RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
DIRECTING THAT PRIOR TO ANY OFFICIAL ACTION
OF THE CIVILIAN INVESTIGATIVE PANEL ("CIP")
A WORKSHOP BE SCHEDULED TO (1) PROVIDE FOR A
DISCUSSION OF THE PURPOSES, POWERS AND
DUTIES OF THE CIP AND INCLUDE PARTICIPANTS
FROM THE FRATERNAL ORDER OF POLICE, AND
COMMUNITY-BASED ORGANIZATIONS SUCH AS PULSE,
BROTHERS OF THE SAME MIND, ACLU AND OTHER
CITIZENS INVOLVED IN THE ESTABLISHMENT OF
THE CIP, AND (2) PRESENT INFORMATION RELATED
TO THE FLORIDA SUNSHINE LAW, ETHICS,
CONFLICT OF INTEREST, AND PUBLIC RECORDS;
FURTHER DIRECTING THAT THE CITY CLERK
PROVIDE COPIES OF TRANSCRIPTS OF ALL
MEETINGS AND ALL DOCUMENTS RELATED TO THE
FORMATION OF THE CIP; AND DESIGNATING THE
CITY ATTORNEY AS CIP INTERIM EXECUTIVE
DIRECTOR AND ATTORNEY UNTIL THE CIP SELECTS
PERMANENT INDIVIDUALS TO SAID POSITIONS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. It is directed that prior to any official
action of the Civilian Investigative Panel ("CIP") a workshop be
scheduled to (1) provide for a discussion of the purposes,

powers and duties of the CIP and include participants from the
Fraternal Order of Police and community-based organizations such
as PULSE, Brothers of the Same Mind, ACLU and other citizens
involved in the establishment of the CIP, and (2) present
information related to the Florida Sunshine Law, Conflict of
Interest, ethics, and public records.
Section 2. It is further directed that the City Clerk
provide copies of transcripts of all meetings and all documents
related to the formation of the CIP.
Section 3. The City Attorney is designated as CIP
Interim Executive Director and Attorney until the CIP selects
permanent individuals to said positions.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.
