A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE FUNDING OF THE POLICE
ATHLETIC LEAGUE ("PAL") PROGRAM, TO ASSIST
WITH EXPENSES RELATED TO THE OPERATION OF THE
PROGRAM, IN AN AMOUNT NOT TO EXCEED $510,000;
ALLOCATING FUNDS FROM THE LAW ENFORCEMENT
TRUST FUND, PROJECT NO. 690001, SUCH
EXPENDITURES HAVING BEEN APPROVED BY THE
CHIEF OF POLICE AS COMPLYING WITH SECTION
932.7055, FLORIDA STATUTES (2002), AS
AMENDED.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The funding of the Police Athletic League ("PAL")
Program to assist with expenses related to the operation of the
Program, in an amount not to exceed $510,000, is authorized, with
funds allocated from the Law Enforcement Trust Fund, Project
No. 690001, such expenditures having been approved by the Chief of
Police as complying with Section 932.7055, Florida Statutes
(2002), as amended.

Section 2. Pursuant to the provisions of Section
932.7055(c), Florida Statutes (2002), the recipient, PAL, shall
(1) certify that the funds appropriated will be used lawfully and
for the purpose stated, (2) be required to maintain proper
accounting records for the expenditure of such monies, and (3)
provide any reports, including, but not limited to, audit
reports, as may be required by the City of Miami or applicable
law.
Section 3. The City Manager is authorizedl� to execute
an agreement, in a form acceptable to the City Attorney, with PAL
for allocation of the funds.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor Y
The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
ai If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
a contribution to the Police Athletic League (PAL) Program, in an amount not to exceed $510,000,
to continue its year round seasonal sports and recreational program within selected City of Miami
parks, as well as, their educational after-school program.
Funding is to be provided from the Law Enforcement Trust Fund, Project Number 690001.
BACKGROUND
The Police Athletic League ("PAL") currently provides several programs that merge sports and
recreation with good citizenship activities; supplemented by substance abuse education, tutoring
and career counseling. PAL serves over 2,000 youths, between the ages of 8 and 18, through
seasonal sports and other programs within the City of Miami. Examples of these programs include
sporting events, homework club, computer training, safety presentation (crime prevention, first aid,
and civics), youth talent shows, and other types of organized activities.
PAL is requesting funding for its recreational staff who supervise programs being offered within
City parks located in the North, Central and South districts. PAL personnel will monitor all
activities in conjunction with City of Miami Parks and Recreation on-site staff, plan and organize
recreational/educational activities, and promote PAL sponsored events within City parks. Funding
will also be utilized to purchase participants uniforms, equipment needed for recreational activities,
computers and educational software, as well as, cover other expenses associated with program
activities. This is an innovative approach to supplement existing resources and provide for a safer
environment for the youth of our community.
