A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE BID OF MICHIGAN INSTRUMENTS,
INC. TO PROVIDE CARDIO PULMONARY
RESUSCITATORS FOR THE DEPARTMENT OF
FIRE -RESCUE, ON AN AS -NEEDED CONTRACT BASIS,
FOR TWO YEARS WITH THE OPTION TO RENEW FOR AN
ADDITIONAL ONE-YEAR PERIOD, AT AN ESTIMATED
ANNUAL AMOUNT OF $30,666, FOR A TOTAL
CONTRACT AMOUNT NOT TO EXCEED $91,998;
ALLOCATING FUNDS FROM "MIAMI-DADE COUNTY EMS
GRANT AWARD," PROJECT NO. 104014, ACCOUNT
CODE NO. 280774.6.840.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The bid of Michigan Instruments, Inc. to
provide cardio pulmonary resuscitators for the Department of
Fire -Rescue, is accepted, on an as -needed contract basis, for two
years with the option to renew for an additional one-year period,
at an estimated annual amount of $30,666, for a total contract
amount not to exceed $91,998, with funds allocated from
"Miami -Dade County EMS Grant Award," Project No. 104014, Account
Code No. 280774.6.840.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution accepting
the bid of Michigan Instruments, Inc., Non-Minority/Non-Local vendor, located at 4717 Talon
Court, Southeast, Grand Rapids, Michigan, 49512, for the provision of cardio pulmonary
resuscitators (thumpers), on an as needed contract basis, for two years with the option to extend
for one additional one-year period, for the Department of Fire -Rescue, in an estimated annual
amount of $30,666, for a total contract award not to exceed $91,998. Funds will be allocated
from the "Miami -Dade County EMS Grant Award (FY `2001-02)", Project No. 104014, Account
Code No. 280774.6.840, subject to availability of funds.
BACKGROUND
The Department of Fire -Rescue received a grant from the Miami -Dade County (as funded by the
Florida Department of Health) to continue its efforts towards improving and expanding pre-
hospital emergency medical services. In compliance with the provisions of said grant, the Fire -
Rescue Department has a need to secure a contract with a provider, on an as needed contract
basis for the procurement of cardio pulmonary resuscitators (thumpers). The requested equipment
is carried on all Fire -Rescue emergency medical vehicles and is used by emergency response
personnel. Cardio pulmonary resuscitators (thumpers) are necessary to administer external chest
compression's and ventilations' to patients suffering from cardiac arrest caused by a medical
condition and/or trauma related injuries. This device is a vital emergency medical tool that
requires replacement on a normal routine basis.
This proposed purchase will not only enhance the capabilities of the Fire -Rescue Emergency
Rescue personnel, but will allow the emergency personnel to respond to any emergencies with all
the equipment necessary to ensure safety to all of our citizens and visitors of the City of Miami.
The Department of Fire -Rescue has analyzed the bids received pursuant to Bid No. 02-03-018.
Michigan Instruments, Inc., submitted the lowest most responsible and responsive Bid, and is
therefore recommended for award.

AN ORDINANCE OF THE MIAMI CITY COMMISSION
ESTABLISHING A NEW SPECIAL REVENUE FUND
ENTITLED "MIAMI -RADE COUNTY EMS GRANT AWARD
(FY '2001-02)", AND APPROPRIATING FUNDS FOR
THE OPERATION OF SAME IN THE AMOUNT OF
$108,375.96, CONSISTING OF A GRANT FROM
MIAMI-DADE •COUNTY;! AUTHORIZING THE CITY
MANAGER TO ACCEPT SAID GRANT AWARD AND TO
EXECUTE THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE; CONTAINING A REPEALER PROVISION AND
A SEVERABILITY CLAUSE...
WHEREAS, the Florida Department of Health is authorized by
o Chapter 401, Part II, Florida Statutes, to provide grants to
boards of county commissioners to improve and exP'ihapre-hospital

emergency medical services ("EMS"); and
WHEREAS, it is the intent of the members of the Miami -Dade
Board of County Commissioners that the Fiscal. Year 2001-02
funding for Miami -Dade County from the Florida Department of
Health, "Florida Emergency Medical Services Grant Program -for
Counties", in the amount of $440,533.37, be apportioned and
passed through to participating' municipal fire departments for
individual projects; and

WHEREAS, Miami -Dade County has awarded the City c,f Miami
$108,375.96 for Fiscal Year 2001-02 for improvement and expansion
of its pre-hospital.EMS; and
WHEREAS, the City of Miami Department of Fire -Rescue's work
plan, which has been approved by ,Miami -Dade County, desires to
implement the following projects: .Riskwatch Program, EMS
Equipment, EMS Conferences and Seminars, and Upgrade Station
Alerting System;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund is
established and resources are appropriated as described below:

Section 3. This appropriation is contingent upon final
grant approval by the Florida Department of Health and the City
Managerfs acceptance thereof. -
Section 4. The City Manager is authorizedl' to accept
said grant from Miami -Dade County and to execute the _necessary
documents, in a form acceptable to the City Attorney, for
acceptance of said grant.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.11
PASSED ON FIRST READING BY TITLE ONLY this 13th day
of December 2001.
1� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
This Ordinance shall become effective as specified herein unless vetoed
by the Mayor within ten days from the date it was passed and adopted. If
the Mayor vetoes this Ordinance, it shall become effective immediately
upon override of the veto by the City commission or upon the effective
date stated herein, whichever is later.
