RESOLUTION NO. 03— 283
A RESOLUTION OF THE MIAMI CITY COMMISSION
CERTIFYING THAT THE REHABILITATION OF THE
LITTLE HAITI COMMUNITY CENTER LOCATED AT 181
NORTHEAST 82nd STREET, MIAMI, FLORIDA, AND
THE CONSTRUCTION OF A NEW 16 -UNIT AFFORDABLE
RENTAL HOUSING PROJECT LOCATED AT 6601
NORTHEAST MIAMI PLACE, MIAMI, FLORIDA,
LOCATED IN THE LITTLE HAITI NEIGHBORHOOD, AS
COMPLETED AND AS PROPOSED TO BE DEVELOPED,
RESPECTIVELY, BY THE LITTLE HAITI HOUSING
ASSOCIATION, INC. ARE CONSISTENT WITH THE
FIVE-YEAR CONSOLIDATED PLAN (1999-2004);
FURTHER DIRECTING THE CITY MANAGER TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE
STATE OF FLORIDA OFFICE OF TOURISM, TRADE
AND ECONOMIC DEVELOPMENT.
WHEREAS, a severe shortage of affordable housing exists for
families and individuals within the range of low and
moderate -income in the City of Miami; and
WHEREAS, the City Commission recognizes that the
participation of both the public and private sectors is
necessary to foster the development of affordable housing in the
City to families and individuals of low and moderate -income; and

WHEREAS, Little Haiti Housing Association, Inc. ("LHHA")
has completed the rehabilitation of the Little Haiti Community
Center, located at 181 Northeast 82nd Street, Miami, Florida,
which provides public services such as homeownership assistance,
affordable rental housing assistance, community organizing and a
community garden project as well as housing the computer skills
clubhouse and the offices of LHHA, in conformity with the
Five -Year Consolidated Plan (1999-2004); and
WHEREAS, LHHA is proposing the new construction of a
16 -unit over parking affordable rental housing project in the
Little Haiti neighborhood located at 6601 Northeast Miami Place,
Miami, Florida, in conformity with the Five -Year Consolidated
Plan (1999-2004); and
WHEREAS, pursuant to Section 220.183 of the Florida
Statutes, the Community Contribution Tax Credit Program provides
an incentive to encourage Florida corporations to make donations
toward community development and low-income housing projects to
eligible sponsors of such projects; and
WHEREAS, Little Haiti Housing Association, Inc. wishes to
become an eligible sponsor;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The rehabilitation of the Little Haiti
Community Center located at 181 Northwest 82nd Street, Miami,
Florida and the construction of a 16 -unit affordable rental
housing for low and moderate -income families and individuals, as
completed and as proposed to be developed, respectively, by the
Little Haiti Housing Association, Inc. are consistent with the
Five -Year Consolidated Plan.
Section 3. The City Manager is directed to transmit a
copy of this Resolution to the State of Florida Office of
Tourism, Trade and Economic Development.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'

effective at the end of ten (10) calendar days from the date it
was passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
certifying that the rehabilitation of the Little Haiti Community Center located at 181 N.E. 82nd
Street in the Little Haiti neighborhood and the new construction of a 16 -unit affordable rental
housing project located at 6601 N.E. Miami Place in the Little Haiti neighborhood, as completed
and as proposed to be developed, respectively, by Little Haiti Housing Association, Inc. are
consistent with the Five -Year Consolidated Plan (1999-2004); and further directing the City
Manager to forward a copy of this Resolution to the State of Florida Office of Tourism, Trade
and Economic Development.
BACKGROUND:
There exists a severe shortage of housing within the affordability range of families and
individuals of low- and moderate -income in the City of Miami. The participation of both the
public and private sectors is necessary to foster the development of housing affordable to low -
and moderate -income families and individuals in the City. The Community Contribution Tax
Credit Program, as established in Section 220.183 of the Florida Statutes, provides an incentive
to encourage Florida corporations to make donations toward community development and low
income housing projects to eligible sponsors of such projects.
Little Haiti Housing Association, Inc. (LHHA) is seeking to become an approved sponsor of the
State Community Contribution Tax Credit Program. Their goal is for corporations located
anywhere in Florida to make donations to LHHA's projects and receive a tax credit equal to fifty
percent (50%) of the value of the donation. This will reduce project costs and benefit low- and
moderate -income families and individuals in the City of Miami.
The two projects proposed for corporate donations are (1) the rehabilitation of the Little Haiti
Community Center and (2) the new construction of a 16 -unit affordable rental housing building.
The developer for both projects is Little Haiti Housing Association, Inc.
The rehabilitation of the Little Haiti Community Center has already been completed. LHHA is
seeking to retire existing loans in the amount of $350,000 used to fund the project. The Little
Haiti Community Center is located at 181 N.E. 82nd Street in the Little Haiti neighborhood and
provides public services such as homeownership assistance, affordable rental housing assistance,

community organizing and a community garden project as well as housing the computer skills
clubhouse and the offices of LHHA.
The new construction of the 16 -unit (over parking) affordable rental housing project located at
6601 N.E. Miami Place also in the Little Haiti neighborhood, is in the pre -development stage.
LHHA is seeking $250,000 in donations to replace a construction loan which would allow the
rents to be set at an affordable level for low- and moderate -income families and individuals.
It is recommended that the City Commission adopt the attached Resolution certifying that the
rehabilitation of the Little Haiti Community Center and the new construction of a 16 -unit
affordable rental housing project, as completed and as proposed to be developed, respectively, by
Little Haiti Housing Association, Inc. are consistent with the Five -Year Consolidated Plan
(1999-2004); and further directing the City Manager to forward a copy of this Resolution to the
State of Florida Office of Tourism, Trade and Economic Development.
The proposed Resolution does not have a budgetary impact on the General Fund or the
Department of Community Development.

The Miami City Commission will hold a Public Hearing to discuss issues relating to
the Community Development Block Grant Program (CDBG) and other HUD
programs. The Public Hearing will be held:

The City Commission Meeting Agenda will include the following items relating to the
CDBG Program:
1. Discussion and proposed resolution approving the policies related to the
Housing Development category of the 29th Year CDBG Program and the
HOME Investment Partnership (HOME) Program.
2. Discussion and proposed resolution approving the policies related to the
Economic Development category of the 29th Year CDBG Program.
3. Discussion and proposed resolution approving the policies related to the
Public Services category of the 29th Year CDBG Program.
4. Discussion and proposed resolution directing the allocation of $10,140.000
of the 29th Year CDBG Program funds and $1,000,000 of program income to
support City municipal services and related activities for the 29th Program
Year.
5. Discussion and proposed resolution allocating $440,000 of Fiscal Year 2003-
2004 Emergency Shelter Grant (ESG) funds by specifically allocating
$426,600 to be offered through the Request for Proposals (RFP) process
and $13,200 for the Administration of grant related activities.
6. Discussion and proposed resolution allocating CDBG funds from the District
5 Little Haiti Job Creation Pilot Project set-aside in the amount of $90,000 to
Super Kids Christian Day Care, Inc., $90,000 to Tender Loving Christian Day
Care Center Inc. and $90,000 to Weberrnan's Traditional Foods, Inc. in the
form of five (5) year deferred, forgivable loans with the provision that the
funds be used to create and maintain new employment opportunities for
residents of the Little Haiti neighborhood for a period of five (5) years.
7. Discussion and proposed resolution certifying that the rehabilitation of the
Little Haiti Community Center located at 181 N.E. 82nd Street in the Little
Haifi neighborhood and the new construction of a 16 -unit affordable rental
housing project located at 6601 N.E. Miami Place in the Little Haiti
neighborhood, as completed and as proposed to be developed, respectively,
by Little Haff Housing Association, Inc. are consistent with the Five -Year
Consolidated Plan (1999-2004).
8. Discussion and proposed resolution reallocating 28th Year CDBG funds in
the category of Historic Preservation in the amount of $75,000 from the City
of Miami Planning Department — Historic Preservation Activities to City of
Miami Retired Police Officers Community Benevolent Association, Inc.
9. Discussion and proposed resolution amending Resolution No. 02-1133,
adopted at the City Commission Meeting of October 10. 2002, relating to the
allocation of $2.223,400 of 28th Year CDBG Program funds in the Economic
Development category and amending Resolution No. 02-775, adopted July
8, 2002, relating to the allocating of $1,117,500 of 28th Year CDBG Program
funds in the Housing Development category, by transferring District 1 funds
in the amount of $50.000 from the District 1 Economic Development Pilot
Projects reserve fund in the category of Economic Development to
Allapattah Business Development Authority, Inc. in the category of Housing
Development for the 28th Program Year beginning October 1, 2002.
1 o. Discussion and proposed resolution amending Resolution No. 99-204,
adopted March 23, 1999, which appointed the City's Housing Opportunities
for Persons with AIDS ('HOPWA") Program administrator to serve as a voting
member of the Miami -Dade HfV1A1DS Partnership and the Director of the
Department of Community Development, or designee. to serve as an
alternate member, by changing said appointments such that the Director of
the Department of Community Development, or designee, is appointed to
serve as a voting member of the Partnership and the Assistant Director of
the Department of Community Development is appointed to serve as an
alternate member.
Interested individuals are encouraged to attend this Public Hearing. The meeting site
is accessible to the handicapped.
