A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE ROLLOVER OF FUNDS, IN THE
AMOUNT NOT TO EXCEED $31,871, FROM FISCAL
YEAR 2001-2002 TO 2002-2003, FROM THE 2000
SUPER NOFA SUPPORTIVE SERVICES GRANT AWARDED
TO THE HOMELESS PROGRAM BY THE UNITED STATES
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
THROUGH MIAMI-DADE COUNTY HOMELESS TRUST;
AUTHORIZING THE CITY MANAGER TO AMEND THE
EXISTING WORK PROGRAM AND BUDGET TO REFLECT
THE ROLLOVER OF SAID FUNDS.
WHEREAS, to improve its internal financial management and
reporting systems, particularly pertaining to the City of
Miami's ("City") federal grant programs, a process was
established to close accounts that have been completed at the
end of the Fiscal Year and rollover funds to the next Fiscal
Year for activities that have not been completed; and
WHEREAS, Ordinance No. 12088, adopted July 10, 2001,
allocated $784,602 for three years from the United States
Department of Housing and Urban Development through the
Miami -Dade County Homeless Trust to the City's Homeless Project;
and

WHEREAS, this grant consisted of resources in the amount of
261,534 per year for three years; and
WHEREAS, it has been determined that $31,871 of funds
allocated to the City's Homeless Program from the first year of
a three year grant was not expended by the end of the City's
Fiscal Year ending September 30, 2002; and
WHEREAS, to effectively carry out its outreach activities
to the homeless population, it is recommended that the
unexpended funds be rolled over to Fiscal Year 2002-2003;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The rollover of funds, in the amount of
$31,871, from Fiscal Year 2001-2002 to 2002-2003, from the 2000
Super NOFA Supportive Services Grant awarded to the Homeless
Program by the United States Department of Housing and Urban
Development through Miami -Dade County Homeless Trust, is
authorized.

Section 3. The City Manager is authorizedll to amend the
existing Work Program and budget to reflect the rollover of said
funds .
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayoral

RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and the City Commission adopt
the attached resolution to Roll Over unexpended Revenues of $31,871.00 from fiscal year
2001-2002 to 2002-2003 from the 2000 Super NOFA Supportive Services Grant awarded
to the Homeless Program by the United States Department of Housing and Urban
Development through the Miami -Dade County Homeless Trust.
BACKGROUND
The Miami Homeless Assistance Program was awarded a three-year grant in 2001 from
the United States Department of Housing and Urban Development through the Miami -
Dade County Homeless Trust. This award was accepted and adopted by Ordinance
#12088 on July 10`'', 2001 by the City of Miami Commission. As the City of Miami's
fiscal year is October 1 through September 30, and the program year for the Supportive
Services Grant is from June 1 through May 31, it is necessary to roll over the remaining
budgeted funds to this year's fiscal budget in order to continue funding the Miami
Homeless Assistance Program at its current level of services.

AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING A NEW SPECIAL REVENUE
FUND ENTITLED "2000 SUPER NOFA SUPPORTIVE
SERVICES GRANT FUND"; APPROPRIATING FUNDS IN
THE AMOUNT OF $261,534 EACH YEAR FOR THREE
YEARS FOR A TOTAL OF $784,602, CONSISTING OF
A GRANT FROM THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT, THROUGH THE
MIAMI-DADE COUNTY HOMELESS TRUST, TO PROVIDE
OUTREACH, INFORMATION, REFERRAL, ASSESSMENT
AND PLACEMENT SERVICES TO HOMELESS
INDIVIDUALS; AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT AND TO EXECUTE ALL NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY; AND AUTHORIZING THE EXPENDITURE OF
SAID GRANT FOR THE OPERATION OF THE MIAMI
HOMELESS ASSISTANCE PROGRAM; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following Special Revenue Fund is
established and resources are appropriated as described herein:

Section 2. This appropriation is contingent upon receipt
of the grant from the Miami -Dade County Homeless Trust and the
City Manager's acceptance.
Section 3. The City Manager is authorized=� to accept
the grant and to execute all necessary documents, in a form
acceptable to the City Attorney.
Section 4. The expenditure of these grant funds is
authorized for the operation of the Miami Homeless Assistance
Program.
Section 5. These authorizations shall remain valid and
outstanding even if the anticipated grant award is reduced or
increased.
Section 6. All Ordinances or parts of Ordinance insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are hereby repealed.
Section 7. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 8. This Ordinance is hereby declared to be an
emergency measure on the grounds of urgent public need for the
preservation of peace, health, safety, and property of the City
of Miami, and upon the further grounds of the necessity to make
the required and necessary payments to its employees and

officers, payment of its debts, necessary and required purchases
of goods and supplies, and to generally carry on the functions
and duties of municipal affairs.
Section 9. The requirements of reading this Ordinance on
two separate days is hereby dispensed with an affirmative vote of
not less that four-fifths of the members of the Commission.
Section 10. This Ordinance shall become effective
immediately upon its adoption and signature of the Mayoral
