A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE SECOND ANNUAL VIRRICK PARK
BLACK HISTORY MONTH ARTS AND CRAFTS FESTIVAL,
CONDUCTED BY THE COCONUT GROVE VIRRICK PARK
COMMITTEE, TO BE HELD AT THE ELIZABETH
VIRRICK PARK ON FEBRUARY 22, 2003;
AUTHORIZING THE WAIVER OF ALL FEES AND
PERMITS PERMISSIBLE BY LAW, IN AN AMOUNT NOT
TO EXCEED $5,800; CONDITIONING SAID
AUTHORIZATION UPON THE COMMITTEE: (1)
OBTAINING ALL PERMITS REQUIRED BY LAW; (2)
PAYING FOR ALL NECESSARY COSTS OF CITY
SERVICES AND APPLICABLE FEES ASSOCIATED WITH
SAID EVENT; (3) OBTAINING INSURANCE, TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED
BY THE CITY MANAGER; AND (4) COMPLYING WITH
ALL CONDITIONS AND LIMITATIONS AS MAY BE
PRESCRIBED BY THE CITY
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The waiver of all fees and permits
permissible by the Code of the City of Miami, Florida, as
amended, in an amount not to exceed $5,800, is authorized for the
Second Annual Virrick Park Black History Month Arts and Crafts
Festival, conducted by the Coconut Grove Virrick Park Committee,
to be held on February 22, 2003, at Elizabeth Virrick Park,
Coconut Grove, Miami, Florida.

Section 2. The herein authorization is conditioned upon
the Committee: (1) obtaining all permits required by law,
(2) paying for all other necessary costs of City services and
applicable fees associated with said event; (3) obtaining
insurance to protect the City in the amount as prescribed by the
City Manager or designee; and (4) complying with all conditions
and limitations as may be prescribed by the City Manager.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

History Month Arts and Crafts Festival
Mr. Ruder:
The Coconut Grove Virrick Park Committee is putting on the 2nd Annual Black History Month Arts and
Crafts Festival at Virrick Park. The event was a limited success last year due to rain. The success was
that vendors made a little money — there was a crowd in and out of the Park through -out the day — and
the Committee's Park Fund broke a little over even.
The event was co-sponsored by the City of Miami — Parks & Recreation Department — the Coconut
Grove S.W. NET Office — and the Virrick Park Committee. We are asking the same arrangement for
this year's festival: That means we are asking the City as co-sponsor to waive all fees — and provide the
insurance as a City sponsored event. We also ask that the City's usual vendor fees be waived so that the
Committee can charge a modest vendor rate in order to attract maximum vendor participation. The
Committee asks this because we are a not for profit organization and all proceeds go back into Virrick
Park. Further, we ask that you or someone from your department prepare the resolution to go in front of

the City Commission at the next January meeting or the early February meeting.
The Committee pays for all scheduled entertainment and special supplies or equipment for the Festival,
printing and publicity. The Committee also provides the personnel to set up, break down, supervise and
administer the Festival

Support for Virrick Park Arts & Craft Festival
As you know this is our only regularly scheduled fund-raising event for Virrick Park. All monies made
from this event go back into the Park for material items as needed or for future program needs. Thus far,
the Committee has written checks for the following items: 1) Musical instruments for the Park's
projected music teaching program 2) A printer -fax -copier machine for the Park manager's office 3)
Weather mats to protect the gym's floor 4) A professional popcorn machine to use at Park events 5)
Accessories for gym's sound system. 6) Special, distinctive uniforms for Park staff.
Future expenditures include: 1) Purchase of more instruments for music program 2) Hiring music
instructor 3) Awnings to cover two outside gym entrances 4) Maintaining emergency petty cash fund to
be used as Park Manager needs.
The Committee maintains the funds now because the arrangement for special City of Miami Virrick
Park account has not been worked out. We hope now — however with the passage of the Virrick Park
Committee resolution — this account can be worked out by the City and the Committee. The Committee
does maintain complete and exact records of expenditures and capital intake on behalf of Virrick Park.
These record are open for inspection at the City's discretion.

2°dAnnual Black Arts Fest set for late February
Virrick Park will once again be the site of the Coconut Grove, Village West, Black Arts and Crafts
Festival. The fun, festivities, music and food, is scheduled for Saturday, February 22, 2003, 11 a.m.
until p.m.
This year — singer, actress, cinema pioneer and social activist, Ms. Ethel Waters is
the festival's honoree. Last year, renaissance -man, Paul Robeson was the festival's
historical focal point.
The festival will again feature food booths, arts and crafts booths and free entertainment. This year a
Black Film Festival is being added to the festivities. So mark your calendars for Saturday, February 22,
2003 — all day — until 9 p.m. Bring the family for the music, the food, the fun and the prizes. Know you
Black history and win valuable prizes — from computers to dinners for two at popular Coconut Grove
restaurants to hair -dos and hair -cuts at local popular hair emporiums.
Even though it rained last year during the Festival — the vendors did well. This year no rain is expected
— this means the Festival's vendors should do some very good business. Please call Ms. Joyce

information.
All proceeds from the Festival go to fund programs and activities at Virrick Park.
