A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER'S ENGAGEMENT OF
EDWARDS AND KELLEY, INC., SELECTED FROM THE
LIST OF PRE -APPROVED LIST OF ENGINEERING
FIRMS, APPROVED BY RESOLUTION NO. 02-144, FOR
THE DESIGN DEVELOPMENT PREPARATION OF BIDDING
AND CONSTRUCTION DOCUMENTS, CONSTRUCTION
ADMINISTRATION, AND POST -CONSTRUCTION
ADMINISTRATION CONSULTING SERVICES RELATED TO
THE SOUTHWEST 16TH TERRACE STREET
IMPROVEMENTS PROJECT, AT SPECIFIC COSTS TO BE
DETERMINED BY (1) THE SCOPE OF SERVICES
REQUIRED FOR SAID PROJECT, AND (2) TERMS AND
CONDITIONS SET FORTH IN THE AGREEMENT WITH
EDWARDS AND KELLEY, INC. EXECUTED PURSUANT TO
RESOLUTION NO. 02-144; AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE; AND ALLOCATING FUNDS IN AN
AMOUNT NOT TO EXCEED $250,000 FOR SERVICES
AND EXPENSES INCURRED BY THE CITY, FROM
CAPITAL IMPROVEMENT PROJECT NO. 341206,
ENTITLED "SOUTHWEST 16TH TERRACE STREET
IMPROVEMENTS."
WHEREAS, the Administration has determined that it requires
the professional assistance of an engineering firm to assist in
the preparation of an action plan and implementation of the
Southwest 16th Terrace Street Improvements project; and

WHEREAS, it is necessary for the City Manager to negotiate
and execute Professional Services Agreements with Edwards and
Kelcey, Inc., consultants from the list of pre -approved
professional consultants, approved by Resolution No. 02-144; and
WHEREAS, funds for professional consultants and additional
professional services and related expenses in a total amount not
to exceed $250,000 are available from Capital Improvement Project
No. 341206;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated herein as if fully set forth in this Section.
Section 2. The City Manager's engagement of Edwards and
Kelcey, Inc., selected from the list of pre -approved professional
consultants, approved by Resolution No. 02-144 is authorized, for
the design development, preparation of bidding and construction
documents, construction administration and post -construction
administration consulting services related to the Southwest 16th
Terrace Street Improvements Project at specific costs to be
determined by (1) the scope of services required for said

project, and (2) terms and conditions set forth in the agreement
executed with Edwards and Kelcey, Inc., pursuant to Resolution
No. 02-144, with funds, in an amount not to exceed $250,000 for
services and expenses incurred by the City, allocated from
Capital Improvement Project No. 341206, entitled "Southwest 16th
Terrace, Street Improvements."
Section 3. The City Manager is further authorizedll to
execute the necessary documents, in a form acceptable to the City
Attorney, for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayoral

all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.
2i If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

RECOMMENDATION
it is recommended that the City Commission adopt the attached
Resolution authorizing the City Manager to negotiate and execute, in a
form acceptable to the City Attorney, a Professional Services Agreement
with Edwards and Kelcey, Inc. professional consultants, for professional
services in a total amount not to exceed $250,000.00 for expenses related
to the SW 16th Terrace Street Improvements project.
BACKGROUND
The Department of Capital improvements has analyzed the need to enter
into an agreement with an engineering consultant for the Street
Improvements necessary for the SW 16th Terrace. The project consists of
preparing drawings and specifications for the upgrading of the existing
local drainage system and the improvement of the roadway. Edwards and
Kelcey, Inc. was selected from the Department of Capital Improvements
list of pre -approved consultants. Negotiation for the cost of professional
services, not to exceed $250,000.00, which includes design development,
construction documents, bidding and negotiation phase, administration
of the construction contract, and post construction administration, is
necessary to ensure that the City receives an equitable proposal. Funds
have been identified from CIP project #341206 entitled "SW 16th Terrace
Street improvements" as appropriated by Capital Improvements Ordinance
No. 12280 as amended.

Civil Engineering Design Services Proposal
Dear Mr Avino:
As requested, I am pleased to provide you with this revised proposal for Professional Civil
Engineering Services, concerning the above referenced project.
The scope of work will consist of the following:
1. EDWARDS & KELCEY, Inc. (EK) will retain the services of High Surveying and
Mapping, Inc. to perform a topographic survey of approximately $2,100 LF of
roadway, based on and in accordance with the scope of Surveying Services and
Within the limits as described and depicted in Exhibit "A�.
2. EDWARDS & KELCEY, Inc. (EK) will retain the services of HR Engineering Services,
Inc. to perform the following services (refer to Exhibit "B"):
• Perform 3 constant head percolation test to 15 feet The test will be performed in general
accordance with SFWMD procedures.
• Perform 3 shallow boring to determine the thickness of the existing pavement and the
subgrade to a depth of 5 feet
• Provide (3) signed and sealed sets of the test report. One signed and sealed copy of the
report will be submitted to the City of Miami, Department of Public Works.
3. EDWARDS & KELCEY, Inc. (EK) will perform the following services:
• EK will submit written request for. utility information (Record as-builts, etc.) to the appropriate
utility agencies, including obtaining available records from the City of Miami Department of
Public Works. EK will review the utility data received, combine with the topographic survey
and prepare the engineering base -drawings required for the engineering design.
• EK will design and prepare the necessary construction documents for either Roadway
Reconstruction and Drainage Improvements, technical specifications and an statement of
probable construction cost estimate required within the project area. EK will provide the
required deliverables to the City of Miami Department of Capital Improvements as required.
• Ek will provide assistance to the City during the Bidding and Award of Contract

• Ek will provide Construction Administration Services and Field Inspections Services during
the duration of the construction of the project. Note that this proposal assumed six (6) month
construction times. Should this time be extended, then additional funds will be required.
4. EDWARDS & KELCEY, Inc. (EK) is excluding of this task order, the following:
• This proposal does not include hydraulic analysis, modifications or design of the existing
storm outfalls and associated secondary storm system, located upstream or downstream of
the project limits.
• This proposal does not include landscaping, irrigation, and street lighting plans.
• In the event a permitting process fee or printing expenses are incurred, such expenses will
be covered as reimbursable expenses.
• This project does not include any overtime hours during construction. Should this be
required, then additional funds will be required.
• This proposal does not include any surveying during construction and/or field laboratory
testing. Should this be required, then additional funds will be required.
The total Lump Sum fee proposed for our basic services is $244,900.00.
