HomeMy WebLinkAboutR-03-0253J-03-192 03/24/03 RESOLUTION NO. 0 2 5. 3 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF THE POLICE EXPLORERS PROGRAM TO ASSIST WITH EXPENSES RELATED TO THE OPERATION OF THE PROGRAM, IN AN AMOUNT NOT TO EXCEED $50,000; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH FLORIDA STATE STATUTES, CHAPTER 932.7055, (2002), AS AMENDED; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Funding of the Police Explorers Program to assist with expenses related to its operation, in an amount not to exceed $50,000, is authorized, with funds allocated from the Law Enforcement Trust Fund, Project No. 690001, such expenditures having been approved by the Chief of Police as complying with Florida State Statutes, Chapter 932.7055 (2002), as amended. Pursuant to the provisions of Section 92.7055(c), Florida Statutes (2002), the recipient, Police Explorers Program, shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain proper accounting records for the expenditure of such monies, and (3) provide any reports, including, but not limited to audit reports, as may be required by the City of Miami or applicable law. Section 3. The City Manager is authorizedllto execute an Agreement, in a form acceptable to the City Attorney, for said purpose. Section 4. Funding is to be provided from the Law Enforcement Trust Fund, Project Number 690001. BACKGROUND The purpose and objective of the Police Explorers Program is to provide the young men and women within the Miami area an opportunity to gain an insight into a career in law enforcement, and to stimulate interest in and give consideration to further training and education for a law enforcement career. The Police Explorers fulfill an important role in the drug awareness and prevention movement by informing the youth of the community about the perils of substance abuse. This knowledge is disseminated through classroom presentations and distribution of drug information booklets at many community events. The Police Explorers also assist police personnel in crowd, traffic and pedestrian control during football games, parades, bicycle races, walk-a-thons, and other public events. Funding For Explorer Program ;3FF RFNCES ENCLOSURES: The purpose and objectives of the Miami Police Explorer Program is to provide the young men and women of the Miami area an opportunity to gain an insight into a career in law enforcement,' and to stimulate interest in and give consideration further training and education for a law enforcement career. We wish to instill within the Explorer a genuine wish to demonstrate desirable habits, attitudes, and practice as contributing members of society. We want them to explore as many phases of law enforcement as possible in order to assist them in selecting the area they would best excel and be happiest in, and to work towards the development of character, good citizenship and a strong healthy body. All Police Explorers, after being accepted into the program undergo training in a basic Law Enforcement Academy. This formal training is followed by classes once a week at the Miami Police Station. After they pass tests of their knowledge and maturity, they continue they're training on riding assignments with different sections of the Police Department. Explorers also assist police personnel in crowd, traffic, and pedestrian control, football games, parades, bicycle races, walk-a-thons, and other public events. The Explorers fulfill an important role in the drug awareness and prevention movement by informing the youth of the community about the perils of substance abuse. Also to award those Explorers that have gone beyond the call of duty and represented the Explorer Program in an exem- plary manner with a gift to all explorers. Must be physically sound. Must be a minimum of 14 years of age Must be a full time student, and may remain in the Explorer Program throughout his/her years.
