RESOLUTION NO. 03— 324
A RESOLUTION OF THE MIAMI CITY COMMISSION
DIRECTING THE CITY MANAGER TO INSTRUCT THE
DEPARTMENT OF INTERNAL AUDITS TO CONDUCT A
FULL AND COMPLETE AUDIT OF THE CITY OF MIAMI
COMMUNITY REDEVELOPMENT AGENCY ("CRA") AND
ALL ASSOCIATED FIDUCIARY AGENTS, TO INCLUDE,
BUT NOT LIMITED TO, SPECIFIC CONCERNS AS SET
FORTH HEREIN; DIRECTING THAT THE AUDIT BE
INITIATED IMMEDIATELY, AND PROGRESS
UNINTERRUPTED THROUGH COMPLETION; FURTHER
DIRECTING THAT FUNDING FOR THE AUDIT BE
ALLOCATED FROM TAX INCREMENT FUNDS OF THE
OMNI AND SOUTHEAST OVERTOWN/PARK WEST CRA
AREAS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is directed to instruct the
Department of Internal Audits to conduct a full and complete
audit of the City of Miami Community Redevelopment Agency ("CRA")
and all associated fiduciary agents, the audit to include, but
not be limited to, the following concerns:

a. financial matters;
b. contracts, grants and loans;
c. personnel issues to include adequacy of staff and
credentials to perform work and tasks assigned;
d. capital projects to include adequacy of project
files, compliance with contracts, Requests for
Services, Work Orders, Notices to Proceed, Change
Orders, Financial Draws, Close Out of Projects,
and Deliverables;
e. status of directions from the Board of Directors;
and
f. status of contracts and related issues referred to
the General Counsel and the Special Counsel; and
g. status of U.S. Department of Housing and Urban
Development ("HUD") compliance.
Section 2. The City Commission further directs that the
audit be initiated immediately and progress uninterrupted through
completion, and that funding for the audit be allocated from Tax
Increment Funds of the Omni and Southeast Overtown/Park West CRA
areas.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
�i If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.
