HomeMy WebLinkAboutR-03-0196J-03-154 2/27/03 RESOLUTION NO. a 3^ 19 6 A RESOLUTION OF THE MIAMI CITY COMMISSION ADOPTING THE PLANNING CALENDAR FOR THE TWENTY-NINTH YEAR COMMUNITY DEVELOPMENT BLOCK GRANT. WHEREAS, the Administration has proposed a planning calendar for the 29th Year Community Development Block Grant process; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Planning Calendar for the Twenty -Ninth Year Community Development Block Grant is adopted as follows: CITY COMMISSION MEETING QF FEB 2 7 ?P91 Resolution No. 03- 196 February 27, 2003 Calendar approved by City Commission March 12, 2003 through At least one Public Hearing in each of March 20, 2003 including the five Commission Districts, and any Saturday other supplemental hearings required (contingent upon the schedules of each City Commissioner) (Note: There is a 10 - day public notice requirement for each Public Hearing) March 27, 2003 Policy Decision by City Commission March 31, 2003 29th Year Request for Proposals Available April 25, 2003 Deadline for submission of responses to Request for Proposals (Note: Proposals submitted after the due date will not be accepted) June 24, 2003 Special City Commission Meeting 1:30 PM allocating 29th Year Funds must meet on (Location to be announced) or before July 15, 2003 to allow the 30 - day public comment period prior to the August 15, 2003 submission deadline for U.S. HUD) August 15, 2003 Submission of 29th Year Annual Action Plan to U.S. HUD October 1, 2003 Commencement of 29th Year Activities Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.1c ie If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. BACKGROUND: The Department of Community Development has developed a proposed planning schedule for 29u' Year Community Development Block Grant (CDBG), HOME, HOPWA and Emergency Shelter Grant (ESG) activities funded through the U.S. Department of Housing and Urban Development (U.S. HUD). U.S. HUD has advised the City that the projected entitlements for the 29th Year will be as follows: CDBG $ 10,140,000 HOME 4,827,000 HOPWA 12,482,000 Emergency Shelter Grant 447,000 The planning schedule includes two (2) key dates that must serve as the steering mechanism to ensure that the City meets federal requirements in the development of its 29th Year Annual Action Plan. The Annual Action Plan must be submitted to U.S. HUD within forty-five (45) days of the beginning of the new funding year. To meet this deadline, the Annual Action Plan must be submitted to U.S. HUD by August 15, 2003 for the October 1, 2003 start date. The other key date revolves around the requirement that there must be a thirty (30) day public comment period regarding the Annual Action Plan prior to its submittal to U.S. HUD. Therefore, to meet this deadline, the City Commission must adopt the Annual Action Plan by July 15, 2003. The other dates are more flexible and contingent upon complementary scheduling issues. The following is the proposed schedule for the 29`h Year planning process: 93- 196 Annual Action Plan at a later date providing that it complies with the process outlined in its Citizen Participation Plan. It is also important to note that the proposed nine -day window for the District Public Hearings, between March 12, 2003 and March 20, 2003, is predicated on the schedule availability of each individual City Commissioner. Historically, each City Commissioner has submitted the request for the Public Hearing to the City Clerk, identifying the date and location of the meeting. In each of the last two years, there have been occasions when there have been multiple meetings held on the same evening. The Administration has received public input requesting that coincidental meetings not be held on the same night to give the public an opportunity to attend all the meetings. This will also provide an opportunity for elected officials to attend meetings in other Districts, if so desired. In addition, the Administration now has the capability to televise the Public Hearings live on the City of Miami cable network. However, this capability is limited to one site per night. Therefore, it is recommended that each Commissioner submit the preferred Public Hearing date to the City Clerk, who will then be responsible for scheduling the Public Hearing on a first come, first served basis. If a Commissioner submits a date that has already been taken, the City Clerk will advise that Commissioner to select an alternative date. However, it should also be noted that the City Commission is able to amend the 03- 196 NOTICE OF PUBLIC HEARING RELATING TO COMMUNITY DEVELOPMENT ISSUES The Miami City Commission will hold a Public Hearing to discuss issues relating to the Community Development Block Grant (CDBG) Program. The Public Hearing will be held: Thursday, February 27, 2003, 10:00 a.m. Manuel Artime Center 900 Southwest I" Street Miami, Florida The City Commission Meeting Agenda will include the following item relating to the CDBG Program: 1. Discussion and proposed resolution for the Planning Calendar for 29`h Year CDBG and other HUD program activities Interested individuals are encouraged to attend this Public Hearing. The meeting site is accessible to the handicapped.
