A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR GRANT FUNDING TO THE FLORIDA INLAND NAVIGATION DISTRICT ("FIND") WATERWAYS ASSISTANCE PROGRAM, ATTACHED AND INCORPORATED, IN AN AMOUNT NOT TO EXCEED $700,000, FOR THE BICENTENNIAL PARK SHORELINE STABILIZATION PROJECT -STAGE I; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT WHEN AWARDED, AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, SUBJECT TO CERTAIN TERMS AND CONDITIONS; FURTHER AUTHORIZING THE ALLOCATION OF FUNDS, IN AN AMOUNT NOT TO EXCEED $700,000, AS THE CITY'S REQUIRED MATCHING FUNDS FOR AWARD OF THE GRANT FROM CAPITAL IMPROVEMENTS PROJECT NO. 331418, ENTITILED "BICENTENIAL PARK IMPROVEMENTS," AS APPROPRIATED BY THE HOMELAND DEFENSE/NEIGHBORHOOD IMPROVEMENT BOND PROGRAM. WHEREAS, the City of Miami wishes to restore the shoreline at and around Bicentennial Park and has identified contractors for its Bicentennial Shoreline Restoration Project ("Project"); FiTI WHEREAS, the estimated cost of Phase I of the Project is $1.4 million; and (4�('�� 9' i rf •.tiF v,aJAj. l • FEB 2 7 ansa Resolution No. 03- 237 WHEREAS, the City wishes to apply for grant funding from the Florida Inland Navigation District ("FIND") for the Project in the amount of fifty percent (50%) of the actual cost of the Project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized!' to submit an application for grant funding to the Florida Inland Navigation District ("FIND") Waterways Assistance Program, in an amount not to exceed $700,000, for the Bicentennial Park Shoreline Stabilization Project -Stage I. Section 3. The City Manager is authorizedLlto accept the Grant when awarded and to execute the necessary documents, in a form acceptable to the City Attorney, subject to the following terms and conditions: The City of Miami: (1) accepts the terms and conditions set forth in FIND Rule 66B-2 F.A.C., which outlines the Waterways Assistance Program and which will be a part of the 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Page 2 of 4 03- 237 Project Agreement for any assistance awarded under the proposal; (2) is in complete accord with the proposal and agrees to carry out the program in the manner described in the proposal and any plan and specifications attached thereto, unless prior approval for any change has been received from FIND; (3) has the ability and intention to finance its share of the cost of the Project and that the Project will be operated and maintained at the expense of the City of Miami for public use; (4) will not discriminate against any person on basis of race, color or national origin in the use of any property or facility acquired or developed pursuant to this proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, P.L. 88-352 (1964) and design and construct all facilities to comply fully with statues relating to accessibility by handicapped persons as well as other federal, state and local laws, rules and requirements; (5) agrees to maintain adequate financial records for the proposed Project to substantiate claims for reimbursement; and (6) will make available to FIND, if requested, a post -audit of expenses incurred on the Project prior to, or in conjunction with, request for the final ten percent (10%) of the funding agreed to by FIND. Section 4. The allocation of funds, in an amount not to exceed 700,000, as the City's required matching funds for award of the grant from Capital Improvements Project No. 331418, entitled "Bicentennial Park Improvements" as appropriated by the Homeland Defense/Neighborhood Improvement Bond Program, is authorized. Do not answer with more than three sentences. All applicants will answer the first part of the form, which includes questions 1 through 11. Each applicant will then complete the questions in one and only one attachment according to the applicant's project type. The applicant should determine his project type (if the project incorporates more than one project type) by determining which project type is dominant in terms of project cost. APPLICATION TITLE: Bicentennial Park Shoreline Stabilization — Stage One APPLICANT: City of Miami CATEGORY RATING EVALUATION CRITERIA & RATING POINTS POINTS AVAILABLE PRIORITY LIST List the PRIMARY category for which this project will be considered (Applicant should refer to Attachment C in the application to determine project priority list ranking. The application may only be of one type based upon the dominant costs of the elements of the project.) The project's proposed activities meet Florida Inland Navigation District's (FIND) 'public shoreline stabilization' criteria and are eligible for up to seven points under the 'priority list' category. Project activities address an urgent need for new construction of a failed seawall segment. This segment, according to an engineering structural assessment, is the most significant breech in the seawall and as such represents the greatest threat to shoreline stabilization along the Bicentennial Park/Biscayne Bay shoreline. Storm surges, given the wall's weakened condition, represent significant flooding risks along the current shoreline with erosion risks. (For reviewer only) (1-8 points) (1) Where does the project rank on this years' approved project priority list? 03- 237 PUBLIC USAGE WATERWAY RELATIONSHIP Explain the relationship of the project to the Atlantic Intracoastal Waterway. Describe how the project will benefit the Navigation District's Waterways. The project site is located on the southern and eastern corner of the seawall at Bicentennial Park, Biscayne Bay in downtown Miami. Over time, this seawall has deteriorated from tidal action, storms, and other causes. The project site is that portion of the seawall identified by an engineering structural assessment as 'failed' and subject to collapse. Should this occur it would place hazards to commercial and recreational navigation in a heavily trafficked area of the Intracoastal Waterway. The Bicentennial Park shore has a long history of maritime activities. The land for the park was the first Port of Miami until it was redeveloped as Bicentennial Park. Nearby are several marinas, the current Port of Miami, and the varied industry and commerce of the Miami River, Florida's fifth largest port. The seawall, which extends from Margaret Pace Park in the north down to the mouth of the Miami River, serves as protection from storm surges and keeps navigable waters free from debris and outflows from land. PUBLIC USAGE & BENEFIT Discuss the regional public benefits and access to be provided by the project, the local benefits and public access offered by the project, and estimate the amount of total public use. The project is an element of a planned redevelopment of Bicentennial Park as a multi-purpose recreational amenity combining outdoor recreation with cultural and learning opportunities at two museums. The museums, Miami Museum of Science and Miami Art Museum, will locate in the Park upon completion of an extensive redevelopment of the Park that includes addressing a weakened seawall. The stabilization of the shoreline (of which this project is the first stage) will be followed by future stages that entail the reconstruction of the entire seawall of the park and on the north side of the American Airlines Arena tract. The protection of the seawall from further deterioration and collapse will allow the City to pursue future redevelopment of the Park and its Downtown Master Plan that integrates maritime activities with land-based commercial, recreational, and cultural activities in the Biscayne Bay/Performing Arts district. The district and downtown will draw an even greater number of area include Miami's Performing Arts Center, a light- rail transit system linking Downtown with Miami Beach, water taxis linking the park to other recreational areas, and a public plaza in the immediate vicinity of the park for pedestrians. (1-5 points) (5) Does the project demonstrate regional benefits and can residents from other counties of the District reasonably use the project? TIMELINESS Describe the current status of the project and briefly explain any unique aspects of this project that could influence the project timeline (as presented in Attachment E-8). The City has contracted Edwards and Kelcey, Inc. to conduct the structural assessment of the seawall and its stabilization. This work is included in the project milestones for Bicentennial Park redevelopment. This project serves as stage 1 for work on the seawall's most exposed — and vulnerable point —its southeastern corner. (See timeline for details on planned work products and activities.) (For reviewer only) 2 03- 237 (1-3 points) (6) Has the applicant presented a reasonable and effective timeline for the completion of the project? COST- EFFECTIVENESS List any additional funding sources, the corresponding amount of funding, and the status of the additional funding that will be utilized to complete this project. Describe any methods to be utilized to increase the cost efficiency of this project. The seawall at the project site has failed. The waterway, the safety of the public, and vessels will all be at risk from an eventual — if not imminent -- collapse of the seawall. The scale of this project and the need to use a diversity of funding sources requires that it be divided into stages with the most damaged area, the southeastern corner, to be repaired first (Stage One) followed by the southern portion (Stage Two) the slip and northern portion (Stage Three). The City is requests consideration by the District for half the costs for Stage 1. The City will match FIND's grant through proceeds from a voter -approved issuance of General Obligation bonds. This November 2001 issue provides support for other elements of the Bicentennial Park redevelopment project. (See budget). The City will apply for appropriate grants such as from Coastal Management to enhance the value of the FIND award and City match. VIABILITY Briefly explain the need for this project in the community and describe how the project will continue to be maintained following initial funding. The stabilization of the seawall is an integral piece of the City's downtown master plan and crucial to its next stage of growth. The City is attempting to become a 24 -hour -7 -day city like New York and San Francisco, with have thriving downtowns. A seawall is a necessary element in preserving a shoreline along Miami's principal downtown 'gateway' corridor. Any collapse of the wall would set back implementation of this ambitious plan for at least two years. Consistent with past proposals to FIND, such as Margaret Pace Park Public Waterfront Enhancement project, the City is committed to constructing and maintaining a safe downtown for City residents and a workable, navigable waterway for boats The Bicentennial Park Shoreline Stabilization project is part of the City's downtown improvement plan focusing on three important areas — maritime activities, pedestrian accessibility, and increasing economic success of commercial and retail businesses. The seawall has withstood the pressures and erosion of the waters of Biscayne Bay, storm surges and the activity of the vessels on the Intracoastal. The Downtown area has undergone changes over this time from that of a small coastal city, to the Magic City of the 70s and '80s, to today's sophisticated, world city. The funds requested from FIND will allow the City to work towards a new, rebuilt seawall which will last for many more years benefiting the City, the vessels on the Intracostal and maritime facilities in the area. Describe any unique design aspects of this project that enhance public usage or access, decrease environmental impacts, improve water quality or reduce costs. Because of the deteriorated condition of the seawall area, cantilevered sheet piling is being used for this project to not remove the seawall and risk environmental impact to the waterway and the bay. A threat to the water quality of the bay was anticipated and through the elimination of excavation, the existing seawall remains contained through the sheet piling installation. CONSTRUCTION TECHNIQUES Briefly explain the construction techniques to be utilized for this project. The goal of the project is to protect the water quality of and maneuverability of the waterway using construction techniques and equipment that are capable of carrying out these tasks. Beginning with the failed concrete slab, it will be removed from above the failed seawall segment by the installation of the new seawall installed directly in front of the existing seawall. Land based sheet pile driving equipment will be used for installation of the seawall and clean aggregate / lime rock backfill be placed behind the new seawall and compacted. The vision planned for the Downtown area surrounding and including Bicentennial Park is for an increased pedestrian - oriented area combined with the best of culture, art, commercial and maritime activities. The salinity of the bay and use of the area necessitate construction to be durable and improving the integrity of the seawall for present and future use. SIGNATURE: DATE: PROJECT SUMMARY NARRATIVE (Please summarize the project in 2 paragraphs or less.) The project is to replace a segment of a restraining seawall along the Biscayne Bay shoreline at Miami's Bicentennial Park. An engineering structural assessment reveals that this segment has failed in several locations and large pieces of riprap and concrete have fallen into Biscayne Bay near the seagrass beds of the Biscayne Aquatic Preserve. The structural assessment originally was performed on the eastern and southern seawall of the park but further examination shows that the failure and deterioration extends around the FEC Boat Slip and on the North side of the American Airlines Arena. The structures that were listed as the most extreme in deterioration or listed as failed are located along the east wall and are the first stage requested for funding. The area of the bay located around Bicentennial Park is an active segment of the Intracoastal Waterway. Many maritime facilities that house sea vessels are located around Bicentennial Park including the Miamarina at Bayside, the Port of Miami, the Outboard Club at Watson Island, and the public boat ramp on Watson Island. The importance of the Bicentennial Park seawall to these facilities is shown by the extent of the seawall along the bay. It begins at Margaret Pace Park and stretches along the park down to the mouth of the Miami River covering many of these facilities and areas for boating activity. A failure of the seawall at Bicentennial Park would cause the waterway to be damaged and inhibit boating activity in this critical area.
