, 2002. You will soon be contacted by a representative of LifeTrak in order to set up an appointment to facilitate the transition to the LifeTrak fleet management solution as well as to answer any questions you might have.
