HomeMy WebLinkAboutR-03-0193J-03-162 2/27/03 RESOLUTION NO. 03-193 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AND DIRECTING THE CITY MANAGER TO TRANSFER OF FUNDS, IN AN AMOUNT NOT TO EXCEED $90,000, FROM THE "DEVELOPMENT PROJECTS CONSULTANT" ACCOUNT CODE NO. 344102.509202.6.270, TO THE BUDGET OF THE DOWNTOWN DEVELOPMENT AUTHORITY "DDA", AS THE CITY'S MATCHING FUNDS FOR THE DDA TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT, WITH A QUALIFIED FIRM TO PREPARE DESIGN DEVELOPMENT DRAWINGS, SPECIFICATIONS AND PROVIDE CONSTRUCTION COST ESTIMATES FOR THE PROPOSED JEWELRY DISTRICT PROJECT IN DOWNTOWN MIAMI. WHEREAS, the City of Miami is desirous of fostering the revitalization of Downtown Miami and providing economic development assistance to the businesses located therein; and WHEREAS, the Downtown Development Authority ("DDA") wishes to enter into a Professional Services Agreement with a qualified firm to prepare design development drawings, specifications and to provide construction cost estimates for the Jewelry District Project in Downtown Miami; and CITY COMMISSION MEETING OR FEB ? 7 2003 Resolutian Na. 03- 3-11 WHEREAS, said Professional Services Agreement shall not exceed the total amount of $180,000 to be funded as follows: $90,000, from the Downtown Development Authority and $90,000, matching funds from the City of Miami "Development Projects Consultant", Account No. 344102.509202.6.270; and WHEREAS, a Request for Proposal shall be issued and a Professional Services Agreement negotiated by the Downtown Development Authority for the purpose described herein; and WHEREAS, funds are available for this purpose as appropriated in "Development Projects Consultant" Account No. 344102.509202.6.270; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized and directed to transfer funds, in an amount not to exceed $90,000, from Development Projects Consultant Account Code No. 344102.509202.6.270 to the budget of the Downtown Development Authority ("DDA"), as the City's matching funds for the DDA to execute a Professional Services Agreement with a qualified firm to prepare design development drawings, Page 2 of 3 ;3- 193 specifications and construction cost estimates for the proposed Jewelry District Project in Downtown Miami. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Page 3 of 3 03- 193 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Hono le . ayor ;Members of e City Co fission 4 Joe Arriola FROM: � C�ief Administrator/City Manager RECOMMENDATION CA -15 DATE: FEP L 0 2533 FILE: SUBJECT: Downtown Miami Jewelry District Project For Commission Meeting of REFERENCES: February 27, 2003 ENCLOSURES: Resolution In an effort to revitalize and spur economic growth in Downtown Miami, it is hereby recommended that the City of Miami contribute matching funds in an amount not to exceed $90,000 from "Development Projects Consultant", Account 344102.509202.6.270, for the Downtown Development Authority "(DDA") to hire a consultant to prepare design development drawings, specifications and construction cost estimates for the Jewelry District Project ("Project"). The DDA will issue the RFP and enter into a Professional Services Agreement with a qualified firm. Total amount of the contract shall not exceed $180,000. BACKGROUND On September 20th, 2002 the DDA passed a resolution supporting the Downtown Miami Jewelry District concept plan prepared for the DDA by the consulting firm Zyscovich, Inc. The consultant was hired to assist the Jewelry District Committee in preparing a Jewelry District concept plan that addresses issues including, but not limited to development, streetscapes, marketing, parking and security, and to serve as guide for further development of the project. In order to move the project forward the DDA approached the City of Miami to provide matching funds for the next phase of the initiative that consists of design development drawings, specifications and construction cost estimates. This phase of the project is estimated to cost $180,000. of which $90,000 has been identified for this purpose by the DDA from their 2002- 2003 budget. FISCAL IMPACT Passin of thi Resolution will not directly impact the City's budget.
