A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING VICTOR I. IGWE AS THE
INDEPENDENT AUDITOR GENERAL OF THE CITY OF
MIAMI, FLORIDA, FOR A FOUR YEAR PERIOD,
COMMENCING MAY 1, 2003.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. Victor I. Igwe is appointed as the
Independent Auditor General of the City of Miami, Florida, for a
four year period, commencing May 1, 2003.
PASSED AND ADOPTED this 10th day of April , 2003.
THIS ADMINISTRATIVE ACT SHALL
BECOME EFFECTIVE IMMEDIATELY.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
by appointing the current Director of the Office of Internal Audits (OIA) to the position
of the Independent Auditor General (IAG). The current Director of the OIA who
assumed that position on April 19, 1999, has the required qualifications and the work
experience for the new IAG's position. He also has in-depth knowledge of the City's
financial accounting systems, programs, activities and various functions. The OIA
under the leadership of the current Director has proven audit track record. The audit
efforts and activities of the OIA have added tremendous value to the City's governance
process. Therefore, to ensure continuity of this value to the City, we recommend that
the current Director of the OIA assume the position of the IAG.
BACKGROUND
The Audit Advisory Committee (AAC) presented its findings and recommendations to
the Commission in the Commission meeting of February 27, 2003, pursuant to the
implementation of the Office of the IAG. The AAC recommended that the current
appropriation and the existing staff of the Office Internal Audits be combined into the
new Office of the IAG.
Oualifications of the IAG
Section 48(b) of the City Charter, which provides for the qualification of the IAG states
that:
"At the time of appointment, the IAG shall have and maintain an active license,
shall be certified under the Public Accountancy Law in Florida, and shall have
sufficient experience in governmental accounting and auditing practices."

Oualifications of the Director of the Office of Internal Audits:
Possession of a current CPA license in accordance with Section 473.308, Florida
Statute, or a Certified Internal Auditor certification issued by the Institute of Internal
Auditors, plus a minimum of 10 years of experience which demonstrates professional
competence and thorough knowledge of the generally accepted principles and practices
in the accounting, finance, auditing and management fields. Five years of the required
experience must have involved supervision of staff responsible for performing
accounting and/or auditing duties. It is preferable that the experience be in the public
sector.
Therefore, it is appropriate for the current Director of the OIA to assume the position
of the IAG.
FISCAL EMPACT: The annual operating cost for an additional Internal Audit
function would be saved.

NOTICE OF PUBLIC HEARING
The Commission of the City of Miami, Florida will consider on April 10, 2003 at 9:10
a.m., at City Hall, located at 3500 Pan American Drive, Miami, Florida a proposed
resolution to appoint Victor Igwe as the Independent Auditor General of the City of
Miami, Florida, for a four year period.
All interested persons are invited to appear and be heard concerning this proposed
appointment. Should any person desire to appeal any decision of the City Commission
with respect to any matter considered at this hearing, that person shall ensure that a
verbatim record of the proceedings is made, including all testimony and evidence upon
any appeal may be based.
